PME 1 OF 3 MOHAVE COUNTY BOARD OF SUPERVISORS RECORDING FEE 0.00 He RESOLUTION NO. 94-140 A RESOLUTION SETTING FORTH APPROVAL OF AN EXTENSION OF TIME FOR THE APPROVED PRELIMINARY SUBDIVISION PLAN OF NORTH RIDGE ESTATES II, TRACT 3044, BEING A PORTION OF THE NE~ SECTION 28, TOWNSHIP 21 NORTH, RANGE 16 WEST, LOCATED IN THE KINGMAN AREA, MORAVE COUNTY, ARIZONA. WHEREAS, at the regular meeting of the Mohave County Board of Supervisors held May 2, 1994, a public hearing was conducted to determine whether approval should be granted for an Extension of Time for the approved Preliminary Subdivision Plan of North Ridge Estates II, Tract 3044, and ."71>. (,iCe"; WHEREAS, the owner/developer of this project is Lee Bruno/ Jay Schritter of Kingman, Arizona. The engineer responsible for plan preparation and drainage study is Mohave Engineering Associates, Inc., of Kingman, Arizona, and ';.;;;,~,;.;.. WHEREAS, the proposed subdivision is located on Seneca Street one-eighth mile north of Hualapai Road, then one-half mile east on Cheyenne Avenue at the southeast boundary of the Kingman oity limits. Aooess is provided to this site from Hualapai Road via Seneca Street and Cheyenne Avenue, and WHEREAS, the preliminary subdivision plan aores divided into 64 lots having a minimum lot square feet and maximum of 78,000 square feet density of 1.20 lots per acre, and depicts 53.43 size of 20,000 for an overall WHEREAS, water will be supplied by City of Kingman, electric power and telephone service by Citizens Utilities Company, fire protection by City of Kingman, sewage disposal by individual septic systems and solid waste disposal by private oarrier, and WHEREAS, Article III, Section 3.10, states: "Upon application to the Commission and prior to the expiration of the time limit, extensions in increments of one ( 1 ) year may be granted by the Board if the subdivider is actively processing the Final Plat. Bruno, representing the owner/developer, states: "On May 4, 1992, the Mohave County Board of Supervisors adopted Resolution #92-156 which was preliminary approval of a subdivision plan for Northridge Estates II, Tract 3004. (P&Z Note: Incorrect, actual Tract No. is 3044). pursuant to the Mohave County Subdivision Ordinance, Section 3.9-2B, such approval is valid for a period of twenty-four months, and therefore, the above referenced resolution would expire on May 4, 1994. Section 3.9-2C allows the Commission and the Board of Supervisors to extend the approval in one year increments upon written application. please accept this letter as such written application for a one year extension. /f,_......... 1"""'\ \'.' . -:........,.Y~ "There has been nO change in condition of the subject property, no part of the original site has been sold, and the plans as filed still depict the property in the fashion the developers plan to complete the project, The lack of available financing for sUbdivision development has created an unanticipated delay in completing this project, We still feel that this subdivision plan is a viable project and would be an asset to Mohave County when completed, and continue to seek financing to accomplish this. However, until the present real estate and financing market rebounds, we have deemed it necessary to request an extension. "I would request that you place this matter on the Mohave County Planning and Zoning Commissions's agenda at the earliest opportunity, and in any event, nO later than a date that would ensure a hearing before the expiration of the present preliminary plan, for resolution extending the above-referenced preliminary approval for one year. I am enclosing herewith a check in the sum of $200.00 which represents your required fee for such extension request.", and WHEREAS, the Preliminary Plan was approved by the Board of Supervisors via Resolution No. 92-156 on May 4, 1992. This will be the first Extension of Time, and WHEREAS, at a public hearing on April 13, 1994, the Mohave County Planning and Zoning Commission recommended APPROVAL of the requested Extension of Time subject to the following conditions: 1. This Extension of Time will be in effect until May 4, 1995. WHEREAS, the notice of hearing was published in the Kingman Daily Miner, a newspaper of general circulation, in Kingman, Mohave County, Arizona on April 17, 1994, as required by the Arizona Revised Statutes and the Mohave County Zoning Regulations. NOW THEREFORE BE IT RESOLVED, that the Board of Supervisors, at their regular meeting on Monday, May 2, 1994, APPROVED the Extension of Time for North Ridge Estates II, Tract 3044, as recommended by the Mohave County Planning and Zoning Commission, subject to the conditions outlined herein.
