A RESOLUTION AMENDING RESOLUTION P&ZC: 79-4, MODIFYING THE
APPROVED ZONING USE PERMIT IN AN A-R (AGRICULTURAL RESIDENTIAL)
ZONE ON THE W~ LOT 222, LAGOON ESTATES #3, SECTION 35, TOWNSHIP
10 NORTH, RANGE 22 WEST, LOCATED IN THE SOUTH MORAVE VALLEY AREA,
MORAVE COUNTY, ARIZONA.
WHEREAS, at the regular meeting of the Mohave County Board
of Supervisors held on August 3, 1992, a public hearing was
conducted to amend Resolution P&ZC: 79-4, modifying the approved
Zoning Use Permit (ZUP) to allow for the establishment of a
riding arena with concessions,
in an A-R
(Agricultural
Residential) zone on the W~ Lot 222, Lagoon Estates #3, Section
35, Township 18 North, Range 22 West, located on the north side
of Laguna Road, five hundred (500') feet west of Mountain View
Road in the South Mohave Valley area, and
WHEREAS, Section 35 is located ten (10) miles south of
Bullhead City's southernmost border. This section is bounded by
Highway 95, Willow Drive, Hountain View Road and Laguna Road.
The subject property is accessed from Highway 95 via Laguna Road
east approximately 4,775 feet to the w~ of Lot 222, and
WHEREAS, review of floodplain map #040058-2610C indicates
almost all of this lot to be within a designated floodpl~in. The

site is currently occupied by a riding arena.
Surrounding land
uses consist of vacant land immediately adjacent with a mixture
of vacant and residential uses in the remainder of this portion
of Section 35.
The applicant desires to establish concession
activities in conjunction with scheduled equestrian events.
Resolution P&ZC No. 79-4 approved a ZUP for this site to
establish the riding arena.
Existing permits for this site
indicate an announcers stand and restrooms were installed in
1979. After discussion, the Commission determined that the best
course of action would be to amend the original resolution rather
than overlay anotherZUP for the establishment of concessions,
and
WHEREAS, the Planning and Zoning Commission at their meeting
on July 8, 1992 did recommend APPROVAL of an amendment to
Resolution P&ZC: 79-4 to allow for the establishment of a riding
arena with concessions in an A-R (Agricultural Residential) zone,
contingent on the following conditions:
1. The applicant comply with all applicable provisions of
Sections 25, 26, 27, and 31 of the Mohave County zoning
Regulations. Compliance with Section 27.P (Site Plan
Requirements) and Ordinance 87-1 (Dark Sky Ordinance) is
also required.
2. That appropriate zoning/building/environmental permits be
obtained.
3. That the attached plot plan shall indicate the general
area within which the concessions will be located. The
plot plan shall be considered Exhibit "A".

4. I f construction or use has not commenced wi thin one (1)
year of Board approval of the Zoning Use Permit or if the
use has been discontinued for six (6) months, then
approval shall terminate at that date.
5. This Zoning Use Permit is subject to revocation upon
sixty (GO) days notification by the Board of Supervisors,
if in the opinion of the Commission and Board the
continued use of the property would be contrary to the
public health, safety, and welfare.
6. If these conditions are not met within one (1) year this
approval shall be void. If at the expiration of this
period the property has not been improved for the use for
which it was conditionally approved, the Board after
notification by registered mail to the owner and
applicant who requested the ZUP shall schedule a public
hearing to grant an extension, determine compliance with
the schedule for development or cause the property to
revert to its former zoning classification in accordance
with Arizona Revised Statutes Annotated, Title 11,
Chapter G, 11-832.
WHEREAS, the notice of hearing was published in the Kingman
Standard, a newspaper of general circulation in Kingman, Mohave
County, Arizona on July 18, 1992, and in the Mohave Valley Daily
News, and posted July 17, 1992 as required by Arizona Revised
Statutes and Mohave County Zoning Regulations.
NOW THEREFORE BE IT RESOLVED, that the Board of Supervisors,
at their regular meeting on Monday, August 3, 1992, approved this
modification to Resolution P&ZC: 79-4 as recommended by the
and Zoning Con~ission and outlined herein.
