A RESOLUTION SETTING FORTH A REZONE OF A PORTION OF THE SE~ OF
SECTION 22, TOWNSHIP 22 NORTH, RANGE 16 WEST, FROM A (GENERAL)
ZONE TO C-2H (GENERAL COMMERCIAL-HIGHWAY FRONTAGE) ZONE, LOCATED
IN THE KINGMAN AREA, MOHAVE COUNTY, ARIZONA.

WHEREAS, at the regular meeting of the Mohave County Board
of Supervisors held on November 1, 1993, a public hearing was
conducted to determine whether approval should be granted for a
zone change for the above described property owned by Hafley
Limited Partnership of Kingman, Arizona, and

WHEREAS, the property is located approximately two miles
north of the City of Kingman's northern boundary, on the
northwest corner of Highway 66 and Mohave Airport Drive. The
property is accessed from Highway 66 by an access at Mohave
Airport Drive. Mohave Airport Drive is unimproved, and

WHEREAS, review of Floodplain Map #040058-2170B indicates
this parcel to be in Zone C, an area of minimal flooding. The
property is vacant, and the surrounding land uses consist of
vacant land to the north and the Kingman Airport. to the east.
The property to the north, south and west is zoned A-R
(Agricul tural-Residential) . Kingman Industrial Park is located
east of the property and is zoned A-D (Airport-Development), and
WHEREAS, this parcel is located wi thin the North Kingman
Area Plan. The area plan designates the location of this
property as A-R (Low Density Residential). The City of Kingman's
General Plan also indicates this area as low density residential,
and
WHEREAS, a parcel to the south of this property, also
located in the North Kingman Area Plan, was heard by the Planning
and zoning Commission at the meeting of July 14, 1993, for a zone
change to commercial with a recommendation of approval. The
~ Board of Supervisors approved the zone change on August 2, 1993,

WHEREAS, the Planning and Zoning Department recommended
denial for a zone change on the parcel located to the south
because the zone change was not in conformance with the North
Kingman Area Plan, and there has not been any area plan amendment
to allow this type of use in this location. The Planning and
zoning Commission approved the zone change to commercial because
they did not feel an area plan amendment was necessary for this
zone change and an area plan amendment would create an
unnecessary delay in the rezoning process, and
WHEREAS, the Planning and zoning Department recommended
DENIAL for the proposed zone change based on the following: The
North Kingman Area Plan indicates this area as A-R (Agricultural-
Residential) or low density residential. The Commission did not
concur with this recommendation, and
WHEREAS, at the public hearing before the Mohave County
Planning and Zoning Commission on October 13, 1993, the
Commission recommended APPROVAL of the zone change subject to the
following:
The property be zoned C-2H/IA (General
Commercial/Highway Frontage/One Acre Minimum Lot Size).
2. The only portion zoned C-2H will be that portion noted
in Exhibit A.

The applicant comply with all applicable provisions of
the Mohave County Zoning Regulations. Compliance with
Section 27.P (Site Plan Requirements) and Ordinance 87-
1 (Dark Sky Ordinance) is also required.
4. That appropriate zoning, building, environmental and
floodplain permits be obtained. These permits will not
be issued until after Parcel Plat recordation.
5. The rezone shall not become effective for 30 days after
final approval of the change in classification by the
Board of Supervisors, as per ARS 11-829E.
WHEREAS, the notice of hearing was published in the Kingman
Daily Miner, a newspaper of general circulation, in Kingman,
. Mohave County, Arizona, October 17, 1993, and posted October 14,
1993, as required by Arizona Revised Statutes and the Mohave
County zoning Regulations.

NOW THEREFORE BE IT RESOLVED, that the Board of Supervisors,
at their regular meeting on Monday, November 1, 1993, approved
this zone change as recommended by the Mohave County Planning and
zoning Commission and outlined herein.
