RESOLUTION NO. 93-264
A RESOLUTION SETTING FORTH A REZONE OF A PORTION OF PARCEL 13,
CEDAR HILLS RANCHES, FROM A-R/10A (AGRICULTURAL-RESIDENTIAL/TEN
ACRE MINIMUM LOT SIZE) ZONE, PROPOSED TO BE C-2H (GENERAL
COMMERCIAL-HIGHWAY FRONTAGE) IN SECTION 20 AND 29, TOWNSHIP 21
NORTH, RANGE 14 WEST, LOCATED NORTHWEST OF THE INTERCHANGE OF
INTERSTATE 40 AND BLAKE RANCH ROAD IN THE MORAVE COUNTY GENERAL
AREA, MORAVE COUNTY, ARIZONA.
WHEREAS, at the regular meeting of the Mohave County Board
of Supervisors held on September 7, 1993, a public hearing was
conducted to determine whether approval should be granted for a
zone change for the above described property owned by Bill Blake
of Kingman, Arizona, and
WHEREAS, the subject property is located approximately 15
miles east of Kingman along 1-40 at the Blake Ranch Road exit.
The property is accessed by 1-40 via Blake Ranch Road, north
approximately 300 feet to an unnamed road easement, thence west
approximately 500 feet to the east side of the subject property,
and
WHEREAS, review of Floodplain Map #040058-2375B indicates
this parcel to be located in Zone A/C. The property is currently
vacant. The surrounding land uses consist of many commercial
businesses to the east, including a truck stop, truck repair, and
restaurants. The majority of the other surrounding property is
vacant and used for ranching, with most of the residential homes
located to the northeast of this parcel. The terrain of the
property is relatively flat with a wash with a depth of
approximately eight to ten feet running south to north I on the
western side of the property, and
WHEREAS, the area directly west of the subject rezoning
request was recently rezoned to C-2H per BOS Resolution No. 93-
169. The applicant has indicated they would like to rezone this
portion of Parcel 13 to add additional acreage to continue with
the truck wash facility that was proposed for the parcel directly
to the east, and

WHEREAS, there are numerous utility easements that traverse
the property that may limit buildable areas. The property has
good access from 1-40 and there are public utilities within close
proximity to the parcel, and

WHEREAS, at the public hearing before the Mohave County
Planning and Zoning Commission on August 11, 1993, the Commission
recommended APPROVAL of the request for a zone change subject to
the following conditions:
1. The property be zoned C2H/8A (General Commercial
Highway Frontage/Eight Acre Minimum Lot Size).
2. The only portion to be zoned C2H/8A is the southeastern
nine acres of Parcel 13 located south of the existing
120-foot EI Paso Pipeline easement and north of Yeater
Drive.
3. No permanent structures are to be constructed over the
public utility easements, and all related setbacks in
reference to these easements must also be maintained.
4. The applicant comply with all applicable provisions of
the Mohave County Zoning Regulations. Compliance with
Section 27.P (Site Plan Requirements) and Ordinance 87-
1 (Dark Sky Ordinance) is also required.
5. That appropriate zoning/building/environmental permits
be obtained. These permits will not be issued until
after Parcel Plat recordation.
6. The rezone shall not become effective for 30 days after
final approval of the change in classification by the
Board of Supervisors, as per ARS 11-829E.
NOW THEREFORE BE IT RESOLVED, the notice of hearing was
published in the Kingman Standard, a newspaper of general
circulation in Kingman, Mohave County, Arizona, August 19, 1993,
and posted August 23, 1993 as required by Arizona Revised
Statutes, and the Mohave County Zoning Regulations.
NOW THEREFORE BE IT RESOLVED, that the Board of Supervisors,
at their regular meeting on Tuesday, September 7, 1993 APPROVED
this zone change as recommended by the Mohave County Planning and
Zoning Commission and outlined herein.
