EVALUATION OF A FINAL SUBDIVISION PLAN OF AZTEC VILLAS, TRACT
4065, BEING A SUBDIVISION OF A PORTION OF THE E ~ OF THE SE ~ OF
SECTION 23, TOWNSHIP 19 NORTH, RANGE 22 WEST, LOCATED IN THE
SOUTH MOHAVE VALLEY AREA, MOHAVE COUNTY, ARIZONA
WHEREAS, at the regular meeting of the Mohave County Board
of Supervisors held on July 6, 1992, a public hearing was
conducted to determine the approval of the final subdivision
plan, for Aztec Villas, Tract 4065, located in the South Mohave

WHEREAS, the owner/subdivider of this tract is Counsel
Corporation; ~'0'ohn K. Hoover, President, of Orange, California.

The engineer of record on this project is Jack Stovall, P.E. of
Stovall Engineers, Inc., Riviera, Arizona, and
WHEREAS, the proposed subdivision is located one-half (~)
mile east of Highway 95 between the highway and Mountain View
Road, is between Camp Mohave and El Rodeo Roads and is north of
and is adjacent Courtney Greens, Tract 4054. Access is provided
to this site from Highway 95 via Aztec Road through Mohave Valley
Business Park and Courtney Greens. Camino Colorado is the north
boundary and Calle Del Media is the east boundary. of this

WHEREAS, this subdivision is being constructed, on an twenty
acre parcel of land. This tract's sixty-seven (67) lots will have
a minimum lot size of 8,000 square feet and a maximum lot size of
17,000 square feet for an overall density of 3.4 lots per acre,
and
WHEREAS, the water will be supplied by Bermuda Water
Company, power by Mohave Electric Cooperative, and telephone by
Citizens Utility Company.
Sewaqe disposal will be provided by
individual, on site septic systems.
Fort Mojave Mesa Fire
Department will be providing fire protection for this project and
private carrier will be providing the solid waste (garbage)
disposal to Mohave Valley Landfill, and

WHEREAS, the approval of this subdivision is based on the

understanding of the Board of Supervisors that all streets within
the subdivision shall be constructed and paved with asphaltic
concrete in accordance with Standard Specifications #171 and
101.10A or better; the streets shall include curb and gutter; and
the owner/subdivider shall install a water distribution system to
serve each lot within the subdivision; fire hydrants shall be
provided in accordance with the requirements of the Fort Mojave
Mesa Fire Department; sewage disposal is to be handled by
individual septics; grading and drainage related improvements
will be made as recommended by the project engineer and as
approved by the County Engineer in the county approved drainage

report; agreements will be made to extend underground electric,
telephone and water service to each lot in accordance with
Arizona Corporation Commission Regulations, these agreements will
be submitted prior to final recordation; all lots and street
centerline monuments will be staked and monumented in accordance
with Mohave County Standard Specification No. 102; street name
and regulation signs will be installed in accordance with Mohave
County Subdivision Regulations; and as a condition of approval
the owner/subdivider is responsible for the completion of these
site improvements and shall provide an assurance for all required
subdivision improvements in accordance with Article V of the
Mohave County Subdivision Regulations.
NOW THEREFORE BE IT RESOLVED, that the Board APPROVES the

Final Plat for Tract 4065 conditional to the following:
1. The developer will make the same commitments for
improvements in the Subdivision Questionnaire to the
Real Estate Commission as required for approval of this
tract by the Board. A copy of the draft and final
report delivered to the Arizona State Real Estate
Department shall be submitted to the county;
2. The owner/subdivider shall cause the engineering and
drainage related improvements to be completed as
recommended by the project engineer and outlined in the
detailed drainage report as approved by the County
Engineer. These improvements shall include any
applicable comments within the Public works letter
dated May 12, 1992 (exhibit A);
3. The Final Plat for Tract 4065 including the dedication
shall be properly executed and/or sanctioned by all
parties having any recorded title interest in the land
being subdivided and included on this subdivision;

4. An approved method of assurance and/or surety shall be
provided in the amount of the cost estimate as approved
by the Mohave County Public Works Department for the
final recorded plat, in its entirety, and all required
site improvements. Furthermore, any additional cost
for improvements, i.e. block wall, shall be reflected
in the Engineer's Cost Estimate.
5. Compliance with Board of Supervisors Resolution 92-103
which approved this subdivision's zoning, shall be
required. The zoning approved by Board Resolution, 92-
103, shall become effective upon recordation of this
tract.
6. A final revised copy of this subdivision's CC&R's,
reflecting the rezoning resolution 92-103, changes to
the lot and block designations and the maintenance
responsibility for Parcel "A", shall be submitted prior
to recordation.
NOW THEREFORE BE IT FURTHER RESOLVED, corrected copies of
all documents delineated above shall be submitted for staff
review and upon receipt of the evidence that these conditions
have been met, together with the executed mylars and appropriate
recording fe~~, the Director of Planning and Zoning will obtain
the necessary signatures
from the County Departments and
officials and cause the final plat for tract 4D65 to be recorded.
NOW THEREFORE BE IT FURTHER RESOLVED, that notice of hearing
has been met and published throughout this subdivision process
and the public was afforded notice of this final action through
the Board of Supervisors' meeting for this date.

Final Plat, Cost Estimate, Title Report, Cover Letter
Approval letter from Fort Mohave Mesa Fire Department
1. This Department recommends that the developer continue to
pursue the acquisition of the east 1/2 R/W for Calle Del Media and
the north 1/2 R/W for Canlino Colorado. Revised improvement plans
will need to be provided for review if the alignment of these
roadways change from what is currently shown.
2. The submitted Engineers Cost Estimate appears adequate and is
hereby approved.

3. The Final ,.plat needs to show distances between all monuments
along Aztec Road.
4. The boundary of a subdivision shown on a Final plat is a record
of survey of that boundary and as such, the Final plat should show
the sa~me information that is required by statute for a record of
survey. In particular the method used to establish the northw~~t
corner of this development needs to be indicated on the Final Plat.'
