A RESOLUTION SETTING FORTH APPROVAL OF A CHANGE OF USE TO ALLOW
THIRTY-ONE (31) MOBILE HOME PARK LOTS IN EL RODEO VILLAS MOBILE
HOME PARK TO BE TEMPORARILY USED AS RECREATIONAL VEHICLE SPACES
IN THE N~ NW~ NW~ SECTION 25, TOWNSHIP 19 NORTH, RANGE 22 WEST,
LOCATED IN THE SOUTH MORAVE VALLEY AREA, MORAVE COUNTY, ARIZONA
WHEREAS, at the regular meeting of the Mohave County Board
of Supervisors held November 2, 1992 a public hearing was
conducted to determine whether approval should be granted to A.
John Georgedes of Bullhead City, Arizona, for a Change of Use to
allow thirty-one (31) mobile home park lots in EL RODEO VILLAS
MOBILE HOME PARK to be temporarily used as recreational vehicle
spaces, located in a portion of the N~ NWl:i NW~ Section 25,
Township 19 North, Range 22 West, in the South Mohave Valley
area, and
WHEREAS, this project is located approximately two (2) miles
south of Bullhead City's southernmost border and approximately
one (1) mile west of Highway 95.
Section 25 is bounded by El
Rodeo Road, Vanderslice Road, Joy Lane and Mountain View Road,
and
WHEREAS, review of floodplain map #040058-2445-C indicates
portions of this section to be within a major designated

floodplain.
Current Section 25 land uses consist of three (3)
recorded subdivisions, eight (8) proposed subdivisions in final
or preliminary stages, El Rodeo Villas Mobile Home Park and
approximately fifty (50) acres of unsubdivided land. The current
area plan indicates the majority of this section to be single
family uses.
Exceptions are the airstrip being part of the
recorded Sun Valley Airport, some multiple family and commercial
as part of the proposed Charisma, Tract 4109, subdivision and the
multiple family designation now developed as El Rodeo Villas
Mobile Home Park. The applicant desires to establish thirty-one
(31) recreation vehicle spaces within the mobile home park. This

will be a temporary chanqe of use for a period of one year, and
WHEREAS, public hearing before the Mohave County Planning
and Zoning Commission on October 14, 1992 and did generate a
recommendation of APPROVAL of the requested Change of Use for a
period of one (1) year, contingent upon the following conditions:
1. The applicant comply with all applicable provisions of
Sections 25, 26, 27, 27-1, 27-J and 31 of the Mohave
County zoning Regulations. In additions to compliance
with Ordinance 87-1 (Dark Sky Ordinance).
2. That appropriate zoning/building/environmental permits
be obtained.
3. Continued compliance with conditions of Resolution
Number 91-263.
4. Required building permits be accompanied by the
approved site plan in accordance with Section 27-P.
The site plan shall include the location of those
spaces which will be reserved for Recreational
Vehicles. More specifically, Spaces 60-65, 67-71, 39-
50, and 18-25.

5. That this change of use be effective for one (1) year
only without any extensions of time in the future.
This change of use permit may be terminated upon
receipt of a letter from the developer notifying staff
of return to the original status.
6. Park models by definition are considered RV's but will
be permitted in the park after the termination of this
change of use.
7 . Only RV's able to hook up to water and sewer will be
allowed.
WHEREAS, the notice of hearing was published in the Kingman
Standard, a newspaper of general circulation in Kingman, Mohave
County, Arizona on October 17, 1992, and in the Mohave valley
;"".; Daily News, and posted October 16, 1992 as required by the
Arizona
Revised
Statutes
and
the
Mohave
County
zoning
Regulations, and
NOW THEREFORE BE IT RESOLVED, that the Board of Supervisors,
at their regular meeting on Monday, November 2, 1992 approved
this Change of Use Permit as recommended by the Mohave County
Planning and zoning Commission, subject to the conditions
outlined herein.
