RESOLUTION NO. 94-381
A EI~SOLUTION OF TIfE BOARD OF SUPERVISORS OF THE COUNTY OF
MOIJA VE, ARIZONA, REQUESTING THE ARIZONA DEPARTMENT OF
COMMgRCE TO ESTABlJSH AN ENTERPRISE ZONE IN PORTIONS OF
MOHA VE COUNTY.
WHEREAS, the Board of Supervisors of Mohave County met in Special Session
this 17th day of October, 19~'4,. and
WHEHEAS, the average unemployment rate according to Department of
Economic Security records for the past two(2) years in the following areas were as
follows: Bullhead City - 10.2(f<"Mohave Valley - 11%, Golden Valley - Hl'.9%, New
Kingman (Butler) - 12.8%, Desert Hills - 10%, and Dolan Springs 8.2%, proposed
District Average - 12% and State average 6.9(fr,.
WHEREAS, the average unemployment in the areas proposed exceeded 150
percent 150% of the state average unemployment for the past two (2) years is
10(}{,.
WHEREAS, industries locating in and employing 35% or more of their people
from within that area would become eligible for certain income tax deductions.
WHEHEAS, the M.C.E.D.A. E:xecutive Board passed a motion of support.
WHEHEAS, the primary goal of the Arizona enterprise zone program is to
improve the economics of distressed areas in the State. The program does this by
enhancing opportunities for private investment in certain areas that are called
enterprise zones. The state and local communities provide incentives to foster
investment in these areas, and to reduce or remove unnecessary governmental
regulatory barriers to economic development.
WHEREAS, increased investments in such areas tend to strengthen property
values (or keep property values from falling), raise employability for disadvantaged
workers and promote the vitality of such areas.
WHEREAS, the Arizona Enterprise Zone legislation not only authorizes such
zones, but also sets out the criteria for their designation and the procedures to be
followed in applying to establish a zone.
THEREFOHE BE IT HESOLVED, that the Board of Supervisors of Mohave
County, Arizona, request the Arizona Department of Commerce to establish an
enterprise Zone in the area designated.
BE IT FURTHER HESOLVED, that Mohave County agrees to enter into an
intergovernmentnl agreement with the City of Bullhead City if they choose to

BE IT FURTHER RESOLVED, that the Board of Supervisors request that
Mohave County Economic Development Authority (M.C.E.D.A.) to assist in preparing
the application and follow through in all necessary work to bring this about.
