RE(30LUTION NO, 91-302
WHEREAS, the Board of Supervisors met in Regular Session this 4 th day of
November, 1991, and
WHEREAS, Mohave County, Arizona is the recipient of the ambient discharge
from the Southern Cal Edison Mohave Generating Station, resulting in the
imposition of an air quality nuisance upon Bullhead City and Mohave Valley,
Adzona;
WHEREAS, the air quality nuisance imposes specific hardships upon Bullhead
City and Mohave Valley, Arizona, among which are, brown morning haze, fly ash
fallout, gray, particulate laden clays, potential respiratory problems, and river and
lake water contamination;
WHERl~AS, the collective hardships imposed by the nuisance cause Bullhead
City and Mohave Valley, Arizona to incur additional costs in maintaining cars,
homes, hotels, and office buildings in the area;
WHEREAS, those hardships additionally weaken the tourism industry in
Bullhead City and Mohave Valley. Arizona;
WHEREAS, the Nevada State Hegulations which currently govern the facility
allow the ambient discharge from the stack a forty percent (40%) opacity, measure
in the ducts and averaged hourly;
WHEREAS, no other coal-fired facility in Nevada is allowed such lenient
Rtandards,. nor are such lenient standards allowed in most of the United States,
including Adzona and California:
WHEREAS, in response to the air quality nuisance and the aggravation of it by
the current regulations governing the Mnhave Generating Station, the Mohave
County Attorney's Office has petitioned the Nevada Environmental Commission;

WHEREAS, the petition to the Nevada Environmental Commission seeks the
mitigation of the air quality nuisance by requesting the Commission to limit the
ambient st.ack discharge to twenty percent (20%) opacity, measured in six (6)
minute intervals at the stack;
WHEREAS, the Mohave County Board of Supervisors likewise recognizes the air
quality nuisance which has long burdened the residents of Bullhead City and Mohave
Valley, Arizona, and wishes to endorse the Mohave County Attorney's Petition to
the Nevada Environmental Commission;
NOW, THEREFORE, the Molwve Coun ty Board of Supervisors, does, in hopes of
improving the quality of life in Bullhead City and Mohave Valley, Arizona, hereby
formerly support the Mohnve County Attorney's Petition to the Nevada
Environmental Commission, and further requests the Commission to grant the
Petition without delay.
