PAGE 1 OF ~ MOHAVE COUNTY BOARD Of SUPERVISORS RECORDING FEE 0.00 He RESOLUTION NO. 93-37 RESOLUTION SETTING FORTH APPROVAL OF THE REVISED PRELIMINARY SUBDIVISION PLAN FOR FRIENDLY GOLDEN VALLEY, TRACT 3033, BEING A PORTION SUBDIVISION OF PARCEL 71, SECTION 17, TOWNSHIP 21 NORTH, RANGE 18 WEST, LOCATED IN THE GOLDEN VALLEY AREA, MOHAVE COUNTY, ARIZONA WHEREAS, at the regular meeting of the Mohave County Board of Supervisors held on February 1, 1993, a public hearing was conducted to determine ramendment of Resolution 92-1881 the approving of the revised preliminary subdivision plan for FRIENDLY GOLDEN VALLEY, Tract 3033, and WHEREAS, the owner/developer of this project is Friendly Golden valley I, an Arizona Limited Partnership, Doug Hanley, representative, of Los Angeles. The Engineer firm responsible for plan preparation and drainage study is Stadler Consulting Engineers, Inc., of Phoenix, Arizona, and WHEREAS, the proposed project is located approximately five and one-half (5~) miles west of the junction of Highway 93 and 68 and is approximately one-half (.5) mile south of Highway 68 and is on the southwest corner of San Pedro Road and Shipp Drive, and . . --. Resolution No. 93-37 PAGE 2 OF 4 BK 2171 PG 274 (FEE~93- 61~6) Page 2 "J WHEREAS, the revised preliminary subdivision plan depicts forty (40) acres divided into one hundred eighty-nine (189) lots having a minimum lot size of 5,000 square feet and an average lot size of 5,495 square feet, and WHEREAS, existing zoning is A-R (Agricultural Residential). A zone change was granted under Board Of Supervisors Resolution No. 91-105 dated June 3, 1991 to (S-D)R-lj9M and (S-D)N-P and based on the conditions noted in the resolution, and WHEREAS, water will be supplied by Valley Pioneer Water Company, Inc., Electric Power and Telephone service by Citizens Utility Company. Sewage disposal will be an on site treatment plant. Solid waste disposal by private carrier to Mohave County Landfill. Fire protection by Golden Valley Fire Department, and WHEREAS, the Commission at their meeting on January 13, 1993 did recommend CONDITIONAL APPROVAL of the revised preliminary subdivision plan for Tract 3033, with the following noted: 1. The conditional approval of this subdivision is based on the understanding of the Planning and Zoning Commission that all streets within the subdivision, adjacent to lots fronting on perimeter roads and access to the nearest paved roads will be constructed and paved with asphaltic concrete in accordance with Standard Specifications #171 and #101.10D or better; the streets shall include curb and gutter; the perimeter streets on the project side and interior streets will include curb and gutter; a water supply and distribution system including fire flow will be constructed to serve each lot; grading and drainage related improvements will be completed as recommended by the design engineer and as approved by the County Engineer in the submitted and approved drainage reports; arrangements will be made to extend underground electric and telephone service to each lot in accordance with Arizona Corporation Commission .... . . Resolution No. 93-37 Page 3 regulations; approval for water system and sewage disposal shall be obtained from the Arizona Department of Environmental Quality prior to recording the Final Plat; water service agreement shall be obtained from valley Pioneer Water Company and water adequacy statement from Arizona Department of Water Resources; Sewer Treatment Plant shall be approved by ADEQ prior to residency occupancy; all lots and street centerline monuments will be staked and monumented in accordance with Standard Specification #102; fire hydrants will be provided at locations prescribed by the Golden Valley Fire Department; street name and regulatory signs will be installed in accordance with the requirements of the Mohave County Subdivision Regulations and as recommended by the design engineer and; the owner/subdivider is responsible for the completion of improvements and shall provide assurance for all required subdivision improvements in accordance wi th Article V of the Subdivision Regulations. 2. The developer will make the same commitments for improvements in the prospectus to the State Real Estate Commission as required for approval of this tract by the Board and a final copy of the State Real Estate Report shall be submitted to P&Z staff, This copy shall be for library purposes. {.. 3. The County Engineer still has several . concerns in regard to the compliance with Standard Specifications and drainage. The concerns of the County Engineer shall be satisfied prior to submission of this subdivision to the Board of Supervisors for Final Plat actions. 4, A final draft of the C.C.&R.~s shall be submitted with the accordance with the Mohave County Subdivisions Regulations. 5. Conformance with all pertinent comments within Board of Supervisors Resolution No. 91-72 which approved this tracts~s original preliminary submittal. 8. An approved method of assurance and/or surety shall be provided in the amount of the cost estimate as approved by the Mohave County Public Works Department for the final recorded plat, in its entirety, and all required site improvements. A draft copy of this assurance shall be submitted with the submittal of the final plat, 10. San Pedro ~ Crystal Drive ~ Hassayampa Road (the portion that is not abandoned) ~ Shipp Drive from the west boundary of this subdivision will tie into the pavinq district toward the east All interior streets All prior comments in previous resolutions, with reqard to pavinq, are no lonqer applicable; 1 WHEREAS, the notice of hearing was published in the Kingman Standard, a newspaper of general circulation in Kingman, Mohave County, Arizona, on January 16, 1993 and as required by Arizona Revised Statutes and the Mohave County Zoning Regulations. NOW THEREFORE BE IT RESOLVED, that the Board of Supervisors, at their regular meeting on Monday February 1, 1993, conditionally approved this ramendedl revised preliminary subdivision plan as recommended by the Mohave County Planning and zoning Commission and outlined herein.
