EVALUATION OF A FINAL SUBDIVISION PLAN OF SUNSET RANCHOS, TRACT
NO. 4046-C BEING A SUBDIVISION OF A PORTION OF THE W~ OF THE W~
OF THE N~ SECTION 13, TOWNSHIP 19 NORTH, RANGE 22 WEST, LOCATED
IN THE SOUTH MORAVE VALLEY AREA, MORAVE COUNTY, ARIZONA.
WHEREAS, at the regular meeting of the Mohave County Board
of Supervisors held on June 1, 1992, a public hearing was
conducted to determine the approval of the final subdivision plan
for Sunset Ranchos Tract No. 4046-C, located in the South Mohave
Valley area, and
WHEREAS, the owner/subdivider of this tract is Sunset
Ranchos, an Arizona Partnership.
The engineer responsible for
plan preparation and drainage study is Stovall Engineering, Inc.
of Bullhead City, Arizona, and
WHEREAS, the access to the project site is approximately one
(1) mile east of Highway 95, along Camp Mohave Road to Mountain
View Road, then one-half (.5) mile north on Mountain View to
Valencia Road alignment and this tract, and
WHEREAS, the site of this development is ninety-four. (94)
acres with a total of two hundred eighty-four (284) lots. The

minimum lot size is eight thousand (8,000) square feet. The
maximum lot size is sixteen thousand five hundred (16,500) square
feet. The overall gross density is 3.02 lots per acre, and
WHEREAS, the project is proposed to be serviced by
individual septic systems.
ADEQ has issued a certificate of
approval of sanitary facilities for this subdivision.
However,
Lot 29 of Block 10 may not be suitable for a conventional septic
system. If an alternative wastewater system is required for this
lot, it will have to be reviewed and approved by ADEQ before
construction.
The water will be provided by Bermuda Water
Company.
Electricity will be provided by Mohave Electric
Cooperative. Roads will be built to County Minimum Standards or
better, and
WHEREAS, the approval of this subdivision is based on the
understanding of the Mohave County Board of Supervisors that all
streets within the subdivision will be constructed and paved with
asphaltic concrete in accordance with Standard Specification
#101.10A of the County Engineering Road Standards or better. A
water supply and distribution system including adequate pressure
and volume for fire flows will be constructed to served each lot.
Grading and drainage related improvements will be made as
recommended by the design engineer and approved by the County
Engineer.

each lot in accordance with Arizona Corporation Commission
Regulations. All lots and street centerline monuments will be
staked and monumented in accordance with Standard Specification
#102 of the Mohave County Engineering Road Standards.
Fire
hydrants will be provided at locations prescribed by the Fort
Mojave Mesa Fire Department, street name and regulatory signs
will be installed in accordance with the requirements of the
Mohave County Subdivision Regulations and as recommended by the
design engineer;
and,
as
a CONDITION OF APPROVAL,
the
owner/developer is responsible for the completion of improvements
and shall provide assurances for all required subdivision
improvements in accordance with Article V of the Mohave County
Subdivision Regulations. The assurances/surety shall be in place
prior to recordation.
NOW THEREFORE BE IT RESOLVED, that the Board APPROVES the
Final Plat for SUNSET RANCHOS, Tract 4046-C conditional to the
following:
1.
The developer will make the same commitments for
improvements in the Subdivision Questionnaire to the
Real Estate Commission as required for approval of this
tract by the Board. A copy of the draft and final
report delivered to the Arizona State Real Estate
Department shall be submitted to the County for library
purposes.

3. The owner/subdivider shall cause the engineering and
drainage related improvements to be completed as
recommended by the project engineer and outlined in the
detailed drainage report as approved by the County
Engineer. These improvements shall include any
applicable comments within the Public Works letter
dated May 15, 1992. (Exhibit "A") All requirements
stated by the County Engineer in the May 15, 1992
letter that must be accomplished prior to recordation
are hereby established as a condition.
4. The Final Plat for Tract 4046-C including the
dedications shall be properly executed and/or
sanctioned by all parties having any recorded title
interest in the land being subdivided and included on
this subdivision.

Realigned drainage easements in Sunset Ranchos Tract
4046-B will be recorded prior to or with this final
plat as required for abandonments per Board Of
Supervisors Resolutions Nos. 92-135, 92-136, 92-137 and
92-138, and are a condition of recordation.
6. The original signed copy of the CC&R's shall be
submitted prior to final recordation.
7. The owner/developer shall dedicate a forty-two (42')
foot road right-of-way along the western boundary of
this project on what is know as Mountain View Road and
a six (6') foot block wall shall be constructed along
the rear lot lines of lots abutting and double fronting
Mountain View Road and Dixon Drive by the
owner/developer. The County is requiring a full
eighty-four (84') foot road right-of-way and the
construction or paving of this road dedication in
accordance with Standard Specification #102 from the
northern most right-of-way boundary of Sundance Drive
at Mountain View Road south to Valencia Road alignment.
[The County is encouraging a joint venture with the
developers of The Overlook, Tract 4137, on this portion
of the paving requirement, however, the joint venture
is not a condition for approval].
8 .
The County Records indicate that an 84' right-of-way
exists from Valencia, South, on the Mountain View Road
alignment, to Camp Mohave Road. This portion of
Mountain View Road will be paved to Mohave County
Public Works Standard 101.10A by the developer. This
paving will be to Standards set by the Mohave County
Standard Specifications as approved by the County
Engineer for an arterial road and primary access to
this subdivision.

9. The assignment of the North 1/2 of Sterling Road right-
of-way must be made before the final plat is recorded.
The owner/developer will be required to obtain a
surface easement from the State Land Department and
clear all environmental, historical, plant and
archaeological requirements prior to turning the
easement over to the County.
10. EI Paso Natural Gas Company will approve the design of
the protective structures along the entire length of
the pipeline which is adjacent to this project prior to
final plat recordation. Cost and construction of the
protective structures shall be the responsibility of
the developer at all crossing points.

12. A corporate entity to include the total subdivision,
Tract 4046-C, shall be formed to set forth provisions
of perpetual maintenance for this project's block
walls, drainage easements, or any other facilities
deemed private in nature, as detailed in the CC&R'S.
The articles of incorporation, forming the property
owner's association, shall be submitted prior to
recording.

NOW THEREFORE BE IT FURTHER RESOLVED, corrected copies of
all documents delineated above shall be submitted for staff
review and upon receipt of the evidence that these conditions
have been met, together with the executed mylars and appropriate
recording fees, the Director of Planning and zoning will obtain
the necessary signatures
from the County Departments and
officials and cause the final plat for SUNSET RANCHOS, Tract
4046-C to be recorded.

NOW THEREFORE BE IT FURTHER RESOLVED, that notice of hearing
has been met and published throughout this subdivision process
and the public was afforded notice of this final action through
advertisement of the Board of Supervisors' meeting for this date.
