A RESOLUTION SETTING FORTH A ZONING USE PERMIT FOR A YOUTH CRISIS
CENTER IN AN R-E (RESIDENTIAL-RECREATION) ZONE, LOCATED IN THE
SOUTHEAST PORTION OF THE S~ OF THE NE~ OF SECTION 13, TOWNSHIP 9
NORTH, RANGE 22 EAST, LOCATED APPROXIMATELY ONE AND ONE-HALF
(1.5) MILE WEST OF HIGHWAY 95 AND NORTH OF COURTWRIGHT ROAD IN
THE SOUTH MOHAVE VALLEY AREA.
WHEREAS, at the regular meeting of the Mohave County Board
of Supervisors held on June 7, 1993, a public hearing was
conducted to determine whether approval should be granted to
Colorado River Regional Youth Services of Laughlin, NV for a
Zoning Use Permit for a Youth Crisis Shelter in an RE
(Residential-Recreation) zone, in the South Mohave Valley area,
and
WHEREAS, this property is located on the southern end of the
South Mohave Valley, and is accessed by Highway 95 via
Courtwright Road west approximately one and one-half (1.5) miles
to Evans Lane, thence north approximately one-quarter (.25) mile
to the southeast corner of the subject property, and
WHEREAS, there is a large home located on the property, with
a pool and two large water tanks. The house is currently vacant.
The house is under the possession of the United States Attorney's
Office for the District of Arizona. The United States Government
seized the home due to illegal drug dealing. The home was
inspected by the Mohave County Building Department, and it was
determined that the house would need to have some repairs before
being occupied, and
WHEREAS, the Colorado River Regional Youth Services (CRRYS)
currently has an agreement with the United States Attorney's
Office to use the property as a youth shelter under the Weed and
Seed Initiative, a federal program designed to reclaim and
rejuvenate neighborhood communities. The United States
Government forfeits property from criminals and drug dealers and
then transfers the property to local public agencies and private
nonprofit organizations, who will use the property in the manner
that promotes the goals of the "weed and seed" initiative (the
goals include, but are not limited to, the support of drug abuse
treatment, drug prevention, education, housing, and job skills),

WHEREAS, review of floodplain map #04058-2615C indicates the
area to be clear of a designated floodplain. The surrounding
land use consists of several single family residences south of
this property and a few homes immediately north, with several
vacant acres freshly graded to the west, and
WHEREAS, at the public hearing before the Mohave County
Planning and Zoning Commission on May 12, 1993, the Commission
recommended APPROVAL of the requested Zoning Use Permit
contingent upon the following:
1. The applicant comply with all applicable provisions of
the Mohave County Zoning Regulations.
2. That appropriate zoning/building/environmental permits
be obtained.
3. If construction or use has not commenced within one (1)
year of Board approval of the Zoning Use Permit or if
the use has been discontinued for six (6) months, then
approval shall terminate at that date.

WHEREAS, the notice of hearing was published in the Kingman
Standard, a newspaper of general circulation in Kingman, Mohave
County, Arizona, May 22, 1993, and posted May 21, 1993 as
required by Arizona Revised Statutes, and the Mohave County
Zoning Regulations.
WHEREAS, at the regular meeting of the Board of Supervisors
held June 7, 1993, Resolution 93-153 was approved subject to the
following conditions made by Supervisor Ward:
1. A committee be formed, to provide input from local
residents to enable them to voice their concern and
alleviate their problems, including at least three (3)
homeowners who live on Evans Lane, Director Swaney (of
CRRYS) and other members of CRRYS board. The committee
to meet at least once a month, or more often if
necessary.
2. The number of children housed in the shelter at any
given time shall not exceed twenty (20).

3. Any expansion or use change of physical plant shall be
subject to review and approval by the Board of
Supervisors with prior notice given to the area
residents.
4. Any change in status or age group of children to be
housed in the shelter shall be subject to approval by
the Board of Supervisors with prior notice given to all
area residents.
NOW THEREFORE BE IT RESOLVED, that the Board of Supervisors,
at their regular meeting on Monday June 7, 1993, approved this
Zoning Use Permit as recommended by the Mohave County Planning
and Zoning Commission and as outlined herein.
