RESOLUTION NO. 88-6l
A RESOLUTION OF MOHAVE COUNTY BOARD OF SUPERVISORS
IDENTIFYING FY 1988 COMMUNITY DEVELOPMENT AND
HOUSING NEEDS AND ACTIVITIES TO BE UNDERTAKEN
TO MEET SUCH NEEDS
WHEREAS, Title I of the Housing and Community Development Act
of 1974, as amended through the Housing and Urban-Rural Recovery
Act of 1983, states that the primary objective of the Title and the
Community Development program of each grantee is the "development
of viable urban communities by providing decent housing and a
sui table li vi ng envi ronment and expandi ng economi c opportuni ties,
principally for persons of low and moderate income..."; and
WHEREAS, Section 106 (d) (2) (D) requires the Governor of each
state to certify that each unit of general local government to be
distributed funds will identify its community development and
housin9 needs, including the needs of the low and moderate income
persons, and the activities to be undertaken to meet such needs.
NOW, THEREFORE, BE IT RESOLVED THAT the Board of Supervisors
of Moha ve County hereby state that the communi ty development and
housing needs of Mohave County including the needs of the low and
moderate income persons are:
1. Assistance in planning and acquisition of public funds
and grants for water development and distribution
systems for rural communities.
2. Expans i on of Senior CentE~r to accommodate servi ces for
elderly in Mohave County.
3. Construction of the Center for the Handicapped to
provide basic services and job training for the handi-
capped in Mohave County.
4. Improvement of facilities of Hualapai Mountain Park
to provide viable recreation area for residents of
Mohave County.
5. Improvement of roads and street to low-moderate income
communities.
AND BE IT FURTHER RESOLVED THAT the Board of Supervi sors in
their meeting on July 25, 1988, hereby state that due to limited
funds the priority activities proposed to be undertaken to meet
such needs under the Regional Account are:
1. General Administration of CDBG Program
2. So-Hi Water System Project
THAT the Board of Supervisors has also identified the
following activity as priority #2 under the CDBG Regional Account:
1. Improvements to Lake Havasu Senior Center
THAT any remaining funds from the regional account, as a
l::esult of additional funding or budget revision and/or change of
project scope and acti vi ties of the So-Hi Water System Project,
will be allocated for activity priority #2.
THAT the following cictivities have also been identified to
meet the needs and are proposed to be undertaken with future
funding sources such as the CDBG State Special Projects:
1. Water Distribution System for Golden Valley Improve-
ment District #1
2. Center for the Handicapped

AFFIDAVIT OF ERRONEOUS RECORDATION:
WHEREAS, this resolution has inadvertently been n~corded
prior to Mohave Countyls receipt: of the approved and executed
final subdivision plan for Shipp Estates #2, Tentative Tract
3018, and
WHEREAS, the Mohave County Board of Supervisors, in
approvinq this proposed abandonment at their regular meeting
held on Wednesday, August 3, 1988, specifically stipulated
that this abandonment of the fifty (501) foot roadway easement
for Shipp Drive is not to be E!ffective unless or until the
owner/subdivider of Shipp Estates #2, Tentative Tract 3018
offers and the Board 0 f Supervisors accepts an al ternati ve
right-of'-way and public utility easement across this same
parcel, and
WHEREAS, since the stipula.ted conditions have not been
I met this resolution ie. o:E no force and effect until such time
