A RESOLUTION SETTING FORTH A REZONING OF PARCEL 70-~ FROM A-R/IOA
(AGRICULTURAL-RESIDENTIAL/TEN ACRE MINIMUM LOT SIZE) ZONE,
PROPOSED TO BE A-R/5A (AGRICULTURAL-RESIDENTIAL/FIVE ACRE MINIMUM
LOT SIZE) ZONE" IN SECTION 7, TOWNSHIP 23 NORTH, RANGE 16 WEST,
LOCATED APPROXIMATELY ONE (1) MILE EAST OF STOCKTON HILL ROAD AND
DIRECTLY NORTH OF CALLE SALINAS IN THE LONG MOUNTAIN PORTION OF
THE MORAVE COUNTY GENERAL AREA.
WHEREAS, at the regular meeting of the Mohave County Board
of Supervisors held on August 2, 1993, a public hearing was
conducted to determine whether approval should be granted to
Joseph and Nikki Thelen of San Diego, CA for a zone change from
A-R/lOA (Agricultural-Residential/Ten Acre Minimum Lot Size) zone
to A-R/5A (Agricultural-Residential/Five Acre Minimum Lot Size)
zone in the Long Mountain area, and
WHEREAS, the subject property is within the Long Mountain
Area Plan. Parcel 70-A is located in the NW~ SE~ of Section 7.
Section 7 is approximately eight miles north of Jagerson Avenue.
Access is via Stockton Hill Road to Calle Salinas, west
approximately three-quarter mile to the southwest corner of the
subject property.
WHEREAS, the subject property has no existing utilities and
is surrounded by vacant land. The northern portion of Parcel 70-
A appears to be situated near the base of a small mountain. The
subject property is relatively flat desert with the exception of
a minor wash which may bisect the proposed northern parcel from
the two proposed southern parcels.
WHEREAS, Floodplain Map #040058-2000B indicates this parcel
is within a zone "C" designation, an area of minimal flooding.
WHEREAS, the applicant desires this IS-plus acre parcel to
be split into three 5-acre parcels. The two proposed southern
parcels have roadway and utility access via Calle, Salinas. Road
access for the proposed northern parcel is via an undocumented
dirt road which bounds the west side of the subject property or
from Calle Salinas to an existing 50-foot roadway easement (per
recorded document Book 406, Pages 207-215) north approximately
810 feet, thence east approximately 590 feet on an existing 60-
foot ingress/egress easement to the northwest corner of the
proposed northern parcel.

WHEREAS, this rezone is in conformance with the Long
Mountain Area Plan.
WHEREAS, at the public hearing before the Mohave County
Planning and Zoning Commission on July 14, 1993, the Commission
recommended APPROVAL of the zone change and resultant lot split
contingent on the following:
1. The three parcels be zoned A-R/5A (Agricultural-
Residential/Five Acre Minimum Lot Size).
2. Submittal and recordation of a Parcel Plat prepared in
accordance with Article 3.16 of the Mohave County
Subdivision Reg~lations.
3. The three parcels will meet or exceed five acres
exclusive of road easements or rights-of-way.
4. Each parcel shall have legal access.
5.
The Parcel Plat shall show any surface drainage and
FEMA flood zones.

That appropriate zoning/building/environmental permits
be obtained prior to any development. These permits
will not be issued until Parcel Plat recordation.
7. The granting of an eight-foot public utility easement
along the southern and western boundaries of the
subject property. This shall be approved through the
recording of the resolution authorizing the zone
change, and that the granting be shown via an
acceptance statement and identified on the Parcel Plat.
8. The rezone shall not become effective for 30 days after
final Board of Supervisors approval for the change in
classification, as per ARS 11-829E.
9. If these conditions are not met within one year this
approval will be void. If at the expiration of this
period the property has not been improved to meet the
use for which it was conditionally approved, the Board
(after notification by registered mail to the owner and
applicant who requested the rezoning) shall schedule a
public hearing to: grant an extension, determine
compliance with the schedule for development or cause
the property to revert to its former zoning
classification. This action is in accordance with
Arizona Revised Statutes Annotated, Title 11, Chapter
6, 11-832.

WHEREAS, the notice of hearing was published in the Kingman
Standard, a newspaper of general circulation in Kingman, Mohave
County, Arizona, June 26, 1993, and posted July 16, 1993 as
required by Arizona Revised Statutes, and the Mohave County
Zoning Regulations.
NOW THEREFORE BE IT RESOLVED, that the Board of Supervisors,
at their regular meeting on Monday, August 2, 1993, approved this
zone change as recommended by the Mohave County Planning and
Zoning Commission and outlined herein.
