1.\. RESOLUTION SETTING FORTH THE REZONING OF MESA VILLAS, TRACT
4146, FROM: R-M/35M (MULTIFAMILY RESIDENTIAL/THIRTY-FIVE THOUSAND
SQUARE FOOT MINIMUM LOT SIZE) ZONE, PROPOSED TO BE: R-M/8M
(MULTIFAMILY RESIDENTIAL/EIGHT THOUSAND SQUARE FOOT MINIMUM LOT
SIZE) ZONE, LOCATED IN THE SOUTH MOHAVE VALLEY AREA, MOHAVE
COUNTY, ARIZONA
WHEREAS, at the regular meeting of the Mohave County Board
of Supervisors held on October 5, 1992, a public hearing was
conducted to determine whether approval should be granted to
Debra Grissom, representing LandVest, of Northridge, California,
for a zone change from the existing R-M/35M (Multifamily
Residential/Thirty-five Thousand Square Foot Minimum Lot Size)
zone to R-M/SM (Multifamily Residential/Eight Thousand Square

Foot Minimum Lot Size) zone, being Lots 1, 2, 6, & 7, Block 3,
Mohave Valley Business Park, Tract 4029-A, the twenty-five (25')
foot dedicated alley lying east of Block 3 and a fifteen (15')
foot strip of land lying east of said alley, within a portion of
the NW~ SW~ Section 23, Township 19 North, Range 22 West, to be
known and subdivided as MESA VILLAS, Tract 4146, occupying the
southeast corner of Aztec Drive and Reagan Drive in the South
Mohave Valley area, and
WHEREAS, Section 23 is located one (1) mile south of
Bullhead City's southernmost border. The section is bordered by

Camp Mohave Road on the north, Mountain View Road on the east, El
Rodeo Road on the south and Highway 95 on the west. The proposed
project is located approximately one and one-half (1.5) miles
south of Bullhead City. It is accessed from Highway 95 via Aztec
Road, east approximately three hundred (300') feet to the west
boundary line of Reagan Drive.
It is bounded by proposed
Courtney Park East on the east and Aztec Drive on the north,
Courtney Place on the south, Reagan Drive on the west and the
east boundary of Mesa Villas Drive, a fifty (50') foot wide
street to be dedicated by this tract, and
WHEREAS, review of floodplain map #040058-2445C indicates
this area to be in a designated floodplain.
The site is
currently vacant.
Surrounding land uses consist of proposed and
recorded subdivisions. These are Courtney Park East, Tract 4147

to the east, Aztec Village, Tract 4144 to the northeast, Mohave
valley Business Park, Tract 4029 to the west, and Courtney Place
Townhomes, Tract 4071 to the south, and
WHEREAS, the preliminary subdivision plan depicts 3.296
acres divided into sixteen (16) lots having a minimum lot size of
8,432.95 square feet and maximum of 9,114.16 square feet.
Each
lot is proposed to have four (4) apartment units for an over all
density of 19.4 units per acre, and

WHEREAS, existing zoning established by Resolution P&ZC: 84-
228, reaffirmed by Resolution P&ZC: 86-41, is R-M/35I1 (Multiple
Family Residential/Thirty-five Thousand Square Foot Minimum Lot
Size) .

request is in conformance with the South Mohave valley Area Plan,
and
WHEREAS, at the public hearing before the Mohave County
Planning and Zoning Commission on September 9,
1992, the
Commission recommended a conditional APPROVAL of the requested
rezoning with the applicant understanding and accepting the

following conditions:
1. Compliance with the conditions stated on the
Preliminary Plat approval in Resolution No. 92-276.

2. The applicant comply with all applicable provisions of
Sections 25, 26, 27, and 31 of the Mohave County Zoning
Regulations. Compliance with Ordinance 87-1 (Dark Sky
Ordinance) is also required.
3. The establishment of a minimum lot size based on the
size of lots per the recorded Final Plat.
4.
All residential lots shall meet or exceed

7. The rezone shall become effective upon the recordation
of the Final Plat. !i development is phased, then only
the zoninq for that phase shall become effective.
At the request of Roqer Esquerra , cartoqrapher , the Planninq
Commission recommends Final Plat boundaries be a triple wide line
as the 1/8" blue line border obscures dimensions on prints.
WHEREAS, the notice of hearing was published in the Kingman
Standard, a newspaper of general circulation in Kingman, Mohave
County, Arizona, on September 19, 1992, and in the Mohave Valley
Daily News, and posted September 17, 1992 as required by Arizona
Revised Statutes, and the Mohave County Zoning Regulations.
NOW THEREFORE BE IT RESOLVED, that the Board of Supervisors,
at their regular meeting on Monday, October 5, 1992 approved this
change in zoning as recommended by the Mohave County Planning and
Zoning Commission and outlined herein.
