PAGE 1 OF 3 MOHAVE COUNTY BOARD OF SUPERVISORS ~~CQ~OI~G ~EE 0.00 H~ -MlCROFlLMED RESOLUTION NO. 94-168 A RESOLUTION SETTING FORTH APPROVAL OF AN EXTENSION OF TIME FOR THE APPROVED PRELIMINARY SUBDIVISION PLAN FOR VALLEY PARK ESTATES, TRACT 3041, BEING PARCEL 293 OF ROADWAY EASEMENT MAP, RECORDED MAY 20, 1976, AT FEE NO. 76-14575, BEING THE SE~ OF THE SW~, SECTION 14, TOWNSHIP 21 NORTH, RANGE 19 WEST, LOCATED IN THE GOLDEN VALLEY AREA, MOHAVE COUNTY, ARIZONA. WHEREAS, at the regular meeting of the Mohave County Board of Supervisors held June 6, 1994, a public hearing was conducted to determine whether approval should be granted for an Extension of Time for the approved Preliminary Subdivision Plan of Valley Park Estates, Tract 3041, and WHEREAS, the owner/developer of this project is Delbar Enterprises, Ltd., of Kingman, Arizona. The engineer responsible for plan preparation and drainage study is Robert Schuetz of Mohave Engineering Associates, Inc., of Kingman, Arizona, and WHEREAS, the proposed subdivision is located approximately 9.5 miles west of the j unction of Highways 93 and 68 and is approximately two miles south of Highway 68, This property is proposed to be accessed via Highway 68 to Estrella Road, then south to Redwall Drive, then east to the northeast corner of Redwall Drive and Carrizo Road, and WHEREAS, this project is vacant undeveloped land which is bordered on the north, east and west by undeveloped land and on the south by Golden Sage Ranchos, Unit #85. Redwall Drive will be paved to Estrella Road and will serve as the major arterial into this project's access points. Estrella Road is proposed to be developed via the Golden Valley Improvement District No.1, and WHEREAS, BOS Resolution No. 92-193 conditionally rezoned this parcel to R-l/13M (Single Family Residential/Thirteen Thousand Square Foot Minimum Lot Size) on June 1, 1992. An area plan amendment was approved for the 40-acre parcel, and RESOLUTION NO. 94-168 Page 2 . . . "- WHEREAS, the revised preliminary plan depiots 40 aores subdivided into 91 10ts ranging in size from 13,000 square feet to 18,900 square feet, providing an overall density of 2.3 lots per acre. Sewage disposal will be handled by individual septio systems. Water will be supplied by Golden Valley Improvement District No.1, electric power and telephone service by Citizens Utili ties Company, and fire proteotion by Golden Valley Fire Department. Solid waste will be transported by private carrier to Mohave County Landfill which is located approximately 16 miles away, and WHEREAS, Article III, Section 3.10, states, "Upon application to the Commission and prior to the expiration of the time limit, extensions in increments of one (1) year may be granted by the Board if the subdivider is actively processing the Final Plat. If suoh action is not taken then all proceedings relating to the plat shall be terminated.", and WHEREAS, in a letter received by Planning and Zoning on March 31, 1994, Mr. Al Haley, representing Delbar Enterprises, Ino., states: "The referenced preliminary plan was approved in April, 1992. It is hereby requested that the approval be extended for an additional one year. The following are the reasons for requesting the extension: "1. The paving of Estrella did not take place until July of 1993. "2. The 8" water line along Redwall in zone a of GVID #1 is not scheduled until later this year. 113. The eoonomic conditions subdivision are just now favorable. for developing a beginning to look "Thank you in advance for your co-operation.", and WHEREAS, the revised preliminary plan for this tract was approved by the Mohave County Board of Supervisors on May 4, 1992, via BOS Resolution No. 92-148. This will be the first Extension of Time for this project, and WHEREAS, at a publio hearing on May 11, 1994, the Mohave County Planning and Zoning Commission recommended APPROVAL of the requested Extension of Time subjeot to the following: PAGE 2 OF J eK 2417 PG 43 (FEE+94-J4592) , . . . . '. RESOLUTION NO. 94-168 Page 3 1. Compliance with all conditions of BOS Resolution No. 92-148 _ 2. This Extension of Time will be in effect until May 4, 1995. WHEREAS, the notice of hearing was published in the Kingman Daily Miner, a newspaper of general circulation, in Kingman, Mohave County, Arizona on May 22, 1994, as required by the Arizona Revised Statutes and the Mohave County Zoning Regulations. NOW THEREFORE BE IT RESOLVED, that the Board of Supervisors, at their regular meeting on Monday, June 6, 1994, APPROVED the Extension of Time for Valley Park Estates, Tract 4031, as recommended by the Mohave County Planning and Zoning Commission, subject to the conditions outlined herein.
