PAGE 1 OF 5 MOHAVE COUNTY BOARD OF SUPERVISORS RECORDING FEE 0.00 He RESOLUTION NO. 93-158 A RESOLUTION SETTING FORTH APPROVAL OF THE REVISED PRELIMINARY SUBDIVISION PLAN AND PETITION OF EXCEPTION FOR COURTNEY GREENS, TRACT 4054-D, BEING A SUBDIVISION OF A PORTION OF THE E~ OF THE SW~ OF SECTION 23, TOWNSHIP 19 NORTH, RANGE 22 WEST, LOCATED IN THE SOUTH MOHAVE VALLEY AREA, MORAVE COUNTY, ARIZONA. WHEREAS, at the regular meeting of the Mohave County Board of Supervisors held on June 7, 1993, a public hearing was conducted to determine the approval of the Revised Preliminary Subdivision Plan and Petition of Exception for Courtney Greens, Tract 4054D, and WHEREAS, the owner/subdivider of this tract is GRF Venture (f~~ and represented by Dennis Gootrad of westlake Village, ~ California. The engineer responsible for the preparation of the drainage report and design of this subdivision is Stovall Engineers, Inc., Riviera, Arizona, and WHEREAS, this proposed subdivision is located approximately one-half (0.5) mile from Highway 95 north of EI Rodeo Road. Its eastern boundary is Calle Del Media. It abuts the EI Rodeo Drain to the north and undeveloped land to the west and south, and WHEREAS, the existing zoning is A-R Residential) . Proposed zoning is R-l/6M Residential/Six Thousand Foot Lot Minimum), and WHEREAS, the revised preliminary plan depicts fourteen-plus (14.356) acres subdivided into seventy-four (74) lots. The owner proposes to develop six thousand (6,000) square foot minimum, and ten thousand (10,000) square foot maximum lot size, for an overall lot density of five-plus (5.16) lots per acre, and (Agricultural- (Single Family ,;:;~ _J' WHEREAS, the developer intends electric power by Mohave Electric Cooperative; telephone by Citizens Utility Company; domestic water by Bermuda Water Company; sewage treatment by FMTUA or other designated utility; solid waste disposal by private carrier to Mohave County Landfill. RESOLUTION NO. 93-158 Page 2 WHEREAS, at the public hearing before the Mohave County Planning and Zoning Commission on May 12, 1993, the Commission recommended APPROVAL of the Revised Preliminary Plan and Petition of Exception for Courtney Greens, Tract 4054-D, with the applicant understanding and accepting the following conditions: 1. A Petition of Exception request is submitted as follows: I. Ten (10 ~) foot Public Utility Easements at the front of lots. II. Long block length exceeding 1320 feet in length. III. Hammerhead turnaround at the terminus of Santa Rosa Court. IV. Short block less than 500 feet in length. This petition is submitted as a request that the Planning and Zoning Commission recommend to the Board of Supervisors the granting of exceptions from the Subdivision regulations as outlined in Article 1.13 for the following reasons: 1. The special circumstances or conditions affecting said property are that hammerhead turnaround is more efficient at such a location, and drainage flow into the channel is provided for. IV. Short block less than 500 feet in length. The special circumstances or conditions affecting said property are as follows: a. The design better directs run-off to the drainage channel. b. The approval of this subdivision was based on the understanding of the Commission and the Board of Supervisors that all streets within the subdivision will be constructed and paved with asphaltic concrete in accordance with Standard Specification #171 and #101.10D of the County Engineering Road Standards or better. All of the interior streets will have inverted crown and roll-over type curb and gutter. The water quantity and quality will be approved by the Arizona Department of Water Resources. The water distribution system, including adequate pressure and volume for fire flows, will be constructed to serve each lot, and sewage disposal systems be approved by the Arizona Department of Environmental Health. Grading and drainage related improvements will be made as recommended by the design engineer in the submitted drainage reports and as approved by the County Engineer. Electric and telephone service shall be provided to each lot in accordance with Arizona Corporation Commission regulations. Signed and ratified service contracts from all purveyors of service to this subdivision will be required unless the costs are included in the Engineers Cost Estimate and included in the assurance recitals. All lots and street centerline monuments. will be staked and monumented in accordance with Standard Specification No. 102 of the County Public Works Department. Street name and regulator signs will be installed in accordance with the requirements of the Mohave County Subdivision Regulations and as recommended by the design engineer. As a condition of approval, the Owner/Subdivider is responsible for the completion of these site improvements and shall provide an assurance for all required subdivision improvements in accordance with Article V of the Subdivision Regulations. 3. zoning resolution shall include the minimum setbacks as . illustrated on the approved revised preliminary plan, engineers date April 22, 1993 and dated received by staff on March 22, 1993, and shown on EXHIBIT "A". NOW THEREFORE BE IT RESOLVED, the notice of hearing has been met and published throughout this subdivision process and the public was afforded notice of this action through advertisement of the Board of Supervisor's meeting for this date as required by Arizona Statutes and Mohave County Regulations. NOW THEREFORE BE IT FURTHER RESOLVED, that the Board of Supervisors, at their regular meeting on Monday, June 7, 1993, approved the Revised Preliminary Subdivision Plan and Petition of Exception for Courtney Greens, Tract 4054-D, as recommended by the Mohave County Planning and Zoning Commission and outlined herein.
