RESOLUTION NO. 94-232
A RESOLUTION SETTING FORTH A SPECIFIC USE PERMIT FOR THE
ESTABLISHMENT OF A FINISHED PAPER PRODUCT MANUFACTURING FACILITY
ON A PORTION OF SECTION 13 LYING WEST OF I-40, SECTION 13,
TOWNSHIP 17 NORTH, RANGE 18 WEST, IN A PROPOSED M-X (HEAVY
MANUFACTURING) ZONE IN THE YUCCA PORTION OF THE MOHAVE COUNTY
GENERAL AREA, MOHAVE COUNTY, ARIZONA.
WHEREAS, at the regular meeting of the Mohave County Board
of Supervisors held on July 5, 1994, a public hearing was
conducted to determine whether approval should be granted for a
Specific Use Permit for the above property to representative Don
Van Brunt of the Mohave County Economic Development Authority,
Kingman, Arizona, and
WHEREAS, the site is located south of the YUCCa Townsite
between Interstate 40 and the Atchison, Topeka and Santa Fe
Railroad right-of-way. The site is accessed from Interstate 40
via the Alamo Road exit, then west to the property, and
WHEREAS, the surrounding land uses
vacant land. Residential homes and a few
are located north of the Yucca Townsite.

The site proposed for
WHEREAS, the site for the plant includes an existing
industrial park subdivision (Cal-Ari Industrial Park, Tract 1094)
and an SO-acre parcel. Cal-Ari Industrial Park is being proposed
for abandonment and the resulting acreage will be combined with
the adjaccint 80 acres to create one large parcel, and
WHEREAS, the developer is proposing a finished paper plant
on the site which will include a number of manufacturing
buildings, a shipping building, a possible office and outdoor
water evaporation ponds. There will also be a shipping
department on site, and
WHEREAS, the facility will be constructed in three phases.
The first phase will use finished paper that will be shipped to
the site and turned into a saleable paper product, such as paper
towels and toilet tissue. The second phase will use finished
pulp that will be shipped to the site and manufactured into a
finished paper product. That product will then be transferred to
Phase I for completion. Phase III will involve the same process
as Phase II, but is not part of this permit, and

WHEREAS, the proposed paper plant will cover most of the
site. Portions of the site not being utilized by the paper plant
will be available for future utility facilities and other private
enterprises, and
WHEREAS, the first phase of the project will employ 80 to 90
people. Phases II and III will each employ approximately 120
people with a total of 330 employees upon complete build-out, and
WHEREAS, upon completion, Phase I will require approximately
nine incoming rail cars and approximately 40 outgoing trucks
daily, and
WHEREAS, the developer has indicated that an ADEQ permit
will not be required for the operations proposed under this
permi t. All dyes and chemicals used during the manufacturing
process will be stored in rail tanks and transported off-site for
disposal. Water which has been used during manufacturing will be
stored in an on-site evaporation pond, and
WHEREAS, the developer of the plant proposes to begin
construction of the site upon Board of Supervisors approval and
anticipates operation in 1995, and
WHEREAS, review of Floodplain Map #040058-2675B indicates
this parcel to be in Zones A and C. The portion in Zone A is an
area of 100-year flood, base flood elevations and flood hazard
factors not determined. The remainder of the parcel is in Zone
C, an area of minimal flooding. This parcel requires a
Floodplain Use Permit for any development, and
WHEREAS, at the public hearing before the Mohave County
Planning and zoning Commission on June 8, 1994, the Commission
recommended APPROVAL for a Specific Use Permit subject to the
following:

1. That the specific use permit be for the establishment
of a finished paper product manufacturing facility.
Any change of use will require a new specific use
permit.
2. That appropriate zoning, building, environmental and
floodplain permits be obtained. No zoning or building
permits are to be issued prior to obtaining necessary
permits from federal, state and county agencies.
3. That the frontage road on the east side of Interstate
40 be the designated truck route for additional truck
traffic generated by the plant.

4. The applicant comply with all applicable provisions of
the Mohave County Zoning Regulations and Section 27.P
(Si te Plan Requirements). The applicant must also
include a drainage report. The site plan must indicate
how the drainage will be handled.
5. Approval of the Specific Use permi t wi th such
conditions and restrictions as the Board of Supervisors
may impose shall be valid for two years, in which time
construction on the project shall commence or the use
authorized shall be initiated. Prior to expiration of
the approval the developer may request an Extension of
Time from the Commission to initiate the project, and
the Commission shall recommend to the Board an action
based upon a finding of substantial grounds to grant an
Extension of Time up to one year.
MOHAVE COUNTY BOARD OF SUPERVISORS
WHEREAS, the notice of hearing was published in the Kingman
Daily Miner, a newspaper of general circulation in Kingman,
Mohave County, Arizona, June 19, 1994, and posted June 20, 1994,
as required by Arizona Revised Statutes and the Mohave County
Zoning Regulations.
NOW THEREFORE BE IT RESOLVED, that the Board of Supervisors,
at their regular meeting on Tuesday, July 5, 1994, APPROVED this
Specific Use Permit as recommended by the Mohave County Planning
and Zoning Commission and outlined herein.
