A RESOLUTION SETTING FORTH AN EXTENSION OF TIME FOR A ZONING USE
PERMIT TO ESTABLISH A MOBILE HOME PARK IN A R-M (MULTIPLE FAMILY
RESIDENTIAL) ZONE, ON A PORTION OF PARCEL 80, SACRAMENTO VALLEY
RANCHES, SECTION 17, TOWNSHIP 21 NORTH, RANGE 18 WEST, LOCATED IN
THE GOLDEN VALLEY AREA, MOHAVE COUNTY, ARIZONA
WHEREAS, at the regular meeting of the Mohave County Board
of Supervisors held on December 7, 1992, a public hearing was
conducted to determine whether approval should be granted to
Edwin Longworth of Laughlin, Nevada, for an extension of time for
a Zoning Use Permit (ZUP) to establish a mobile home park in a R-
M (Multiple Family Residential) zone, on the south eight hundred
twenty-four (824') feet of Parcel 80, Sacramento Valley Ranches,
Section 17, Township 21 North, Range 18 West, occupying the
northeast intersection of Collins Drive and Colorado Road in the
Golden valley area, and
WHEREAS, Section 17 is approximately five (5) miles west of
the Highway 68 and 93 junction and is approximately one-half (.5)
mile south of Highway 68. The subject property is accessed from
Highway 68 via Colorado Road south approximately one (1) mile on
the east side of the street to the northeast corner of Collins
Drive and Colorado Road, and

WHEREAS, review of floodplain map #040058-2325B indicates a
portion of this parcel to be within a designated floodplain. The
property is currently vacant.
Surrounding land uses consist
Rancho Verde subdivision to the east, Golden Acres subdivision to
the southwest, with the remainder being mostly vacant land with
some homes.
The home owner immediately to the north has
indicated his opposition to this request.
The applicant desires
to place a mobile home park on this twenty-five (25) acre parcel
consisting of one hundred seventy-five (175) spaces.
This
property is located within the Valley Pioneer Water Company
District and the Building Code area, and
WHEREAS, the area plan was amended to allow for this use in
conjunction with another request in the section.
The applicant
requested this ZUP which provided for a mobile home park in a R-M
zone, and
WHEREAS, followinq are the oriqinal conditions of approval
as specified in Resolution 91-270:
1. Compliance with the rezone conditions stated in
Resolution 91-243.
2. The applicant comply with all applicable provisions of
Sections 25, 26, 27, and 31 of the Mohave County Zoning
Regulations. In addition to compliance with Mohave
County Ordinance 87-1 (Dark Sky Ordinance).
3. The applicant submit requisit~ plans and reports in
accordance with Section 27.1 of the Mohave County
Regulations, or its successor, for review and approval
by the Commission.

4. These lots will not be for sale unless or until they
have been approved as subdivided parcels by Mohave
County Planning and Zoning and have met all
requirements of the State of Arizona.
5. A buffer, in the form of a six (6 ~) foot block wall
shall be required along the boundaries of this parcel
except approved access points.
6. Arizona Department of Water Resources approves the
water supply and distribution system.
7. Arizona Department of Environmental Quality approves
the quantity and quality of the water supply.
8. Arizona Department of Environmental Quality approves
the use and design of the sewage treatment facility for
this development.
9. That zoning/Building permit(s) be obtained.
10. If construction or use has not commenced within one (1)
year of Board approval of the Zoning Use Permit or if
the use has been discontinued for six (6) months, then
approval shall terminate at that date.
11. This Zoning Use Permit is subject to revocation upon
sixty (60) days notification by the Board of
Supervisors, if in the opinion of the Commission and
Board the continued use of the property would be
contrary to the public health, safety, and welfare.
12. I f these conditions are not met wi thin one (1) year
this approval shall be void. If at the expiration of
this period the property has not been improved for the
use for which it was conditionally approved, the Board
after notification by registered mail to the owner and
applicant who requested the ZUP shall schedule a public
hearing to grant an extension, determine compliance
with the schedule for development or cause the property
to revert to its former zoning classification in
accordance with Arizona Revised Statutes Annotated,
Title 11, Chapter 6, 11-832.
WHEREAS, the applicant has not indicated his reasons for an
extension but did indicate his desire to proceed as soon as
possible, and

WHEREAS, at the public hearing before the Mohave County
Planning and Zoning Commission on November 18,
1992, the
Commission recommended conditional APPROVAL of the requested
extension of time with the applicant understanding and accepting
the following conditions:
1. Continued compliance with conditions of Resolution No.
91-270.
2. This extension of time be granted for this use until
October 7, 1993.
WHEREAS, the notice of hearing was published in the Kingman
Standard, a newspaper of general circulation in Kingman, Mohave
County, Arizona, on November 21, 1992, and posted November 19,

1992, as required by Arizona Revised Statutes and the Mohave
County Zoning Regulations.
NOW THEREFORE BE IT RESOLVED, that the Board of Supervisors,
at their regular meeting on Monday, December 7, 1992 approved
this extension of time for the Zoning Use Permit, as recommended
by the Mohave County Planning and Zoning Commission and outlined
herein.
