RESOLUTION NO. 92-307
EVALUATION OF A FINAL SUBDIVISION PLAN OF FAIRWAY ESTATES, TRACT
4148-A, BEING A SUBDIVISION OF A PORTION OF THE E~ OF THE NE~ OF
SECTION 35, TOWNSHIP 19 NORTH, RANGE 22 WEST, LOCATED IN THE
SOUTH MOHAVE VALLEY AREA, MOHAVE COUNTY, ARIZONA
WHEREAS, at the special meeting of the Mohave County Board
of Supervisors held on September 21, 1992, a public hearing was
conducted to determine the approval of the final subdivision
plan, for Fairway Estates, Tract 4148-A, located in the South
Mohave Valley area, and
WHEREAS, the owner/subdivider of this tract is Glen L. and
Pearle A. Ludwig.
The engineer of record on this project is

Richard J. Rieker, P. E. of Ludwig Engineering, San Bernardino,
California, and
WHEREAS, the proposed subdivision is located in the Fort
Mohave area, approximately three (3) miles south of Bullhead City
on Highway 95 and one-half (.5) mile east on Highway 95 on Joy
Lane at the southwest corner of the intersection of the proposed
Joy Lane and Mountain View Road, and
WHEREAS, this subdivision is being constructed on an twelve
plus (12.81) acre parcel of land. This tract has seventy ~ix (76)

lots and one (1) commercial parcel. The commercial parcel is one
plus (1.02) acres with the balance of the development having a
minimum lot size of 4,SOO square feet and an overall density of
3.4 lots per acre, and
WHEREAS, the water will be supplied by Bermuda Water
Company, electric power by Mohave Electric Cooperative and
telephone service by Citizens Utility Company.
Sewage disposal
will be provided by Sorenson Utility Company, Inc.
Fort Mohave
Mesa Fire Department will be providing fire protection for this
project and a private carrier will be providing the solid waste
(garbage) disposal to Mohave valley Landfill, and
WHEREAS, the approval of this subdivision is based on the
understanding of the Board of Supervisors that all streets within ~--
the subdivision adjacent to lots fronting on perimeter roads and
access to the nearest paved roads shall be constructed and paved
with
asphaltic
concrete
in
accordance
with
Standard
Specifications #171 and 101.10A or better; the perimeter streets
on the project side and interior streets will include curb and
gutter as specified in Board of Supervisor Resolution 91-33S; and
the owner/subdivider shall install a water distribution system to
serve each lot within the subdivision; fire hydrants shall be
provided in accordance with the requirements of the Fort Mohave
Mesa Fire Department; sewage disposal shall be handled by
Sorenson Utility Company, Inc., drainage related improvements

shall be made as recommended by the project engineer in the
county approved drainage report; agreements will be made to
extend underground electric, telephone and water service to each
lot
in
accordance
with
Arizona
Corporation
Commission
Regulations, these service agreements will be submitted prior to
final recordation; all lots and street centerline monuments will
be staked and monumented in accordance with Mohave County
Standard Specification No. 102; street name and regulation signs
will be installed in accordance with Mohave County Subdivision
Regulations; and as a condition of approval the owner/subdivider
is responsible for the completion of these site improvements and

shall provide an assurance
for
all
required
subdivision
improvements in accordance wi th Article V of the Mohave County
Subdivision Regulations.

NOW THEREFORE BE IT RESOLVED, that the Board APPROVE the
Final Plat for Tract 4148-A conditional to the following:
1. The developer will make the same commitments for
improvements in the Subdivision Questionnaire to the
Real Estate Commission as required for approval of this
tract by the Board. A copy of the draft and final
report delivered to the Arizona State Real Estate
Department shall be submitted to the county for library
purposes;
2. The Mohave Valley Irrigation & Drainage District shall
set aside a water allocation for this project;
3. Approval from A.D.E.Q for the water and sewer systems
for this project shall be submitted;
4. Drainage improvements shall include any applicable
comments within the Public Works letter dated August
31, 1992 (Exhibit A);

5. The Final Plat for Tract 4148-A including the
dedication shall be properly executed and/or sanctioned
by all parties having any recorded title interest in
the land being subdivided and included on this
subdivision;
6. An approved method of assurance and/or surety shall be
provided in the amount of the cost estimate as approved
by the Mohave County Public Works Department for the
final recorded plat, in its entirety, and all required
site improvements;
7. Compliance with Board of Supervisors Resolutions 90-60
and 92-277, which approved this subdivision's zoning,
shall be required. Moreover, the zoning approved by
Board Resolutions 90-60 and 92-277, shall become
effective upon recordation of this tract.
NOW THEREFORE BE IT FURTHER RESOLVED, corrected copies of
all documents delineated above shall be submitted for staff
review and upon receipt of the evidence that these conditions
have been met, together with the executed mylars and appropriate
recording fees, the Director of Planning and zoning will obtain
the necessary signatures from the County Departments and

officials and cause the final plat for Tract 4l48-A to be
recorded.
NOW THEREFORE BE IT FURTHER RESOLVED, that notice of hearing
has been met and published throughout this subdivision process
and the public was afforded notice of this final action through

of Supervisors' meeting for this date.

1. The sections lines, shown on the Final Plat, need to be
labeled as such.
2. The corners of this Phase need to be labeled as such, either
in the Final Plat legend or by each individual corner.
3. The Final Plat Dedication Statement indicates easements are to
be dedicated. The reserve of easements for repair, maintenance and
replacement of the block wall is applicable. All other easements ~.-
need to be GRANTED for their intended purpose.
4. A copy of reports and agreements from ADEQ, Enviromental
Health, MVID and Arizona Department of Real Estate needs to be
provided prior recording the Final Plat.
5. The materials report, recommending and evaluating the native
material for use as a substitute for 6" of AB will need to be
reviewed prior to recording the Final Plat.
6. Page 1 of the Grading Plan incorrectly lists the city of
Victorville as recipitant of the soils report for grading material
results. This item needs to be corrected.

7. The Rough Grading Plan indicates a 6' block wall is proposed
along the south, east and west boundary of this phase. Only 250 LF
., of masonary block wall are described as quantity in the engineers
cost estimate for this phase. Accordingly, no easements for block
wall construction are noted on south and west boundaries'. on the
Final Plat of this phase. This item needs to be corrected or
explained.
8. The existing natural gasline easement at the southwest corner
of Joy Lane and Mountain View Road needs to show reference to
record.
9. Sheet 5 of 6 of the Street Improvement Plans needs to include
a street and stop sign at Easy street and Mountain View Road.

10. The submitted cost estimate appears adequate for all
categories, except for an explanation addressing comment number 7
of this review and a cost item for the aggregate base material.
11. The names and record references of the adjacent subdivisions
need to be added to the Final Plat.
12. The legend does not indicate the RLS number attached to the
subsurface street monuments.
