A RESOLUTION SETTING FORTH A REZONE OF A PORTION OF THE NW~, NE~ OF
SECTION 8, SOUTH OF INTERSTATE 15, TOWNSHIP 40 NORTH, RANGE 15 WEST
FROM A-R (AGRICULTURAL-RESIDENTIAL) TO C-MO (COMMERCIAL-MANUFACTURING/
OPEN LOT STORAGE) AND M (GENERAL MANUFACTURING) LOCATED IN THE ARIZONA
STRIP AREA, MOHAVE COUNTY, ARIZONA.
WHEREAS, at the regular meeting of the Mohave County Board of
Supervisors held on October 4, 1994, a public hearing was conducted to
determine whether approval should be granted for a Rezone for the
above described property to Danny Olson of St. George, Utah, and
WHEREAS, the land is located south of 1-15 and west of the 1-15/
Littlefield interchange. The property is accessed from 1-15 via the

between 1-15 and Highway 91, and

WHEREAS, the applicant is proposing a truck stop on the site.
The truck stop will include a convenience store, laundry, showers,
restaurants, hotel, truck wash, and tire and lube shop. All sewage
will be handled by an on-site sewage treatment plant, and
WHEREAS, a meeting was held with the local residents in the
Li ttlefield area on August 26, 1994, to discuss the proposed truck
stop. A number of concerns were voiced by the residents, including
noise, traffic and drainage. The applicant indicated that he would
work to get signage in the area to limit engine ("jake") brakes and
proposed buffering on the site to reduce noise. The applicant
commi tted to having the roadway surface widened along Highway 91 to
improve traffic circulation. The major issue voiced by the citizens
was drainage. The applicant noted that the site will be engineered to
sol ve any drainage problems. The drainage will also be directed
toward the southwestern portion of the site, reducing the impact on
the Littlefield area, and
WHEREAS, review of Floodplain Map #040058-0025B indicates this
parcel is located in Zone C, an area of minimal flooding, and
WHEREAS, at the public hearing before the Mohave County Planning
and Zoning Commission on September 14, 1994, the Commission
recommended APPROVAL for a Rezone subject to the following:

3. The parcel zoned "M" is to be used for an on-site treatment
facili ty in connection with the C-MO zoned parcel. The M
zoned parcel will require a Specific Use Permit.
4. A drainage report must be approved by the Mohave County
Engineer prior to business operation. Primary drainage
flows shall be directed toward the southwest portion of the
site.
5. The Highway 91 roadway surface is to be widened from the 1-
40 interhange to the western boundary of the truck stop
property. The roadway and access/turn lanes are to meet
county standards as approved by the Mohave County Engineer.
6. The applicant comply with all applicable provisions of the
Mohave County Zoning Regulations and compliance with Section
27. P (Si te Plan Requi tements) prior to the opening for
business.
7. The Rezone shall not become effective until 30 days after
final approval of the change in claSSification by the Board
of Supervisors, as per ARS 11-829E, and all conditions of
the Rezone have been satisfied.
8. If these conditions are not met within one year this
approval will expire. If at the expiration of this period
the property has not been improved to meet the use for which
it was conditionally approved, the Board (after notification
by registered mail to the owner and applicant who requested
the rezoning) shall SChedule a public hearing to grant an
extension, determine compliance with the schedule for
development, or cause the property to revert to its former
zoning classification. This action is in accordance with
Arizona Revised Statutes Annotated, Title 11, Chapter 6, 11-
832.
WHEREAS, the notice of hearing was published in the Kingman Daily
Miner, a newspaper of general circulation in Kingman, Mohave County,
Arizona, September 18, 1994, and posted September 16, 1994, as
required by. Arizona Revised Statutes and the Mohave County Zoning
Regulations.

NOW THEREFORE BE IT RESOLVED, that the Board of Supervisors, at
their regular meeting on Tuesday, October 4, 1994, APPROVED this
Rezone as recommended by the Mohave County Planning and Zoning
Commission and outlined herein.
