A RESOLUTION SETTING FORTH APPROVAL OF AN EXTENSION OF TIME FOR
THE APPROVED PRELIMINARY SUBDIVISION PLAN FOR VISTA LAGUNA
COUNTRY CLUB ESTATES, TRACT 3038, BEING A SUBDIVISION OF SECTION
20, TOWNSHIP 14 NORTH, RANGE 20 WEST, AND A PORTION OF THE
SOUTHWEST QUARTER OF SECTION 21, TOWNSHIP 14 NORTH, RANGE 20
WEST, LOCATED IN THE LAKE RAVASU CITY AREA, MORAVE COUNTY,
ARIZONA.
WHEREAS, at the regular meeting of the Mohave County Board
of Supervisors held May 2, 1994, a public hearing was conducted
to determine whether approval should be granted for an Extension
of Time for the approved Preliminary Subdivision plan of Vista
Laguna Country Club Estates, Tract 3038, and
WHEREAS, the owner/developer of this tract is Vista Laguna
Investment, a limited partnership in Los Angeles, California.
The engineer responsible for the preparation of the drainage
report and design of this subdivision was Stovall Engineers Inc.,
Bullhead City, Arizona, and
WHEREAS, the developer has recently changed engineering
firms and will be represented in the future by Danh C. Ho, P,E.,
of Southwest Civil Engineering, Inc., of Lake Havasu City,
Arizona, and
WHEREAS, the proposed site is located just outside the north
boundary of Lake Havasu City and west of London Bridge Road.
Access to the site is via Highway 95 south to Chenoweth, then
west approximately one mile, then south on London Bridge Road
approximately one mile to the proposed Windsor Way, and
WHEREAS, the developer is proposing development of a 290-
acre site divided into seven parcels, 297 single-family
residential lots and one commercial lot. The proposed zoning is
SD/RO, C-2 and C-RE. Proposed land uses include an lS-hole golf
course, driving and putting range, recreation/restaurant/ club
house, visitors center, motel, R-V storage, multi-family
dwellings, open space and a wastewater treatment facility,
Multi-family dwelling type will be townhomes comprising 895
dwelling units, and

WHEREAS, representatives of Southwest Civil Engineering have
indicated that they are in the process of drafting a Revised
Preliminary Plan which will address some of the problems created
by the original design. Revisions will include relocating the
wastewater treatment plant from the flood plain, providing a
second access to the subdivision, and decreasing the overall
density by dividing the proposed motel site and some of the
proposed multi-family lots into single family residential lots,
and
WHEREAS, should the applicant substantially revise the
approved subdivision, the revised preliminary plan and the zoning
plan for this project will need to be resubmitted to the Planning
Commission and Board of Supervisors for review and approval, and
WHEREAS, Article 3.10-1 states "Upon application to the
Commission and prior to the expiration of the time limit,
extensions in increments of one (1) year may be granted by the
Board if the subdivider is actively processing the final plat.
If such action is not taken then all proceedings relating to the
plat shall be terminated", and

WHEREAS, in a letter dated February 24, 1994, Danh C, Ho,
P. E., Southwest Ci viI Engineering, speaking on behal f of the
owner/developer, states: "Southwest Civil Engineering, Inc. on
behalf of the owner of said project, Mr. B.K. Cho (Agent, Cliff
Whi tehead) , do hereby request an extension for the approval of
the subdivision plan.
"Due to unforeseen changes in the interest rates and the
funding of this development, the length of the escrOw and
the subsequent financing for this project has taken longer
than anticipated. The owner of the property expects the
project financing to be in place within the next two weeks,
which means the site development plans will be prepared and
submitted to the County in accordance with conditions of
approval,
"I have enclosed copies of letters that the Supervisor of
District III and the Director of P&Z wrote regarding the
status and approval of this project.", and
WHEREAS, the preliminary plan for this tract was approved by
the MOhave County Board of Supervisors on April 15, 1991, via BOS
Resolution No. 91-92. The first Extension of Time was granted
via BOS Resolution No. 93-77 on April 5, 1993. This will be the
second Extension of Time, and

WHEREAS, at a public hearing on April 13, 1994, the Mohave
County Planning and Zoning Commission recommended APPROVAL of the
requested Extension of Time subject to the following conditions:
1. Compliance with all conditions of BOS Resolution No.
91-92.
2. This Extension of Time will be in effect until April
15, 1995.
WHEREAS, notice of hearing was published in the Kingman
Daily Miner, a newspaper of general circulation, in Kingman,
Mohave County, Arizona on April 17, 1994, as required by the
Arizona Revised Statutes and the Mohave County Zoning
Regulations.
NOW THEREFORE BE IT RESOLVED, that the Board of Supervisors,
at their regular meeting on Monday, May 2, 1994, APPROVED the
Extension of Time for Vista Laguna Country Club Estates, Tract
3038, as recommended by the Mohave County Planning and Zoning
Commission, subject to the conditions outlined herein.
