MICROALMEO RESOLUTION NO. 94-320 A RESOLUTION SETTING FORTH A ~~ZONE OF THE WEST 290 FEET OF LOT 32, BLOCK A, FORT MOHAVE MESA RANCHOS, SECTION 26, TOWNSHIP 19 NORTH, RANGE 22 WEST, FROM A-R (AGRICULTURAL-RESIDENTIAL) TO R-M (MULTIPLE-FAMILY RESIDENTIAL) IN THE SOUTH MOHAVE VALLEY AREA, MOHAVE COUNTY, ARIZONA. WHEREAS, at the special meeting of the Mohave County Board of Supervisors held on September 19, 1994, a public hearing was conducted to determine whether approval should be granted for a rezone for the above described property to Andrew Banks of Bullhead City, Arizona, and WHEREAS, the land is located east of Highway 95 and north of Joy Lane. The property is accessed from Highway 95 via Joy Lane, then east to the site, and WHEREAS, the land adjacent to the site consists of vacant land to the north, residential homes to the east and west, and a church to the south. Other land uses in the area consist of an elementary school to the southeast, a child day care center to the east, and a commercial plant nursery and mobile home park to the west along Joy Lane, and WHEREAS, the area proposed for rezoning consists of two one- aCre parcels, each with a single family residence. The owner is proposing to build 4-plexes on the property, and WHEREAS, the land uses in this area are increasingly becoming urban, with new high density residential subdivisions, RV parks, schools, and commercial businesses. Many of the large acre parcels have been split. There have been many requests from local residents to permit splits of greater density, and WHEREAS, the proposed Draft Mohave County General Plan indicates the property to be in an Urban Development Area, and WHEREAS, this item was heard before the Planning and Zoning Commission at the July 13, 1994, meeting. The Planning and Zoning staff recommended approval for this rezone, with the Commission also recommending approval based on staff's recommendation, and L The parcels be zoned R-M/IA (Multiple Residential/One Acre Minimum Lot Size). RESOLUTION NO. 94-320 Page 2 WHEREAS, in reviewing the South Mohave Valley Area Plan staff discovered that the land proposed for Multiple Family Residential is designated as LOW Density Residential in the area plan, and WHEREAS, at the August 8, 1994, Board of Supervisors meeting the item was referred back to the Commission for further review, and WHEREAS, review of Floodplain Map #040058-2445C indicates this parcel to be in Zone A, an area of lOa-year flood, base flood elevations and flood hazard factors not determined. This parcel requires a Floodplain Use Permit for any development, and WHEREAS, the Planning and recommended denial of the proposed Mohave Valley Area Plan indicates the Multiple Family zoning as Low Density Zoning staff originally rezone because the South proposed site requested for Residential. WHEREAS, the notice of hearing was published in the Kingman Daily Miner, a newspaper. of general circulation in Kingman, Mohave County, Arizona, September 4, 1994, and posted September 2, 1994, as required by Arizona Revised Statutes and the Mohave County Zoning Regulations. NOW THEREFORE BE IT RESOLVED, that the Board of supervisors, at their special meeting on Monday, September 19, 1994, APPROVED this rezone as recommended by the Mohave County Planning and Zoning Commission and outlined herein.
