A RESOLUTION SETTING FORTH A REZONING OF A PORTION OF THE w~ OF
THE NE~ OF THE SW~ SECTION 27, TOWNSHIP 22 NORTH, RANGE 16 WEST,
FROM A-R (AGRICULTURAL-RESIDENTIAL), PROPOSED TO BE C-2H (GENERAL
COMMERCIAL HIGHWAY FRONTAGE) ZONE, LOCATED AT THE INTERSECTION OF
HIGHWAY 66 AND THOMPSON AVENUE IN THE KINGMAN AREA, MOHAVE
COUNTY, ARIZONA

and one-quarter miles north of the City of Kingman's northern
boundary, on the northwest corner of Highway 66 and Thompson
Avenue. The property is accessed from Thompson Avenue, and
WlIEREAS, review of Floodplain Map #040058-2165 indicates
this area to be located wi thin a designated flood zone: the
northernmost half Zone C, the southernmost quarter Zone C, the
northern quarter of the south half Zone AO. The property is
currently vacant, with the surrounding land uses consisting of
primarily vacant land to the north and the Kingman Airport to the
east. The area to the south and west is primarily single family
residential, with an open lot swap meet directly southwest. The
property to the north is zoned A-R (Agricultural-Residential);
the area to the southwest is zoned R-1 (single Family
Residential); the property to the south along Highway 66 is zoned
C-2, which is currently being used for the swap meet. The area
to the east between Highway 66 and the AT&SF tracks is zoned C-M
(Commercial Manufacturing), with the Kingman Industrial Park to
the east zoned A-D (Airport-Development), and
WHEREAS, there is currently a zoning violation on this
property for an off premise sign. The change of zoning will not
clear the violation. A Zoning Use Permit must be applied for
before this violation will be removed, and

WlIEREAS, this parcel is located wi thin the North Kingman
Area Plan. The area plan designates the location of this
property as A-R (Low Density Residential). The City of Kingman
General Plan also indicates this area as low density residential,
and

WHEREAS, The Planning and Zoning Department originally
recommended denial of the rezoning because the zone change is not
in conformance to the North Kingman Area Plan, and there has been
no area plan amendment to allow this type of use in this
location. The Planning and Zoning Commission rejected Staff's
recommendation, because they believe the area plan would create
an unnecessary delay in the rezoning process and that this
property is prime for commercial zoning, and
WHEREAS, the Planning and Zoning Commission directed Staff
to amend the area plan accordingly and show this area as
commercial potential, and
WHEREAS, at the public hearing before the Mohave County
Planning and Zoning Commission on July 14, 1993, the Commission
recommended APPROVAL of the requested Change of Zoning with the
applicant understanding and accepting the following conditions:
1. The parcel be zoned C-2H/3A (General Commercial Highway
Frontage/Three Acre Minimum Lot Size).
2. That appropriate zoning/building/environmental permits
be obtained prior to any development.
3. The rezone shall not become effective for 30 days after
final Board of Supervisors approval for the change in
classification, as per ARS 11-829E.
WHEREAS, the notice of hearing was published in the Kingman
Standard, a newspaper of general circulation in Kingman, Mohave
County, Arizona, on June 26, 1993, and posted July 16, 1993 as
required by Arizona Revised Statutes, and the Mohave County
Zoning Regulations.
NOW THEREFORE BE IT RESOLVED, that the Board of Supervisors,
at their regular meeting on Monday, August 2, 1993, APPROVED this
Change of Zone as recommended by the Mohave County Planning and
Zoning Commission and outlined herein.
