RESOLUTION NO. 92-351
A RESOLUTION SETTING FORTH AN EXTENSION OF TIME FOR THE APPROVED
PRELIMINARY PLAN OF HOLLINGSWORTH RANCH, TRACT 4111, CONSISTING
OF SECTIONS 11 & 15, TOWNSHIP 18 NORTH, RANGE 22 WEST, LOCATED IN
THE SOUTH MORAVE VALLEY AREA, MORAVE COUNTY, ARIZONA
WHEREAS, at the regular meeting of the Mohave County Board
of supervisors held on November 2, 1992, a public hearing was
conducted to determine whether approval should be granted to
HOLPAL, a California Limited partnership, and represented by
Holland West, Inc., for an extension of time for the approved
preliminary plan of HOLLINGSWORTH RANCH, Tract 4111, consisting
of Sections 11 & 15, Township 18 North, Range 22 West, located in

the South Mohave valley area, and
WHEREAS, the owner/developer of this tract is HOLPAL, a
California Limited Partnership, pasadena, California. The
preparation and design of this subdivision is Charles B. Deans,
project manager, of The Planning Center, Tucson, Arizona. The
engineering firm responsible for the drainage report is Holland
West, Inc., Englewood, Colorado with offices in Bullhead,
Arizona, and
WHEREAS, the plan as submitted and reviewed is a subdivision
of five hundred seventeen (517) acres and subdivided into two

thousand one hundred forty-five (2,145) single family units, nine
hundred thirty-five (935) multifamily units, three hundred (300)
mobile home park units, seventy-five (75) acres of commercial,
golf course (club house) and drainage one hundred ninety-five
(195) acres, fifty-two (52) acres of open space and eleven acres
(11) for public use, and
WHEREAS, the preliminary plan for this tract was approved by
the Mohave County Board of supervisors on October 1, 1990, via
BOS Resolution 90-265. Article 3.10-1 states, "Upon application
to the commission and prior to the expiration, of the time limit,
extensions in increments of one (1) year may be granted by the
Board if the subdivider is actively processing the Final Plat.
If such action is not taken than all proceedings relating to the
plat shall be terminated.", and
WHEREAS, at the public hearing before the Mohave County
Planning and Zoning Commission on October 14,
1992, the
Commission recommended conditional APPROVAL of the requested
extension of time with the applicant understanding and accepting
the following conditions:
1. In the letter dated September 8, 1992, received by P&Z
September 10, 1992, Mr. Frank B. Holland, Holland West,
Inc., states, "The additional time is needed to final
the Petitions of Exception on this Tract in order to
record. We are working with the County on these items
and therefore request that an extension of time be
granted by the Planning and zoning Commission allowing
us time to complete processing with the County."

2. This is the first extension of time for this project.
3. This extension of time will be in effect until October
1, 1993, unless circumvented by a Board approved
developer's agreement.
4. As provided in Article 3.10-1, "..., extensions in
increments of one (1) year may be granted by the Board
if the subdivider is actively processinq the Final
Plat. If such action is not taken, than all
proceedinqs relatinq to the plat shall be terminated."
At the request of Roqer Esquerra, cartoqrapher, the Planninq
Commission recommends Final Plat and Parcel Plat Boundaries be a
triple wide line as the 1/8" blue line border obscures
dimensions.
WHEREAS, the notice of hearing was published in the Kingman
Standard, a newspaper of general circulation in Kingman, Mohave
.,.) County, Arizona, on October 17, 1992, as required by Arizona
Revised Statutes and the Mohave County Zoning Regulations.
NOW THEREFORE BE IT RESOLVED, that the Board of Supervisors,
at their regular meeting on Monday, November 2, 1992 approved
this extension of time for the preliminary plan of HOLLINGSWORTH
RANCH, Tract 4111, as recommended by the Mohave County Planning
and Zoning Commission and outlined herein.
