A RESOLUTION SETTING FORTH APPROVAL OF
THE APPROVED PRELIMINARY SUBDIVISION
4109. BEING A PORTION OF THE W~ OF THE
19 NORTH. RANGE 22 WEST, LOCATED IN THE
MOHAVE COUNTY, ARIZONA.
AN EXTENSION OF TIME FOR
PLAN OF CHARISMA, TRACT
SE~, SECTION 25, TOWNSHIP
SOUTH MOHAVE VALLEY AREA,
WHEREAS, at the regular meeting of the Mohave County Board
of Supervisors held April 4, 1994, a public hearing was conducted
to determine whether approval should be granted for an Extension
of Time for the approved Preliminary Subdivision Plan of
Charisma, Tract 4l09, and
WHEREAS, the owner/developer of this tract is Lefco
Diversified of Murrieta. California. The engineer responsible
for the preparation of the drainage report and design of this
subdivision is Holland West. Inc.. Bullhead City. Arizona. and
WHEREAS, the proposed subdivision is in the Fort Mohave area
approximately two miles east of SR 95 on the north ~ide of Joy
Lane, and
WHEREAS, water will be supplied by Bermuda Water Company,
electric power by Mohave Electric 'Cooperative, and telephone
service by Ci tizens Utili ties Company. The developer has
entered into a contract with the Fort Mohave Tribal Utility
Authority for sewage disposal. Fort Mohave Mesa Fire Department
will be providing fire protection for this project. and private
carrier will be providing the solid waste (garbage) disposal to
Mohave Valley Landfill, and
WHEREAS, the preliminary plan proposes a single family
residential development with a typical lot size of 7,200 square
feet. The majority of the project will consist of site-built
housing. with some mult-family development at 20 units per acre
and a small neighborhood commercial parcel, and
WHEREAS, Article 3.l0-l states; "Upon application to the
Commission and prior to the expiration of the time limit,
extensions in increments of one (1) year may be granted by the
Board if the subdivider is actively processing the Final Plat.
If such action is not taken then all proceedings relating to the
plat shall be terminated", and

WHEREAS, in a letter da ted January 11, 1994, received by
Planning and Zoning on January 12, 1994, Holland West, Inc., on
behalf of Mr. Phillip See, ownerldeveloper, states: "On December
7, 1992, the Mohave County Board of Supervisors approved the
first Extension of Time for the above captioned Preliminary
Subdivision Plan.
"Unfortunately the time extension for the preliminary plan
expired on Charisma without being detected until recently.
Mr. Phillip See, owner of Charisma, asked that Holland West,
Inc., submit a request for an Extension of Time on the plan,
He informed HOlland West, Inc., of his intentions to move
forward on the project and mentioned that extreme economic
factors plaguing the entire area had caused the proj ect to
become dormant for a period.
"At this time, Mr. Phillip See would like to respectfully
request a second Extension of Time on the approved
Preliminary Plan for the Charisma, Tract 4109. Enclosed is
check #l4521 in the amount of $300.00 which should cover .the
cost of the second Extension of Time and bring the plan
current with an expiration date of July 2, 1994.
"Thank you for your understanding, cooperation and attention
to this matter," and
WHEREAS, the preliminary plan for this tract was approved by
the Mohave County Board of Supervisors on July 2, 1990, via BOS
Resolution No. 90-169. The first Extension of Time was granted
on November 2, 1992, via Resolution No. 92-385. This will be the
second Extension of Time, and
WHEREAS, at a public hearing on March 16, 1994, the Mohave County
Planning and Zoning Commission recommended Approval of the
requested Extension of Time subject to the following:
l. Compliance with BOS Resolution No. 90-169.
2. This Extension of Time will be in effect until July 2,
1994.
WHEREAS, the notice of hearing was published in the Kingman
Daily Miner, a newspaper of general circulation, in Kingman,
Mohave County, Arizona on March 20, 1994, as required by the
Arizona Revised Statutes and the Mohave County Zoning
Regulations.

NOW THEREFORE BE IT RESOLVED, that the Board of Supervisors,
at their regular meeting on Monday, April 4, 1994, APPROVED the
Extension of Time for Charisma, Tract 4l09, as recommended by the
Mohave County Planning and Zoning Commission, subject to the
conditions outlined herein.
