A RESOLUTION SETTING FORTH A REZONING OF A PORTION OF THE
SOUTHEAST 1/4 OF THE SOUTHEAST 1/4 OF THE NORTHWEST 1/4 OF THE
SOUTHWEST 1/4 OF SECTION 23, TOWNSHIP 19 NORTH RANGE 22 WEST,
FROM: A-R (AGRICULTURAL-RESIDENTIAL) ZONE, PROPOSED TO BE: R-M
(MULTIPLE FAMILY RESIDENTIAL) ZONE, LOCATED APPROXIMATELY ONE-
HALF (.5) MILES EAST OF HIGHWAY 95, AND DIRECTLY SOUTH OF
COURTNEY PLACE IN THE SOUTH MOHAVE VALLEY AREA.
WHEREAS, at the regular meeting of the Mohave County Board
of Supervisors held on June 7, 1993, a public hearing was
conducted to determine whether approval should be granted to
Dennis Gootrad of Gootrad Engineering of Westlake Village, CA.,
for a Zone Change from: A-R (Agricultual Residential) to R-M/20M
(Multiple Family Residential/Twenty Thousand Square Feet Minimum
Lot Size) zone, in the South Mohave Valley area, and
WHEREAS, the property is located East of Highway 95, and
between Aztec Road to the North and EI Rodeo Road to the South,
and Calle Del Media to the East. The property is accessed by
Highway 95 via Courtney Place, thence East approximately one-
quarter (.25) miles to the northwest side of the subject
property, and
WHEREAS, review of floodplain map #040058-2445D indicates
this parcel to be located in a designated floodplain, and
requires a special Floodplain Permit. The site is currently
vacant. Surrounding land uses consist of numerous single family
residential homes. EI Rodeo drainage channel lies directly
behind this parcel, and
WHEREAS, this property was proposed previously as Courtney
Place Townhomes, Phase , Tract 4071. The property was
conditionally zoned (S-D/R) by P&ZC Reso # 87-182A, although the
subdivision was not recorded, and
WHEREAS, this zone change is in conformance to the South
Mohave Valley Area Plan, and
WHEREAS, at the public hearing before the Mohave County
Planning and Zoning Commission on May 12, 1993, the Commission
recommended APPROVAL of the requested Zone Change contingent upon

2. Submittal and recordation of a Parcel Plat prepared in
accordance with Article 3.16 of the Mohave County
Subdivision Regulations.
3. The establishment of a minimum lot size based on the
size of parcels per the recorded Parcel Plat.
4. The parcels shall meet or exceed twenty-thousand
(20,000) square feet exclusive of road easements or
rights-of-way.
5. The Parcel Plat shall show any surface drainage or FEMA
flood zones.
6. The applicant comply with all applicable provisions of
the Mohave County Zoning Regulations, and compliance
with Section 27.P (Site Plan Requirements) including
provisons for aesthetics (i.e. sidewalks, trash bins,
parking, landscaping) and Ordinance 87-1 Dark Sky
Ordinance) is also required.
7. The rezone shall not become effective until thirty (30)
days after final approval of the change in
classification by the Board of Supervisors, as per ARS
11-829E.
WHEREAS, the notice of hearing was published in the Kingman
Standard, a newspaper of general circulation in Kingman, Mohave
County, Arizona, May 22, 1993, and posted May 21, 1993 as
required by Arizona Revised Statutes, and the Mohave County
Zoning Regulations. .
NOW THEREFORE BE IT RESOLVED, that the Board of Supervisors,
at their regular meeting on Monday June 7, 1993 Approved this
Zone Change as recommended by the Mohave County Planning and
zoning Commission and outlined herein.
