A RESOLUTION SETTING FORTH AN EXTENSION OF TIME FOR THE REZONING
OF RIO PALMAS, UNIT #1, LOT 52, BEING IN SECTION 14, TOWNSHIP 19
NORTH, RANGE 22 WEST, FROM: A-R (AGRICULTURAL-RESIDENTIAL) ZONE,
PROPOSED TO BE: C-2H/IA (HIGHWAY COMMERCIAL/ONE ACRE MINIMUM LOT
SIZE) ZONE, LOCATED IN THE SOUTH MOHAVE VALLEY AREA, MOHAVE
COUNTY, ARIZONA
WHEREAS, at the regular meeting of the Mohave County
Board of Supervisors held on February 1, 1993, a public hearing
was conducted to determine whether approval should be granted to
Edward Zurcher of Bullhead City, Arizona, for an extension of
time for the rezoning of Rio palmas, Unit #1, Lot 52, Section
14, Township 19 North, Range 22 West, from the existing A-R
(Agricultural-Residential) zone, to C-1H/IA. (Highway
Commercial/One Acre Minimum Lot Size) zone, conditionally
approved per Resolution No. 91-311, located on the northwest
corner of Gardner Road and Highway 95, located in the South
Mohave area, and
WHEREAS, Section 14 is located immediately south of
Bullhead City's southernmost boundary and the NW~ is bisected by
Highway 95. Section 14 is bounded by Sterling Road, Arcadia
Lane/Highway 95, Camp Mohave Road and Mountain View Road. The
subject property occupies the northwest corner of Gardner Road
and Highway 95, and
WHEREAS, Review of floodplain map #040058-2435D indicates
this area is clear of a designated floodplain. The site is
currently vacant. Surrounding land uses consist of residences to
the west and northwest with vacant land to the north and south.

The current area plan allows for the establishment of this use.
The applicant has not indicated specific plans for this site. He
has indicated a desire to establish commercial lease space or
retail sales, and

WHEREAS, this rezone was approved via Resolution 91-311.
The applicant indicated his request is based on the following.
"I am trying to keep costs as low as possible so I am doing most
of the design and planning myself, this coupled with the fact
that I have had limited experience and little free time has
caused a delay in bringing this project to completion. Most of
the des ign work has been completed according to Mohave County
Standards with the exception of footing, stem wall and privacy
wall details which I am presently working on. I would not like
the current zoning of C-2H to revert to the original A-R zoning
so I would like to request a public hearing to get an extension
of time of the rezoning of Rio Palmas, Unit #1, Lo~ 52 from A-R
zone to C-2H zone, and
WHEREAS, at the public hearing before the Mohave County
Planning and Zoning Commission on January 13, 1993, the
Commission recommended APPROVAL of the requested extension of
time with the applicant understanding and accepting the following
conditions:
1. Continued compliance with conditions of Resolution No.
91-311.
2. Provision of a site plan in accordance with Section
27.P to accompany any building permits.
3, The extension of time be granted until January 2, 1994.
WHEREAS, the notice of hearing was published in the Kingman
Standard, a newspaper of general circulati.on in Kingman, Mohave

County, Arizona, on January 16, 1993 as required by Arizona
Revised Statutes, and the Mohave County Zoning Regulations.
NOW THEREFORE BE IT RESOLVED, that the Board of Supervisors,
at their regular meeting on Monday February 1, 1993 approved the
granting of this extension of time for a conditional Zone Change
as recommended by the Mohave County Planning and Zoning
Commission and outlined herein.
