A RESOLUTION SETTING FORTH APPROVAL OF AN EXTENSION OF TIME FOR A
ZONING USE PERMIT (ZUP) FOR THE ESTABLISHMENT OF A MOBILE HOME
PARK, KNOWN AS MESQUITE MESA MOBILE HOME PARK, IN AN A-R
(AGRICULTURAL-RESIDENTIAL) ZONE, LOCATED IN A PORTION OF
GOVERNMENT LOT 3, SECTION 3, TOWNSHIP 18 NORTH, RANGE 22 WEST,
LOCATED IN THE SOUTH MORAVE VALLEY AREA, MORAVE COUNTY, ARIZONA
WHEREAS, at the regular meeting of the Mohave County Board
of Supervisors held on Monday, AprilS, 1993, a public hearing
was conducted to determine whether approval should be granted to
Howie Torn of Lake Elsinore, California , for an extension of
time for a Zoning Use Permit for Mesquite Mesa Mobile Home Park,
in an A-R (Agricultural Residential) zone, located on a portion
of Government Lot 3, Section 3, Township 18 North, Range 22 West,
and
WHEREAS, Section 3 is a "half-section" located
approximately 5 miles south of Bullhead City and has frontage on
the west side of Highway 95. The subject property is located in
the western half of Section 3 and north of the mid-section line.
Access is provided off Highway 95 on the western extension of
Boundary Cone Road thence west one half (.5) miles to an existing
sixty (60') foot right-of-way thence north one half (.5) miles to
the subject property, and

WHEREAS, review of floodplain map #040058-2445C indicates
this area to be in a designated floodplain. Surrounding land
uses consist of vacant land and Fort Mojave Indian Reservation
(FMIR) land to the west. The park plan proposes the creation of
244 lots on this forty acre parcel. The average lot size is not
indicated but there are four variety of lot sizes called out on
the plans, and
WHEREAS, this Zoning Use Permit was conditionally approved
by the Mohave County Board of Supervisors on March 4, 1991, per
Resolution Number 91-67, to Mark LaPorte of Lake Elsinore,

WHEREAS, condition number 11, from Resolution No. 91-67
indicated that the Zoning Use Permit be terminated if
construction has not commenced in two (2) years of Board
approval. The applicant has requested an extension of time for
one year to avoid termination of the approval, and
WHEREAS, at the public hearing before the Mohave County
Planning and zoning Commission on March 10, 1993, the Commission
Recommended APPROVAL of the requested extension of time with the
applicant understanding and accepting the following conditions:
1. Continued compliance with conditions of Resolution No.
91-67.

A site plan in accordance with Section 27.P, of the
Mohave County Zoning Regulations prior to submittal of
Building Permits.
3. This extension of time be granted for one year, being
March 4, 1994.
WHEREAS, the notice of hearing was published in the Kingman
Standard, a newspaper of general circulation in Kingman, Mohave
County, Arizona, on March 20 1993, and posted as required by
Arizona Revised Statutes, and the Mohave County Zoning
Regulations.
NOW THEREFORE BE IT RESOLVED, that the Board of
Supervisors, at their regular meeting on Monday AprilS, 1993
approved the granting of this extension of time for a Zoning Use
Permit as recommended by the Mohave County Planning and Zoning
Commission and outlined herein.
