A RESOLUTION SETTING FORTH APPROV~ OF A ZONING USE PERMIT FOR
THE ESTABLISHMENT OF AN OFF PREMISE SIGN IN A PORTION OF THE SW~
SECTION 23, TOWNSHIP 19 NORTH, RANGE 22 WEST, LOCATED IN THE
SOUTH MOHAVE V~LEY AREA, MOHAVE COUNTY, ARIZONA
WHEREAS, at the regular meeting of the Mohave County Board
of Supervisors held December 7, 1992 a public hearing was
conducted to determine whether approval should be granted to
Rowland Development Company, Inc. of Bullhead City, Arizona, for
a Zoning Use Permit (ZUP) for the establishment of an off premise
sign in a portion of the SW~ Section 23, Township 19 North, Range
22 West, occupying the northeast corner of Highway 95 and EI
Rodeo Road, in the South Mohave valley area, and
WHEREAS, Section 23 is located one (1) mile south of
Bullhead City's southernmost border and is bounded by Highway 95,
Camp Mohave Road, Mountain View Road and EI Rodeo Road. The
subject property is in the southwest portion of the section and
occupies the northeast corner of Highway 95 and El Rodeo Road,
and
WHEREAS, review of floodplain map #040058-2445C indicates
this site to be within a designated floodplain.
The site is
currently occupied by the Mesa Palms Nursery.

uses consist of vacant land (the EI Rodeo Drain) to the north,
commercial to the south across EI Rodeo Road, Arrowhead Ranch
mobile home park to the east and proposed commercial property to
the west across Highway 95. The owner of this site also owns the
mobile home park and will use this sign to advertise the park as
well as other businesses on El Rodeo Road, and
WHEREAS, a field check and review of the land use maps and
permits for this portion of Highway 95 indicate the presence of
three (3) other off premise signs.
The limit for the number of
off premise signs is four (4) per linear mile being measured

between Section line roads. In this case, the Section line roads
are Camp Mohave Road and El Rodeo Road.
This sign would be the
last off premise sign allowed in this portion of Highway 95
until/unless one of them is removed, and
WHEREAS, a public hearing before the Mohave County Planning
and Zoning Commission on November 18, 1992 and did generate a
recommendation of APPROVAL of the requested Zoning Use Permit
contingent upon the following conditions:
1. The applicant comply with all applicable provisions of
Sections 25, 26, 27, and 31 of the Mohave County Zoning
Regulations. Compliance with Section 27.P (Site Plan
Requirements) and Ordinance 87-1 (Dark Sky Ordinance)
is also required.
2. That zoning/Building permit(s) be obtained.

If construction or use has not commenced within one (1)
year of Board approval of the Zoning Use Permit or if
the use has been discontinued for six (6) months, then
approval shall terminate at that date.

This Zoning Use Permit is subject to revocation upon
sixty (60) days notification by the Board of
Supervisors, if in the opinion of the Commission and
Board the continued use of the property would be
contrary to the public health, safety, and welfare.
5.
If these conditions are not met within one (1) year
this approval shall be void. If at the expiration of
this period the property has not been improved for the
use for which it was conditionally approved, the Board
after notification by registered mail to the owner and
applicant who requested the ZUP shall schedule a public
hearing to grant an extension, determine compliance
with the schedule for development or cause the property
to revert to its former zoning classification in
accordance with Arizona Revised Statutes Annotated,
Title 11, Chapter 6, 11-832.
WHEREAS, the notice of hearing was published in the Kingman
Standard, a newspaper of general circulation in Kingman, Mohave
County, Arizona, on November 21, 1992, and in the Mohave Valley
Daily News, and posted November 20, 1992 as required by the
Arizona
Zoning
Revised
and
the
Mohave
County
Statutes
Regulations.
NOW THEREFORE BE IT RESOLVED, that the Board of Supervisors,
at their regular meeting on Monday, December 7, 1992 approved
this Zoning Use Permit as recommended by the Mohave County
Commission, subject to the conditions
