A RESOLUTION SETTING FORTH A,REZONING OF PARCEL 77 OF SUNWARD HOI
RANCHES IN THE DIAMANTE ACRES FROM A-R/10A (AGRICULTURAL-
RESIDENTIAL/TEN ACRE MINIMUM LOT SIZE) ZONE, PROPOSlm TO BE A-
R/5A (AGRICULTURAL-RESIDENTIAL/FIVE ACRE MINIMUM LOT SIZE) ZONE,
IN SECTION 7, TOWNSHIP 22 NORTH, RANGE 16 WEST, LOCATED
APPROXIMATELY ONE-QUARTER' (.25) MILE WEST .oF NORTH BANK STREET
AND DIRECTLY SOUTH OF CALLE CASTANO IN THE LONG MOUN~rAIN PORTION
OF THE MOHAVE COUNTY GENERAL AREA.
WHEREAS, at the regular meeting of the Mohave County Board
of Supervisors held on August 2, 1993, a public hearing was
conducted to determine whether approval should be grant"d to
Roger Sayles, President of Juniper Ridge of Kingman, AZ for a
zone change from A-R/10A (Agricultural-Residential/Ten Acre
Minimum Lot Size) zone to A-R/5A (Agricultural-Residential/Five
Acre Minimum Lot Size) zo~e in the Long.Mountain area, and
WHEREAS, the subject property is within the Long Mountain,
Area Plan. ,Section 7 is approximately one and onE!-half miles
north of Jagerson Road and is bordered by Calle Castano on the
north and North Bank Street on the east. North Bank Stre'et is
one of three major north-south arterials serving the Long
Mountain area. The property is accessed from North Bank Sl:reet,
thence west on Calle Castano approximately one-quarter mile to
the northeast corner of the subject property.
WHEREAS, the subject property is vacant with no existing
utilities. The surrounding land use is vacant with the exception
of ,two distant residences. The site is relatively flat with
desert vegetation and no apparent washes.
WHEREAS, Floodplain Map #040058-2155B indicates this parcel
is within a zone "C" designation, an are,a of minimal flooding.
WHEREAS, the applicant desires to split this 16-plus acre
parcel into three 5-plus acre parcels. The applicant is
proposing a 30-foot private road and utility easement exterui from
Calle Castano 818 feet south along the east side of the sl~bject
property. The western side of the subject property is bounded by
an existing 50-foot roadway easement recorded a,s "Louisana

WHEREAS, Calle Castano is a section line road which
intersects North Bank Street. Louisana is approximately. one-
third mile from the North Bank Street right-of-way. Staff is
concerned about the inevitable future splits in this area, their
access and the impact on Calle Castano as a section line road
servicing North Bank Street, a major north-south artE~rial.
WHEREAS, Staff would like to see Louisana D:r:'ive used as
access for the following reasons:
A. It is an existing roadway and public utility easement
per Book 1, Pages 79 and 80, Parcel Plats.
B. Accepting another road creates a residential turning
opportunity/traffic constraint within one-quarter mile
of a major, albeit future, intersection.
C. Utilizing Louisana Drive would discourage the creation
of new roadways at every lot line along the section
line road, Calle Castano.
D.
Utilizing Louisana Drive as access will create an
opportuni ty to encourage interior circula1~ion for the
residential development of that particular area. Staff
feels from a planning perspective. that internal
circulation is optimal for residential developments
because it creates a sense of place.
WHEREAS, this rezone is in conformance wit:h the Long
Mountain Area Plan.
WHEREAS, at the public hearing before the Mohave County
Planning and Zoning Commission on July 14, 1993, the Commission
recommended APPROVAL of the zone change and resultant lot split
contingent on the following:
1. The three parcels be zoned A-R/5A (A,gricultural-
Residential/Five Acre Minimum Lot Size).
2.
Submittal and recordation

3. The three parcels will meet or exceed five acres
exclusive of road easements or rights-of-way.

Each parcel shall have legal access.

6. That appropriate zoning/building/emvironmental permits
be obtained prior to any development. TheSe p."rmi ts
will not be issued until Parcel Plat recordation.
7.. That Louisana Drive be utilized as legal access.
8. That an eight~foot public utility easemen1: be g:ranted
on the east. side of Louisana Drive along the subject
property. This shall be approved through the recording
of the resolution authorizing the zone change, and that
the granting be shown via an acceptance statement and
identified on the Parcel Plat.
9. The rezone shall not become effective for 30 days after
final Board of .Supervisors approval for the change in
classification, as per ARS 11-829E.
10. I f these conditions are not met within one year this
approval. will be void. If at the expira1:ion of this
period the property has not b",en improved to meet the
use for which it was conditionally approved, the Board
(after notification by registered mail to t.he owner and
applicant who requested the rezoning) shall schedule a
public hearing to: grant an extension, determine
compliance with the schedule for development or cause
the property to revert to its fOJ:::mer zoning
classification. This action is in accordance, with
Arizona Revised Statutes Annotated, Title 11, Chapter
6, 11-832.
WHEREAS, the notice of hearing was published in the Kingman
Standard, a newspaper of general circulation in Kingman, Mohave
County, Arizona, June 26, 1993, and posted July 16, 1993 as
required by Arizona Revised Statutes, and the Mohave County
Zoning Regulations.
NOW THEREFORE BE IT RESOLVED, that the Board of Supervisors,
at their regular meeting on Monday, August 2, 1993, approved this
zone change as recommended by the Mohave County Planning and
Zoning Commission and outlined herein.
