RESOLUTION NO. 94-203
A RESOLUTION SETTING FORTH APPROVAL OF AN EXTENSION OF TIME FOR
THE APPROVED PRELIMINARY PLAN OF TOPOCK SPRINGS ESTATES, TRACT
4125, BEING A PORTION OF THE NW\ OF SECTION 23, TOWNSHIP 16
NORTH, RANGE 21 WEST, LOCATED IN THE SOUTH MORAVE VALLEY AREA,
MOHAVE COUNTY, ARIZONA.
WHEREAS, at the regular meeting of the Mohave County Board
of Supervisors held September 6, 1994, a public hearing was
conducted to determine whether approval should be granted for an
Extension of Time for the' approved Preliminary Subdivision Plan
of Topock Springs Estates, Tract 4125, and
WHEREAS, the owner/subdivider of this tract is the Jordan
Family Trust, Phoenix, Arizona. The engineer of record on this
project is A-N West, Inc., Phoenix, Arizona, and
WHEREAS, the proposed subdivision is located in the Golden
Shores area along the west side of Highway 95, approximately one
mile south of Marina Drive and the junction of the Oatman-Topock
Highway, and
WHEREAS, two access points to this project would be
provided: 1) Pecos Drive, which intersects SR 95 along the
northern boundary of this property, and 2) Topock Springs Drive,
which intersects SR 95 approximately 450 feet north of the
southern boundary of the property. State Highway 95 runs along
the eastern boundary, and
WHEREAS, this project consists of approximately 82 acres
divided into six parcels which include a travel trailer park,
mul ti-family and commerCial land uses. The developer proposes
several linear parks as .greenbelt areas for open spaces and
recreation. These open spaces will be maintained by a homeowners
association, and
WHEREAS, Article III, Seotion 3.10, states, "Upon
application to the Commission and prior to the expiration of the
time limit, extensions in increments of one (1) year may be
granted by the Board if the subdivider is actively processing the
Final Plat. If such action is not taken then all proceedings
relating to the plat shall be terminated," and

WHEREAS, in a letter dated April 12, 1994, Mr. Glenn
Schearer, speaking for the Jordan Family, cites economic
conditions as justification for the Extension of Time, and
WHEREAS, the Preliminary Plan for this tract was approved by
the Mohave County Board of Supervisors on April 2, 1991, via BOS
ReSOlution No. 91-93. BOS Resolution No. 93-118 approved the
first Extension of Time on May 3, 1993. This will be the second
ExtenSion of Time, and
WHEREAS, at a public hearing on June 8, 1994, the Mohave
County Planning and zoning Commission recommended APPROVAL of the
requested Extension of Time subject to the following:
1. Compliance with all conditions as stated in BOS
Resolution No. 91-93.
2. This Extension of Time will be in effect until April 1,
1995.
WHEREAS, the notice of hearing was published in the Kingman
Daily Miner, a newspaper of general circulation, in Kingman,
Mohave County, Arizona on August 21, 1994, as required by the
Arizona Revised Statutes and the Mohave County Zoning
Regulations.
NOW THEREFORE BE IT RESOLVED, that the Board of Supervisors,
at their regular meeting on Tuesday, September 6, 1994, APPROVED
the Extension of Time for Topock Springs Estates, Tract 4125, as
recommended by the Mohave County Planning and Zoning Commission,
subject to the conditions outlined herein.
