RANGE 22 WEST FOR THE ESTABLISHMENT OF AN OFF-PREMISE SIGN IN A C-ZH (GENERAL COMMERCIAL/HIGHWAY FRONTAGE) ZONE, IN THE SOUTH MOHAVE VALLEY AREA, MOHAVE COUNTY, ARIZONA. WHEREAS, at the regular meeting of the Mohave County Board of Supervisors held on May 2, 1994, a public hearing was conducted to determine whether approval should be granted for a Zoning Use Permit for the above described property to applicant Young Electric Sign Company of Riviera, Arizona, and WHEREAS, the property is located north and east of Highway 95 (Harbor Avenue), accessed from Highway 95 (Harbor Avenue) or of the Needles Bridge This corner lot is Vacation Drive, and WHEREAS, the surrounding land uses consist of residential homes, vacant land and commercial businesses along Highway 95 (Harbor Avenue), and WHEREAS, the site proposed for the off-premise sign is vacant, and WHEREAS, there are no other off-premise signs within 1000 feet of Lot 132, and there is an established commercial business located ZOO feet south of the site, and WHEREAS, the Mohave County Engineer has recommended an addi tional 17 feet of right-of-way be set aside either as a roadway dedication, a granted easement or, at a minimum, a setback for Harbor Avenue for the purpose of future widening and improvement of State Highway 95. In October of 1993 the property was rezoned from R-E (ReSidential-Recreation) to C-ZH (General Commercial Highway Frontage) by BOS Resolution No, 93-281. Condition number 3 of this resolution indicates a special setback of 17 feet for any building constructed on the site. It is also specific regarding a building and does not include structures, such as a fence. The Planning and Zoning Department does not consider an off-premise sign a building and would not require the 17-foot special setback, and WHEREAS, at the public hearing before the Planning and Zoning Commission on April 13, 1994, recommended APPROVAL for a Zoning Use Permit following: Mohave County the Commission subject to the ~ n'" . . The applicant comply with all applicable provisions of the Mohave County zoning Regulations. 2. That appropriate zoning, building, environmental and floodplain permits be obtained, 3. I f construction or use has not commenced wi thin one year of Board approval of the Zoning Use Permit or if the use has been discontinued for six months, then approval shall terminate at that date. 4. This Zoning Use Permit is subject to revocation upon 60 days notification by the Board of Supervisors if, in the opinion of the Commission and Board, the continued use of the property would be contrary to the publiC health, safety, and welfare, ~~ (<<>a '"-.,,,./ WHEREAS, the notice of hearing was published in the Kingman Daily Miner, a newspaper of general circulation in Kingman, Mohave County, Arizona, April 17, 1994, and posted April 15, 1994, as required by Arizona Revised Statutes and the Mohave County zoning Regulations. NOW THEREFORE BE IT RESOLVED, that the Board of Supervisors, at their regular meeting on Monday, May 2, 1994, APPROVED this Zoning Use Permit as recommended by the Mohave County Planning and zoning Commission and outlined herein.
