A RESOLUTION SETTING FORTH APPROVAL OF AN EXTENSION OF TIME FOR
THE APPROVED PRELIMINARY PLAN FOR CRYSTAL SPRINGS III, TRACT
3036, BEING A SUBDIVISION OF THE NE~ SECTION 2, TOWNSHIP 21
NORTH, RANGE 19 WEST, LOCATED IN THE GOLDEN VALLEY AREA, MOHAVE
COUNTY, ARIZONA.
WHEREAS, at the regular meeting of the Mohave County Board
of Supervisors held May 2, 1994, a public hearing was conducted
to determine whether approval should be granted for an Extension
of Time for the approved Preliminary Subdivision Plan of Crystal
Springs III, Tract 3036, and
WHEREAS, the owner/developer of this tract is K.N.S. Inc.,
an Arizona Corporation. The engineer responsible for the
preparation of the drainage report and design of this subdivision
is Mohave Engineering Associates Inc., Kingman, Arizona.
WHEREAS, this project is located approximately eight miles
west of the junction of Highways 93 and 68, approximately one
mile north of Highway 68 between Laguna and Milky Way Roads.
Access is from Highway 68 via Milky Way Road, and
WHEREAS, Crystal Spring's first phase was recorded on
February 4, 1988. Phase II was recorded on March 15, 1990, This
phase is north Of and adjacent to those tracts, and
WHEREAS, the submitted preliminary plan depicts 161 acres
subdivided into 423 lots. The minimum lot size is 11,400 square
feet and the maximum lot size is 28,000 square feet, for a
density of 2.62 units per acre, and
WHEREAS, Article 3.10-1 states "Upon application to the
Commission and prior to the expiration of the time limit,
extensions in increments of one (1) year may be granted by the
Board if the SUbdivider is actively processing the final plat.
If such action is not taken then all proceedings relating to the
plat shall be terminated", and
WHEREAS, in a letter dated February 14, 1994, Mr, Edward R.
Bruce, representing K.N.S. Inc., the owner/developer, states:
"We are requesting the Extension of Time because of the economic
conditions in 1993.

"We have the Preliminary Plan approved, and the perk test on
all 423 lots approved.
"We expect in 1994 to actively process the final plat.", and
WHEREAS, the revised preliminary plan for this tract was
approved by the Mohave County Board of Supervisors on January 7,
1991, via Resolution No. 91-22. The first Extension of Time was
granted via Resolution No. 93-132 on May 3, 1993: this will be
the second Extension of Time, and
WHEREAS, at a public hearing on April 13, 1994, the Mohave
County Planning and Zoning Commission recommended APPROVAL of the
requested Extension of Time subject to the following conditions:
1. Compliance with all conditions of BOS Resolution No.
91-22.
2. This Extension of Time will be in effect until January
7, 1995.

WHEREAS, the notice of hearing was published in the Kingman
Daily Miner, a newspaper of general circulation, in Kingman,
Mohave County, Arizona on April 17, 1994, as required by the
Arizona Revised Statutes and the Mohave County zoning
Regulations.
NOW THEREFORE BE IT RESOLVED, that the Board of Supervisors,
at their regular meeting on Monday, May 2, 1994, APPROVED the
Extension of Time for Crystal Springs III, Tract 3036, as
recommended by the Mohave County Planning and Zoning Commission,
subject to the conditions outlined herein.
