A RESOLUTION AMENDING THE MORAVE COUNTY SUBDIVISION REGULATION BY
SETTING FORTH APPROVAL OF A PRELIMINARY SUBDIVISION PLAN AND
PETITION OF EXCEPTION FOR NORTH RIDGE ESTATES, TRACT 3044, BEING
A PORTION OF THE NE~ SECTION 28, TOWNSHIP 21 NORTH, RANGE 16
WEST, LOCATED IN THE KINGMAN AREA, MORAVE COUNTY, ARIZONA
WHEREAS, at the regular meeting of the Mohave County Board
of Supervisors held on May 4, 1992, a public hearing was
conducted to determine the
approval
of
the preliminary
subdivision plan and petition of exception for NORTH RIDGE
ESTATES, Tract 3044, and
WHEREAS, the owner/developer of this project is Lee
Bruno/ Jay Schritter of Kingman,
Arizona.
The Eng ineer
responsible for plan preparation and drainage study is Mohave
Engineering Associates, Inc., of Kingman, Arizona, and
WHEREAS, the proposed subdivision is located one-eighth
(1/8) mile north of Hualapai Road on Seneca Street and one-half
(.5) mile east on Cheyenne Avenue at the south east boundary of
the Kingman City limits.
Access is provided to this site from
Hualapai Road via Seneca Street and Cheyenne Avenue.
It is
bounded by the City of Kingman on the North and West and the BLM
on the south, and

WHEREAS, the preliminary subdivision plan depicts 53.43
acres divided into 64 lots having a minimum lot size of 20,000
square feet and maximum of 78,000 square feet for an over all
density of 1.20 lots per acre, and
WHEREAS, water will be supplied by City of Kingman, electric
power by Citizens Utilities Company/Electric Division, telephone
service by Citizens Utility company/Telephone Division, fire
protection by City of Kingman, sewage disposal will be individual
septic systems with leach fields, solid waste will be by private
carrier to Mohave County Landfill, and
WHEREAS, the Commission at their meeting on April 8, 1992
did recommend CONDITIONAL APPROVAL of the preliminary subdivision
plan and petition of exception for Tract 3044, with the following
noted:

called for in he Regulations.
D. The proposed Subdivision contains lots that exceed
the lot length to width ratio of 3:1.

E. The proposed Subdivision contains non radial lot
lines.
This petition is submitted as a request that the Planning and
zoning Commission recommend to the Board of Supervisors the
granting or exception from the Subdivision Regulations as
outlined in Article 1.13 for the following reasons:
The granting of the petition will not be detrimental to the
public welfare or injurious to other adjacent properties because:
A. The block which is longer than permitted by the
Regulation is curvilinear or have right angle
turns so that there is not the appearance of a
long unbroken line. All blocks have access from
at least two (2) locations so that access will not
be a problem for the residents.
B. The double fronting lots are only proposed where
the rear of the lots face on a road designated as
a Section line. 'l'his is for the purpose of
limiting direct access from residential lots onto
these roads. Physical barriers will be constructed
along the rear of these double fronting lots so
that access onto these roads will be prevented.
C. It is proposed to place public utility easements
along the front rather than along the rear of the
lots because this location affords easier access
to the easements than if they were along the rear
lot lines., Further, with the easements along the
front of the property, owners are able to fence
along the rear lot lines and enjoy the full
benefit of the yards.

The Planning Conunission recommend APPROVAL of the Petition of
Exception based on the aforementioned justifications.
2. The conditional approval of this subdivision is based
on the understanding of the Planning and Zoning
Commission that all streets within the subdivision will
be constructed and paved with asphaltic concrete in
accordance with Standards Specifications #171 and
# 101. 10D or better; a water supply and distribution
system including fire flow will be constructed to serve
each lot; grading and drainage related improvements
will be completed as recommended by the design engineer
and as approved by the County Engineer in the submitted
and approved drainage reports; arrangements will be
made to extend underground electric and telephone
service to each lot in accordance with Arizona
Corporation Commission regulations; approval for
sewage disposal system will have to be approved by
Mohave County Environmental Health Department;
approval for water system and sewage disposal shall be
obtained from the Arizona Department of Environmental
Quality prior to recording the Final Plat; Water
service statement to be obtained from the City of
Kingman; all lots and street centerline monuments will
be staked and monumented in accordance with Standard
Specification #102; fire hydrants will be provided at
locations prescribed by the City of Kingman Fire
Department; street name and regulatory signs will be
installed in accordance with the requirements of the
Mohave County Subdivision Regulations and as
recommended by the design engineer and; the
owner/subdivider is responsible for the completion of
improvements and shall provide assurance for all
required subdivision improvements in accordance with
Article V of the Subdivision Regulations.
3. The developer will make 'the same commitments for
improvements in the prospectus to the State Real Estate
Commission as required for approval of this tract by
the Board and a final copy of the State Real Estate
Report shall be submitted to P&Z staff. This copy
shall be for library purposes.
4. A Corporate entity for this project shall be formed for
this projects, drainage easements or any other
facilities deemed private in nature, but are open to
the public. A copy of the Articles of Incorporation
shall be submitted with Final Plans.

5. The County Engineer has made a comment in regard to the
street crossings at the drainage easements on the
preliminary plan as submitted, in a letter dated
February 25, 1992. The concerns of the County Engineer
shall be satisfied prior to submission of this
subdivision to the Board of Supervisors for Final Plat
actions.

At the request of Roqer Esquerra, cartoqrapher, the planninq
Commission recommends Final Plat and Parcel Plat boundaries be a
triple wide line as the l/S" blue line border obscures dimensions
on prints.
NOW THEREFORE BE IT RESOLVED, that the Board of Supervisors,
at their regular meeting on Monday, April 6, 1992, conditionally
approved this Amendment to the Mohave County Subdivision
Regulation through the granting of this preliminary subdivision
plan and petition of exception as recommended by the Mohave
County Planning and zoning Co~nission and outlined herein.
