A RESOLUTION SETTING FORTH APPROVAL OF AN AMENDMENT TO BOS
RESOLUTION NO. 91-212, WHICH APPROVED THE FINAL SUBDIVSION PLAN
~ FOR HORIZON ESTATES, TRACT 3030-A, BEING A SUBDIVISION OF PARCEL
3, ROADWAY AND UTILITY EASEMENT PLAT OF SECTION 12, TOWNSHIP 21
NORTH, RANGE 19 WEST, LOCATED IN THE GOLDEN VALLEY AREA, MOHAVE
COUNTY, ARIZONA.

WHEREAS, at the regular meeting of the Mohave County Board
of Supervisors held November 15, 1993, a public hearing was
conducted to determine whether approval should be granted for an
amendment to BOS Resolution No. 91-212, a resolution setting
forth conditional approval of the Final Subdivision Plan for
Horizon Estates, Tract 3030-A, the above referenced subdivision,
and
WHEREAS, BOS Resolution No. 91-212 was ratified by the
Mohave County Board of Supervisors at their meeting on August 5,
1991, and
WHEREAS, the proposed amendment to BOS Resolution No. 91-212
reflects a change in the approved access to this subdivision as
set forth in the letter dated August 31, 1993 from Robert L.
Schuetz, P.E., Mohave Engineering Associates, Inc., representing
the owner, D & S Investments, Bullhead City, Arizona. The letter
states as follows:
"The Preliminary Plan is being revised and resubmitted
because of changed condition with access to Highway'68. The
access was to be on Hoover Road but because of the lack of
activity with the proj~ct, the Arizona Department of
Transportation gave an access and median crossing to King
Tut's business which is located about 300 feet to the west
of Hoover Road. The ADOT criteria for median crossing
spacing is a minimum of 1320 feet, which eliminates the
Hoover Road access for Horizon,Estates.
"We are now going to have the access to the subdivision and
the commercial area on Stewart Mountain Road in lieu of the
Hoover Road location. This access will meet ADOT
requirements for spacing. I met with Dee Goodwin of ADOT on
August 27, and he sees no problem with obtaining the permit
for this access point with a median crossing.

"It is because of this change in access that we are
submitting the revised Preliminary Plan. The major change
in the plan is that we will be including improving Stewart
Mountain Road from Supai Drive to Highway 68 and eliminate
improving Hoover Road beyond the back of Lot 258, going
south. The phasing of the project will remain as originally
approved.

"The drainage design for the development will not be
affected. We will redesign Stewart Mountain Road from Supai
Drive to the new divided highway to reflect the new highway
grades and to address the drainage both along Stewart
Mountain Road and Highway 68. The intersection design and
plans will be submitted to ADOT to obtain the necessary
permits.

"The revised Preliminary plan will reflect minor changes in
the configuration of Parcels Band D to be the same as those
approved on the Final Plat. Under the zoning notes, we have
also changed the acreage to reflect what was approved on the
Final Plat. These changes are minor and are within the
rezone requirements of Resolution 91-76 for minimum acreage.
We thought it appropriate to make these minor changes so
that the Preliminary Plan and the Phase I Final Plat were
the same.

that the original language contained in BOS Resolution No. 91-212
be amended as follows: The road pattern is integrated with all
existing and potential roads in the area. The interior roads and
parking areas will be paved as well as Hoover Road from the rear
of Lot 258~ to Chino Drive and ehino Drive from Hoover to Stewart
Mountain Road. Stewart Mountain Road will be paved from Highway
68 to Chino Drive. Moreover, Supai Drive, between Hoover Road
and Stewart Mountain Road, will be paved, and
WHEREAS, at a public hearing on October 13, 1993, the Mohave
., County Planning and Zoning Commission recommended APPROVAL of
this amendment changing the access to the subdivision from Hoover
Road to Stewart Mountain Road (Revised Preliminary Subdivision
Plan) .

WHEREAS, the Board of Supervisors approves this amendment to
the Final Subdivision plan subject to the following:
1. Compliance with BOS Resolution No. 91-212.
2. Prior to the recordation of the Final Plat, concurrence
and the necessary permit(s) from ADOT will need to be
obtained for access from Arizona State Highway 68 to
this development.
3.
Paving from Supai Drive to Chino Drive on Stewart
Mountain Road will be done concurrently with the last
phase.
4. Prior to the development of the Commercial area (parcel
"A" ), and the Multi-Family Residential area (parcel
"C"), the Zoning Plan for this property must be amended
to move the Commercial zoned area from the west side of
the property to the east side of the property where it
will be accessed from Stewart Mountain Road, per the
commi tment made in the Engineer's Response Letter of
October 19, 1993.

Prior to the recordation of the Final Plat, the taxes
due and payable to Mohave County for 1993 must be paid.
WHEREAS, notice of hearing has been completed and published
throughout this subdivision process as required by Arizona
Revised Statutes and Mohave County Regulations, and the public
was afforded notice of this action through advertisement of the
Board of Supervisors meeting for this date.
NOW THEREFORE BE IT RESOLVED, that the Board of Supervisors,
at their regular meeting on Monday, November 15, 1993, approved
this amendment to the Final Subdvision Plan for Horizon Estates,
Tract 3030-A, subject to the conditions outlined herein.
