PAGE 1 OF 3 MOHAVE CDUNTY 80ARD DF SUPERVISORS RECORDIKG FEE 0.00 Ht '"-' RESOLUTION NO. 94-323 A RESOLUTION SETTING FORTH ACCEPTANCE OF ALL IMPROVEMENTS AND ~~PROVAL OF THE AS-BUILT PLANS FOR DESERT SPRINGS RANCHOS, TRACT 3029, A SUBDIVISION OF A PORTION OF THE NW\, SW\ AND A PORTION OF THE SW\, NW\ SECTION 3, TOWNSHIP 40 NORTH, RANGE 15 WEST, LOCATED IN THE ARIZONA STRIP AREA, MOHAVE COUNTY, ARIZONA. WHEREAS, at the regular meeting of the Mohave County Board of Supervisors held October 4, 1994, a public hearing was conducted to determine the acceptance of all improvements and approval of as-built plans for Desert Springs Ranchos, Tract 3029, and WHEREAS, the owners/subdividers of this property are Clayton and Sharon Bell of Desert Springs, Arizona. The engineer responsible for the preparation of the drainage report and design of this subdivision is Ron Whitehead, P.E., Bush and Gudgell, Inc., St. George, Utah, and WHEREAS, this subdivision is located approximately one-half mile northeast of Littlefield on Interstate 15. From Interstate 15, access is via the south frontage road (a county road), then southeast on proposed Desert Springs Road, which is the access for this subdivision, and WHEREAS, the Preliminary Plan depicts approximately 32 subdivided into 21 single family residential lots. Three of lots are two acres; the remaining lots are one acre. The zoning R (Agricultural-Residential), and acres these is A- WHEREAS, the water will be supplied by individual wells. Electric power is furnished by Dixie Escalante R.E.A., and telephone service has been provided to each lot by Rio Virgin Telephone Company, and WHEREAS, the Preliminary Plan for this project was approved May 1, 1991, via BOS ResOlution No. 91-115, and WHEREAS, the Final Plat and all required documentation for Desert Springs Ranchos, Tract 3029, has been reviewed by staff. Acceptance of the improvements and approval of the as-built plans will allow the recordation of this phase of development as soon as ADEQ approval is received, and - ~ . . RESOLUTION NO. 94-323 Page 2 PAGE "2 OF 3 BK 2~74 PG 150 {rEE'94-~~173) WHEREAS, at a public hearing on September 14, 1994, the Mohave County Planning and zoning Commission recommended acceptance of the improvements and approval of the as-built plans based upon the following: The Mohave county Engineer, Harold J. Ganyo, P.E., in a letter dated August 24, 1994, states: "All improvements have been completed by the developer, and as-buil t plans and reports have been submitted. The streets have been inspected and substantially conform to the plans, specifications, and County Standards. "One possible exception to. this is :in meet:ing the requirements of Standard Spec:ification No. 161C which states the native material used to construct the street surface base course shall be reasonably free of oversized rocks larger than three inches :in diameter. In:it:ial soil samples taken from the job s:ite by Kleinfelder, Inc., geotechn:ical consul tants, indicated a 3% oversiz:ing which they v:iew as reasonable. Reports based on the inspect:ion and compaction tests of the constructed streets by SMA Engineering Consultants states the material meets the requirements. The certif:ication on the as-built plans by the Engineer of Record states the improvements are in compliance. "Dur:ing the f:inal inspection, random areas were chosen and the exposed surface rocks over three inches were then measured within 25 square foot areas. The average amount of oversized rock was calculated to be 4.4% of the area. The oversized rocks were predom:inately four inches :in size." Mr. Ganyo's recommendations: "I would recommend the Commission give due cons:ideration to the general area, the area being developed, the low traffic volume that w:ill occur, the pos:itions taken by the Engineer of Record and the material test consultants, the relat:ive size of the oversize, and find that 3-4% oversized mater:ial is reasonable." WHEREAS, the not:ice of hear:ing was published :in the Kingman Da:ily Miner, a newspaper of general circulation, in Kingman, Mohave County, Ar:izona on September 18, 1994, as required by the Arizona Revised Statutes and the Mohave County Zoning Regulations. ~ . . RESOLUTION NO. 94-323 page 3 PAGE J OF 3 UK 2~7~ PG 151 (FEE~9~-59173) NOW THEREFORE BE IT RESOLVED, that the Board of Supervisors, at their regular meeting on Tuesday, October 4, 1994, accepted the improvements and approved the as-built plans for Desert Springs Ranchos, Tract 3029, as recommended by the Mohave County Planning and Zoning Commission, subject to the conditions outlined herein.
