RESOLUTION NO, 93-339 WHEREAS, the Board of Supervisors met in Regular Session this 1st day of November, 1993, and WHEREAS, the number of unfunded federal mandates on counties have significantly increased during the last decade; and WHEREAS, such mandates stem from federal laws and require counties to provide services and programs, and responsibili ties wi thou t providing tho:: necessary funding; and regulations that perform certain WHEREAS, by shifting cotf! to counties, unfunded federal mandates breach the underlying principles of federalism which assumes a working partnership and shared responsibilities between the federal, state and local governments; and WHEREAS, cost-benefit analysis and risk assessments of mandates should be included in all federal actions that impose mandates on counties; and THEREFORE, BE IT RESOLVED that the Mohave County Board of Supervisors joins with the County Supervisors Association of Arizona (CSA) in urging Congress and the Administration to relieve counties of all obligations to carry out any new mandate arising from federal law, regulation or policy unless adequate federal funds are provided; and BE IT FUR'lHER RFBOLVED that Congress and the urged to require federal departments and agencies to provide assessments of purported health, safety or environmental imposition of any new mandate on local governments; and Administration are scientifically sound risk prior to the BE IT FURTHER RESOLVED that Mohave County Joms CSA in support of "National Unfunded Mandates Day" held October 27, 1993, during which county officials in all counties were urged to hold press conferences in coordination with local and state officials to draw public attention to the problems imposed on counties by unfunded federal mandates.
