PAGE 1 OF J HOHAVE COUNTY BOARD OF SUPERVISORS RECORDING fEE 0.00 He RESOLUTION NO. 92-231 A RESOLUTION SETTING FORTH APPROVAL OF A CHANGE OF USE TO ALLOW THE ESTABLISHMENT OF AN AUTOMOTIVE RECYCLING OPERATION IN A "M" (GENERAL MANUFACTURING) ZONE, IN THE N~ E~ N~ W~ SE~ SW~ SECTION 35, TOWNSHIP 19 NORTH, RANGE 22 WEST, LOCATED IN THE SOUTH MOHAVE VALLEY AREA, MOHAVE COUNTY, ARIZONA WHEREAS, at the regular meeting of the Mohave County Board of Supervisors held July 6, 1992 a public hearing was conducted to determine whether approval should be granted to Edwin W. Epperson of Santa Ana, California, for a Change of Use to allow the establishment of an automotive recycling operation in a "Mil (General Manufacturing zone, in the N~ E~ N~ W~ SE~ SW~ Section 35, Township 19 North, Range 22 West, in the South Mohave Valley ~, t . J area, and WHEREAS, Section 35 is located approximately three (3) miles south of Bullhead City's southern most border and is bordered by Highway 95 on the west. Section 35 is bounded by Highway 95, Joy Lane, Mountain View Road and Lipan Boulevard. The subject property is accessed from Highway 95 via Lipan Boulevard east approximately fifteen hundred (1,500') feet to an unnamed access easement thence north to the end of the easement. The site is on the northeast portion of the cul-de-sac which is the terminus of the aforementioned easement, and " ............ .. . . Resolution No. 92-231 Page 2 WHEREAS, review of floodplain map #040058-2445C indicates a portion of this site lies wi thin a designated floodplain. The two and one-half (2.5) acre site is currently vacant. Surrounding zoning consists of "M" zoning to the west, south and east with residential zoning to the north. Surrounding land uses consist of a disposal maintenance yard, an auto salvage yard, a tire & auto repair shop and Sorenson wastewater treatment plant and vacant land. There are existing residences to the north. The local topography is such that the residences have a slight slope down to the manufacturing zone. An eight (8') foot buffer will be necessary between the two uses. The applicant desires to establish an automotive recycling operation. The majority of the operation will be outside, and "1 . I WHEREAS, public hearing before the Mohave County Planning and Zoning Commission on June 10, 1992 and did generate a recommendation of APPROVAL of the requested Change of Use contingent upon the following conditions: 1. The applicant comply with all applicable provisions of Section 23 (M zone) of the Mohave County Zoning Regulations. 2. The applicant comply with all applicable provisions of Sections 25, 26, 27, and 31 of the Mohave County Zoning Regulations. Compliance with Section 27. P (Site Plan Requirements) and Ordinance 87-1 (Dark Sky Ordinance) is also required. 3 . A buffer in the form of a solid fence, which shall be a block wall or other approved structure, with the subdivision side of the wall painted a "cream" color, eight (8 ~) feet in height, will be provided on the north boundary of the' site. No materials shall be allowed to extend beyond the top of the wall. WHEREAS, the notice of hearing was published in the Kingman Daily Miner, a newspaper of general circulation in Kingman, Mohave County, Arizona on June 21, 1992, and in the Mohave Valley Daily News, and posted June 19, 1992 as required by the Arizona Revised Statutes and the Mohave County Zoning Regulations, and NOW THEREFORE BE IT RESOLVED, that the Board of Supervisors, at their regular meeting on Monday, July 6, 1992 approved this Change of Use Permit as recommended by the Mohave County Planning and Zoning Co~ission, subject to the conditions outlined herein.
