RESOLUTION NO. 92-227 A RESOLUTION SETTING FORTH APPROVAL OF A RECREATIONAL VEHICLE PARK PLAN FOR SENITA VILLAGE RECREATIONAL VEHICLE RESORT, BEING A PORTION OF THE SW% SE% SECTION 32, TOWNSHIP 40 NORTH, RANGE 16 WEST, LOCATED IN THE ARIZONA STRIP AREA, MORAVE COUNTY, ARIZONA WHEREAS, at the regular meeting of the Mohave County Board of Supervisors held on July 6, 1992, a public hearing was conducted to determine the approval of an R-V site plan for SENITA VILLAGE RECREATIONAL VEHICLE RESORT, being a portion of the SW~ SE~ Section 32, Township 40 North, Range 16 West, in the Arizona Strip area, and WHEREAS ,'( Section 32 is located directly east of Mesquite, . I Nevada and the primary access to this site is Interstate 15 (I- 15), exiting at the North Mesquite interchange, thence east on County Highway 91 approximately one-half (.5) mile, and WHEREAS, review of floodplain map #040058-0200B indicates this area to be clear of a designated floodplain. This site is currently vacant and bordered on the north by Highway 91, mobile homes on the west, the Peppermill Golf Course on the east, and vacant BLM land to the south, and " . . Resolution No. 92-227 Page 2 WHEREAS, the property owners have obtained a zone change from A-R to (S-D)C-RE (Special Development/Commercial Recreation) to allow for a recreation vehicle park via BOS Resolution 91-305. The size of this development is approximately twenty-six (26) acres. The developer proposes 347 spaces, a store, storage area, wastewater treatment plant and a club house as part of a 76,000 square foot recreation area, and WHEREAS, water service will be provided by Mesquite Farmstead Water Association. Sewer will be handled through a onsite treatment facility. Electric service will be provided by Dixie Escalante Rural Electric Association, Inc., and WHEREAS, the Commission, at their meeting on June 10, 1992, 'Of did recommend 1 CONDITIONAL APPROVAL of site plan for SENITA VILLAGE RECREATIONAL VEHICLE RESORT, with the following noted: 1. All conditions of BOS Resolution 91-305 will be adhered to with the following AMENDMENT to Item l5 of this resolution. The amendment will change the paving requirement for the pads, only. The pads may be a gravel surface and will not be required to be paved. 2. The applicant shall submit copy of agreement(s) between the State Land Department concerning lease transfer from Jimmie Hughes to Adaven Corporation or new lease for Adaven Corporation and approval for use of this property for a R-V park. 3. Arizona Department of Environmental Quality approves the water supply and distribution system. 4. Arizona Department of Environmental Quality approves the use and design of the sewage treatment facility for this development. " PAGE 2 OF 4 8K 2076 PG 981 CFEEtf2-J7258) , ' . . Resolution No. 92-227 Page 3 5. Mesquite Farmstead Water Association will receive approval from the Arizona Corporation Commission to extend the service area of their CCN to include this project. 6. The applicant will be required to obtain approval for a franchise agreement from the Mohave County Board of Supervisors to use County right-of-way for water distribution. 7. The one (1~) foot vehicle non-access easement will be recorded by separate instrument. 8. The site plan indicates that only four (4") inches of aggregate base is to be provided for the street sections. If less than six (6") inches of aggregate base is proposed, Mohave County Standard Specifications require soils tests be submitted to the Public Works Department that demonstrate the resulting base is equivalent in strength and stability to the six (6") inch aggregate base course required under this specification. 9. The Bureau of Land Management has requested that a six (6 ~) foot chain link fence be placed along the south boundary of this property to prevent unauthorized access roads, parking, etc. The Planning Commission recommends the same. . I 10. Along with the existing fence on the east property boundary, oleander hedges or other approved plant hedges will be required on both the east and west property lines. 11. The entrance roadway will extend to the existing asphalt surface of Highway 91. 12. Plans on file in the Mohave County Planning and Zoning Department, dated April 8, 1992, are the basis of this site plan approval, along with the conditions set forth in these recommendations. 13. Pertinent Zoning (Building) permits shall be obtained. 14. All applicable provisions of Sections 25, 26, 27, & 31 of the Mohave County Zoning Regulations shall be complied with. Resolution No. 92-227 Page 4 NOW THEREFORE BE IT RESOLVED, that the Board of Supervisors, at their regular meeting on Monday, July 6, 1992, conditionally approved the granting of this R-V Park site plan as recommended by the Mohave County Planning and Zoning Commission and outlined herein.
