FROM A-R/36A (AGRICULTURAL-RESIDENTIAL/THIRTY-SIX ACRE MINIMUM LOT SIZE) ZONE TO M-X (HEAVY MANUFACTURING) ZONE IN THE MOHAVE COUNTY GENERAL AREA, MOHAVE COUNTY, ARIZONA. WHEREAS, at the regular meeting of the MOhave County Board of Supervisors held on October 4, 1994, a public hearing was conducted to determine whether approval should be granted for a Rezone for the above described property to John and Marcia Nelssen of Kingman, . Arizona, and WHEREAS, the property is located south of 1-40 and east of Arizona Highway 93, approximately seven miles south of the 1~40/Hwy. 93 interchange. The site is accessed directly from Highway 93, and WHEREAS, the surrounding land use consists of vacant land, The area is primarily used for ranching, and WHEREAS, the two-acre site proposed for rezoning is part of an 80~acre parcel. There is a home and workshop on the parcel, with the two-acre parcel proposed for M zoning vacant, and WHEREAS, the property drops off to the east away from Highway 93. The proposed building will most likely not be visible from Highway 93 due to the slope of the terrain and the distance from the highway, and WHEREAS, the owner proposes to use the site for a meat processing plant. The owner proposes to construct a building approximately 30x30 for the processing operation, and WHEREAS, the owner has indicated that the processing plant will be used primarily for personal use. They intend to process 5 to 10 animals per year. State regulations permit a maximum of 45 meat animals to be processed per year, and WHEREAS, review of Floodplain Map #040058-25508 indicates this parcel to be in Zone A, an area of 100-year flood, base flood elevations and flood hazard factors not determined. This parcel requires a Floodplain Use Permit for any development, and ~ . . RESOLUTION NO. 94-355 Page 2 PAGE :z OF 3 8K 2~74 PG 226 (FEE;94-~9200) WHEREAS, at the public hearing before the Mohave County Planning and Zoning Commission on September 14, 1994, the Commission recommended APPROVAL for a Rezone subject to the following: 1. The parcel be zoned M-X/2A (Heavy Manufacturing/Two Acre Minimum Lot Size). 2. The boundaries of the site to be zoned M-X to be designated as per Exhibit A. 3. All uses will require a Specific Use Permit. 4. That appropriate zoning, building, floodplain permits be obtained. 5. The applicant comply with all applioable provisions of the Mohave County Zoning Regulations and Section 27.P (Site Plan Requitements) prior to the opening for business. environmental and 6. The Rezone shall not become effective until 30 days after final approval of the change in classification by the Board of Supervisors, as per ARS 11-829E, and all conditions of the Rezone have been satisfied. WHEREAS, the notice of hearing was published in the Kingman Daily Miner, a newspaper of general circulation in Kingman, Mohave County, Arizona, September 18, 1994, and posted September 16, 1994, as required by Arizona Revised Statutes and the Mohave County Zoning Regulations. NOW THEREFORE BE IT RESOLVED, that the Board of Supervisors, at their regular meeting on Tuesday, OctOber 4, 1994, APPROVED this Rezone as recommended by the Mohave County Planning and Zoning Commission and outlined herein.
