BOS RESOLUTION NO. 96-269
A RESOLUTION REGARDING THE IMPLEMENT A TION OF NEW FLIGHT RULES FOR
THE GRAND CANYON NATIONAL It ARK BY THE FEDERAL AVIATION
ADMINISTRATION
WHEREAS, the Federal Aviation Administration proposes to implement new flight restrictions over
the Grand Canyon National Park that could substantially affect Mohave County and Hualapai Tribe; and
WHEREAS, neither the Federal Aviation Administration nor the National Park Service has
consulted with Mohave County or the Hualapai Tribe; and
WHEREAS, the implementation of the flight restrictions will impact residents and businesses
located in Mohave County but no Federal agency has examined those impacts; and
WHEREAS, it is the Board of Supervisors' belief that neither the National Environmental Policy
Act nor Mohave County's Environmental Policy Resolution (BaS Resolution No. 96-136) were complied
with during the development of the new flight restrictions.
NOW THEREFORE BE IT RESOL YED that the Mohave County Board of Supervisors opposes
the implementation of any new flight restrictions for the Grand Canyon National Park until the Federal
Aviation Administration or other involved agency accomplishes the following:
1. Publicly presents the proposal to the Board of Supervisors and the citizens of Mohave County, and
the agency provides relevant opportunities for public input.
2. Completes an Environmental Impa(;t Statemem on the impact ofthe new flight ruks on the citizens
and busim~sses in Mohave County and the Hualapai Tribe.
BE IT FURTHER RESOLVED that copies of this resolution be sent to the Federal Aviation
Administration, the National Park Service, the Department of Interior and to all U. S. Senator and Members
of Congress representing Arizona.
