TNDEXE11 ::=92- RESOLUTION NO. 92-397 A RESOLUTION SETTING FORTH A REVISED SPECIAL DEVELOPMENT ( S-D) PLAN FOR FRIENDLY GOLDEN VALLEY, TRACT 3033, BEING A SUBDIVISION OF PARCEL 71, SECTION 17, TOWNSHIP 21 NORTH, RANGE 18 WEST, LOCATED IN THE GOLDEN VALLEY AREA, MOHAVE COUNTY, ARIZONA WHEREAS, at the regular meeting of the Mohave County Board of Supervisors held on December 7, 1992, a public hearing was conducted to determine whether approval should be granted to Friendly Golden Valley 1, an Arizona Limited Partnership and represented by Doug Haley, for a revised Special Development (S- ',..':.:::) D) Plan for FRIENDLY GOLDEN VALLEY, Tract 3033, being a ,< 11 >,,1 I subdivision of Parcel 71, Section 17, Township 21 North, Range 18 West, occupying the southwest corner of San Pedro Road and Shipp Drive in the Golden Valley area, and WHEREAS, Section 17 is located approximately five and one- half (S.S) miles west of the junction of Highway 93 & 68 and is approximately one-half (.5) mile south of Highway 68. Access to the project will be provided via Highway 68 to Colorado Road, then south to Shipp Drive, then east to the southwest corner of San Pedro Road and Shipp Drive, and WHEREAS, the topography of the project site is relatively flat. The original subdivision plan included a one hundred twenty-five (125') foot wide drainageway to contain the anticipated flow. This project is bordered on the east and south by Rancho Verde (a one acre subdivision), on the north by state land and on the west by privately owned, unsubdivided, property. The parcel is currently vacant, undeveloped land with an A-R (Agricultural-Residential) zoning designation. The developer is requesting a zone change to SD/R (Special Development Residential). The lots as originally proposed had a minimum lot size of 9,000 square feet and an average of approximately 10,000 square feet. Three larger parcels were proposed for recreation, drainage and storage uses, and WHEREAS, the conditions of approval for rezone of the oriqinal tract desiqn specified an S-D Plan be submitted. ~ plan was submitted and approved. A redesiqn of this tract was reviewed Qy staff, appeared before the Commission in May 1992 and approved !2Y the Board of Supervisors at their June 1, 1992 meetinq via Resolution 92-188. the redesiqn indicated lots with ~ minimum lot size of five (5,000) thousand square feet. The desiqn also provided for the elimination of the storaqe area, expansion of the recreation area and inclusion of a sewaqe treatment plant. The redesiqn constitutes ~ maior chanqe and requires the revised S-D plan be reviewed Qy the Commission and the Board. ~ plan has been submitted and reviewed Qy Staff, and .. . . Resolution No. 92-397 PAGE 3 OF .4 Page 3 BK 2146 PG 842 (FEE~92-67582) WHEREAS, at the public hearing before the Mohave County Planning and zoning Commission on November 18, 1992, the Commission recommended a conditional APPROVAL of the requested Special Development Plan revision with the applicant understanding and accepting the following conditions: A new print of the revised S-D Plan be submitted with the following items shown: 1. Parcel B1 renamed to B and Parcel B-2 renamed to E. 2. The pertinent conditions of approval for the Revised Preliminary Plat outlined in Resolution No. 92-188 3. The conditions of approval for the rezone of the revised tract. 4. A typical lot and setback detail with minimum setbacks as follows: Front, fifteen (15') feet; Rear, twenty (20') feet; Side, five (5') feet and four (4') feet for a total of nine (9') feet per lot except lots having a side front; Side Front, ten (10') feet. Setbacks for nonrectangular or odd shaped lots should be shown on each lot. S. Locations of the six (6') foot solid wall as required by plat and rezone approvals. Location and detail of the eight (8') foot block wall as required by plat and rezone approvals. 6. This print be submitted for review and approved prior to final plat approval by the Board of Supervisors. WHEREAS, the notice of hearing was published in the Kingman Standard, a newspaper of general circulation in Kingman, Mohave County, Arizona, on November 20, 1992, and posted November 19, 1992, as required by Arizona Revised Statutes and the Mohave County Zoning Regulations. .... Resolution No. 92-397 Page 4 PAGE 4 OF 4 BK 2146 PG 843 (FEEt92-67582) NOW THEREFORE BE IT RESOLVED, that the Board of Supervisors, at their regular meeting on Monday, December 7, 1992 approved this change in zoning as recommended by the Mohave County Planning and Zoning Commission and outlined herein.
