RESOLUTION NO. 94-318
URGING SUPPORT FOR TI-m ENACTMI~NT OF THE FEDERAL MANDATE
ACCOUNTABIUTY AND REFORM ACT OF 1994,
"NO MONEY, NO MANDATE"
WHEREAS, the National Association of Counties adopted policy on July 30,
1993, urging Congress and the administration to enact legislation to relieve State
and local government from the growing burdens of unfunded federal mandates; and
WHEREAS, NACO joined with the U.S. Conference of Mayors in conducting
a national survey between August and September of 1993, to determine the impact
of unfunded federal mandates on counties and cities and found that counties spent
an estimate $4.8 billion on the top 12 of the 194 unfunded federal mandates in
1993, and are projecting an expenditure of $33.7 billion over the next five years
and, on average, counties spend an estimated 12.3(;!i, of their locally raised revenues
on these mandates annually, and.
WHEREAS, NACO, the U.s. Conference of Mayors, National League of
Ci ties, In terna tional Ci ty /Coun ty Managemen t Associa tion, National Governors
Association, National Conference of State Governments launched a joint strategy of
October 27, National Unfunded Mandates Day, to educate the public and the press
about the impact of unfunded federal mandates on State and local taxes and
services.
BE IT RESOLVED that Mohave County views these as the beginning efforts
to stop future unfunded Federal mandates and will continue to work with other
County and State governments to urge Congress and the executive branch to
support legislation and regulatory reforms to achieve this goal.
PASSED, APPROVED AND ADOPTED this 6th day of September, 1994.
