RESOLIJTION NO. 96-265
MORAVE COUNT\' BOAIID OF SUPERVISORS
REQUESTING THE ARIZONA CONGRESSIONAL
DELEGATION TO SUPPORT HR-3449, S-1743, S-1755, -U.S.
SENATE CONCURRENT RES()LUTION 63 AND HOUSE
CONCURRENT RESOLUTION 181.
WHEREAS, lack of normal precipitation throughout the State of Arizona
has significantly reduced surface and ground water supplies upon which citizens
and commerce are dependent; and
WHEREAS, lack of water has created severe drought conditions
throughout the State, endangering crops, property and livestock; and
WlIEREAS, pursuant to the Constitution and Laws of Arizona, on May
3, 1996, Governor Fife Symington determined that a declaration of emergency
was justified and declared a drought emergency existed in the State of Arizona;
and
WHEREAS, several Arizona Counties, including Mohave County, several
Arizona Tribal Governments, and the County Supervisors Association, pursuant
to ARS 26-311 declared emergencies, by resolution, due to drought conditions
and requested assistance from the State and Federal Governments to provide
ernergency relief to ranchers and farmers; and
WHEREAS, on IYlay 13, 1996, the Arizona Department of Agriculture
informed thE~ counties that they had no emergency funds nor agricultural
programs to assist counties; and
WHEREAS, the U.S. Senate has introduced S-1743, S-1755l, Senate
Concurrent Resolution 63, and the U.S. House has introduced HR-3449 and
House Concurrent Resolution 181 to provide temporary emergency livestock
feed assistance and emergency assistance payments to ranchers in areas hit by
drought conditions; and

WHEREAS, Mohave County believes that it is in the best interests of
Mohave County and the State of Arizona for the Arizona Congressional
Delegation to support pending legislation and resolutions in Congress to bring
ernergency assistance to ranchers and farmers.
NOW, THEREFORE BE IT RESOLVED, Mohave County hereby
requests the Arizona Congressional Delegation to support passage of S-1743,
S..1755, U.S. Senate Concurrent Resolution 63, HR-3449, and House
Concurrent Resolution 181, and do all things necessary and proper to bring
emergency relief to ranchers and farmers in Arizona.
PASSED, APPROVED AND ADOPTED this 1st day of July, 1996.
