A RESOLUTION SETTING FORTH APPROVAL OF A PRELIMINARY SUBDIVISION
PLAN WITH A PETITION OF EXCEPTION FOR MESA VILLAS, TRACT 4146,
BEING A RESUBDIVISION OF LOTS 1, 2, 6 & 7, rBLOCK 3,] MORAVE
[VALLEY] BUSINESS PARK, TRACT 4029-A, rTHE TWENTY-FIVE (25') FOOT
DEDICATED ALLEY LYING EAST OF BLOCK 3 AND A FIFTEEN (15') STRIP
OF LAND LYING EAST OF SAID ALLEY,l WITHIN A PORTION OF THE NW~
SW~ SECTION 23, TOWNSHIP 19 NORTH, RANGE 22 WEST, LOCATED IN THE
SOUTH MORAVE VALLEY AREA, MORAVE COUNTY, ARIZONA
WHEREAS, at the special meeting of the Mohave County Board
of Supervisors held on August 17, 1992, a public hearing was
conducted to determine ran amendment of Resolution 92-1781
i..'" approving of the preliminary subdivision plan and petition of
exception for MESA VILLAS, Tract 4146, and
WHEREAS, the owner/developer of this project is Land Vest, a
corporation located in Northridge, California.
The Engineer
responsible for plan preparation and drainage study is Stovall
Engineers, Inc. of Bullhead City, Arizona, and
WHEREAS, the proposed project is located approximately three
(3) miles south of Bullhead City, reast1 on Aztec Road,
approximately three hundred (300') feet to the west boundary line
of Reagan Drive. It is bounded by proposed Courtney Park East on
the reast and Aztec Drive on the north, Courtney Place on the
south, Reaqan Drive on the west and the east boundary of Mesa

Villas Drive a fifty (50') foot wide street to be dedicated by
this tract, 1 and
WHEREAS, the preliminary subdivision plan depicts 3.296
acres divided into sixteen (16) lots having a minimum lot size of
8,432.95 square feet and maximum of 9,114.16 square feet for an
over all density of 19.4 units per acre, and
WHEREAS, existing zoning festablished by P&ZC Resolution 84-
228 reaffirmed by P&ZC Resolution 86-41 is R-M/35M (Multiple
Family Residential/Thirty-five Thousand Square Foot Minimum Lot
Size) .
Proposed Zoninq is R-M/8M (Multiple Family Residential/
iqht Thousand Square Foot Minimum Lot Size).
The proposed land
use is permitted in an R-M zone includinq four-plexes,l and
WHEREAS, water will be supplied by Bermuda Water Company;
electric power by Mohave Electric Cooperative; telephone service
by Citizens Utility Company; fire protection by Fort Mojave Mesa
Fire Department; sewage disposal will be community sewer; solid
waste will be by private carrier to Mohave County Landfill, and
WHEREAS, the Commission at their meeting on May 13, 1992 did
recommend CONDITIONAL APPROVAL of the revised preliminary
subdivision plan and petition of exception for Tract 4146, with
the following noted:

A. 8' foot Public Utility easements are proposed along
the fronts of the lots rather than the 16' foot
easements along the rear lot lines as called for in
the Regulations.
This petition is submitted as a request that the
Planning and Zoning Commission recommend to the Board
of Supervisors the granting or exception from the
Subdivision Regulations as outlined in Article 1.13 for
the following reasons:
A. The granting of the petition will not be
detrimental to the public welfare or injurious to
other adjacent properties because:
B. This request will not nullify the intent or purpose
of the Master Plan of the county or other
regulations because orderly and planned growth is
intended.
C. The special circumstance or condition effecting
said property is that the utility companies have
requested easements to be placed in front of the
lots.
The conditional approval of this subdivision is based
on the understanding of the fMohave County Board of
Supervisors 1 that the fstreetl within the subdivision,
fMesa Villas Drive,l will be constructed and paved with
asphaltic concrete in accordance with Standards
Specifications #171 and #101.10D or better; use of
inverted crown streets is approved; a water supply and
distribution system including fire flow will be
constructed to serve each lot; grading and drainage
related improvements will be completed as recommended
by the design engineer and as approved by the County
Engineer in the submitted and approved drainage
reports; arrangements will be made to extend
underground electric and telephone service to each lot
in accordance with Arizona Corporation Commission
regulations; approval for sewage disposal system will
be by the Mohave County Environmental Health
Department; approval for water and sewage disposal
system shall be obtained from the Arizona Department of
Environmental Quality prior to recording the Final
Plat; water service agreement to be obtained from the
Bermuda Water Company; sewer service agreement to be

obtained from entity who will serve this project; all
lots and street centerline monuments will be staked and
monumented in accordance with Standard Specification
#102; fire hydrants will be provided at locations
prescribed by the Fort Mojave Mesa Fire Department;
street name and regulatory signs will be installed in
accordance with the requirements of the Mohave County
Subdivision Regulations and as recommended by the
design engineer and; the owner/subdivider is
responsible for the completion of improvements and
shall provide assurance for all required subdivision
improvements in accordance with Article V of the
Subdivision Regulations.
3. The developer will make the same commitments for
improvements in the prospectus to the State Real Estate
Commission as required for approval of this tract by
the Board and a final copy of the State Real Estate
Report shall be submitted to P&Z staff. This copy
shall be for library purposes.
4. That there be a Petition for Abandonment and Reversion
to Acreage of Lots 1, 2, 6 and 7, Block 3 of Mohave
[Valley] Business Park, Tract 4029-A. That approval of
the petition by the Board of Supervisors shall be
complete prior to final plat recordation.
5. The County Engineer has made comments in regard to the
compliance with Standard Specification 150.01. The
concerns of the County Engineer shall be satisfied
prior to submission of this subdivision to the Board of
Supervisors for Final Plat actions.
6. A draft copy of the CC&R' s shall be submitted in
accordance with Mohave County Subdivision Regulations.
At the request of Roqer Esquerra, cartoqrapher, the Commission
recon~ends Final Plat and Parcel Plat boundaries be a triple wide
line as the 1/8" blue line border obscures dimensions.
NOW THEREFORE BE IT RESOLVED, that the Board of Supervisors,
at
their

meeting
