A RESOLUTION SETTING FORTH THE REZONING OF A PORTION OF THE NE~
SECTION 27, TOWNSHIP 18 NORTH, RANGE 22 WEST, FROM: A-R/IA
(AGRICULTURAL RESIDENTIAL/ONE ACRE MINIMUM LOT SIZE) AND C-2/1A
(GENERAL COMMERCIAL/ONE ACRE MINIMUM LOT SIZE) ZONES, PROPOSED TO
BE: R-TT (SINGLE FAMILY RESIDENTIAL MOBILE HOMES AND TRAVEL
TRAILERS) ZONE, LOCATED IN THE SOUTH MOHAVE VALLEY AREA, MOHAVE
COUNTY, ARIZONA
WHEREAS, at the regular meeting of the Mohave County Board
of Supervisors held on January 4, 1993, a public hearing was
conducted to determine whether approval should be granted to
George C. Iannella, GEM LAND COMPANY, of Scottsdale, Arizona, for
a
zone
change
from the
existing
A-R/IA (Agricultural
and C-2/1A (General
Residential/One
Acre Minimum
Lot Size)
Commercial/One Acre Minimum Lot Size) zones, to R-TT (Single
Family Residential Mobile Homes and Travel Trailers) zone,
located in the South Mohave Valley area, and
WHEREAS, Section 27 is located approximately eight (8) miles
south of the Bullhead City's southernmost border. Section 27 is
bounded by Highway 95, King Street, Willow Drive, and Green
Valley Road, and
WHEREAS, review of floodplain map #040058-2605C indicates
portions of this section to be within a major designated

floodplain.
Current Section 27 land uses consist of three (3)
recorded subdivisions, a twenty (20) acre school site, a variety
of commercial uses along Highway 95, with the majority of the
section being vacant, undeveloped land used for agricultural
purposes, and
WHEREAS,
the
applicant
desires
the
change
in
zone
designation for the
thirty-seven (37) acre portion of the
northeast quarter of Section 27 for the development of a proposed
mobile home and RV park, and
WHEREAS, the required Area P Ian Amendment was approved by
the Planning Commission on November 18, 1992, and
WHEREAS, at the public hearing before the Mohave County
Planning and Zoning Commission on December 9,
1992,
the
Commission recommended a conditional APPROVAL of the requested
rezoning with the applicant understanding and accepting the
following conditions:
1. The applicant comply with all applicable provisions of
Sections 25, 26, 27, and 31 of the Mohave County Zoning
Regulations. Compliance with Section 27 P. (Site Plan
Requirements) and Ordinance 87-1 (Dark Sky Ordinance)
is also required.
2. The applicant submit plans illustrating any phasing of
the development and reports in accordance with Section
27-I & J of the Mohave County Regulations, or its
successor, for review and approval by the Commission
and Board of Supervisors.

3. If phasing is being proposed, then adequate amenities,
as stated by the project manager in his letter of
November 23, 1992, shall be required.
4. These lots/spaces will not be for sale unless or until
they have been approved as subdivided parcels by the
Mohave County Board of Supervisors and have met all the
requirements of the State of Arizona.
NOTE: THE FOLLOWING 4 ITEMS APPLY TO ENVIRONMENTAL REQUIREMENTS.
5. Water approval as per Mohave County Zoning Regulations
Section 27-1 & J.
6. Arizona Department of Environmental Quality approves
the quality of the water supply and the distribution
system.
7. Arizona Department of Water Resources approves the
quantity of the water supply.

NOTE: THE FOLLOWING 5 ITEMS APPLY TO TRANSPORTATION RELATED
REQUIREMENTS.
9. The applicant shall pave all driveway access, roadways,
pads and parking in accordance with Mohave County
Standard Specification #171, or better. (Staff would
consider an engineered design in lieu of asphalt for
the pad only.)
10. Paving shall be required from entrances to Highway 95
in accordance with Mohave County Standard Specification
#171 or better.
11. Access to the site from Highway 95 shall be coordinated
with the Arizona Department of Transportation, and the
proper permits shall be provided to the Planning and
Zoning Department.
12. The County Engineer will review the drainage plan and
site plan at the time of plan submittal.
13.

NOTE: THE FOLLOWING ITEMS APPLY TO GENERAL REQUIREMENTS.
14. The buffer, in the form of a six (6') foot block wall
shall be required along the boundaries of this site
except approved access points. (Staff would consider
an alternate design approved by staff to assure lot
protection and non-access in lieu of a block wall.)
15. The buffer, in the form of a six (6') foot block wall
shall be required along the boundaries of mobile home
spaces which are contiguous or adjacent to RV spaces,
or amenities provided for the Recreational Vehicle
space occupants. Specific location requirement may be
addressed during the site plan review process.
16. The abandonment process shall be followed for any
existing easement as necessary.
17. The site plan shall indicate and describe the types of
facilities/amenities which will be provided for the
Recreational Vehicle space occupants.
18. The appropriate zoning/building/environmental permits
be obtained.
19. Appropriate signage permits be obtained.
20. The rezone shall not become effective for at least
thirty (30) days after final approval of the change in
classification by the Board of Supervisors. Being
February 3, 1993, as per ARS 11-829E.
21. I f these conditions are not met wi thin one (1) year
this approval shall be void. If at the expiration of
this period the property has not been improved for the
use for which it was conditionally approved, the Board
after notification by registered mail to the owner and
applicant who requested the rezone shall schedule a
public hearing to grant an extension, determine
compliance with the schedule for development or cause
the property to revert to its former zoning
classification in accordance with Arizona Revised
Statutes Annotated, Title 11, Chapter 6, 11-832.
WHEREAS, the notice of hearing was published in the Kingman
Standard, a newspaper of general circulation in the county seat,

Kingman, Mohave County, Arizona, on December 19, 1992, and in the
Mohave Valley Daily News, and posted December 18, 1992, as
required by Arizona Revised Statutes and the Mohave County Zoning
Regulations.
NOW THEREFORE BE IT RESOLVED, that the Board of Supervisors,
at their regular meeting on Monday, January 4, 1993 approved this
change in zoning as recommended by the Mohave County Planning and
Zoning Commission and outlined herein.
