10) PURPOSE: It is the goal of the Department to provide continued work related training
and education and to promote qualified employees to positions in the
department when the individual has met the minimum requirements.
11) POLICY: To provide a means of assistance to Public Works employees in obtaining
job related training and education in an effort to keep up with new and
changing technologies.
12) PROCEDURE: Employees who consider advancement in the Department may request
training or educational assistance through their Training Coordinator or
Division Manager. This assistance may include sharing costs for education
and training through accredited institutions. Employees who request
training or educational assistance must demonstrate the relationship in
their career path as well as the benefits to the Department.
For employees to be eligible for educational assistance they must be a
regular, full-time employee and not have less than six (6) months
continuous service. All performance reviews received by the employee
must be at a level of standard or above.
Employees who request financial assistance for job related education must
complete the Application For Educational Assistance form and submit it to
their immediate supervisor for approval prior to scheduling or attending
classes. Typically, at the successful completion of the course, the
employee is reimbursed 50% of the reimbursable charges.
Mohave County Administrative Procedure #P-89-02 provides additional
guidance for educational assistance programs. Mohave County Merit
System Rule 802,A,3 states "An employee who separates, employment
with Mohave County within six (6) months of receipt of educational
reimbursement will return 50% of monies received for the course or will
arrange with the Department to have that amount withheld from the final
paycheck."

Employees who request training specific to their job or career path must
submit in writing a detailed explanation of how the training relates to their
duties on the training request form (attached). If approved, Mohave County
will pay for all enrollment fees and travel related expenses associated with
the training. If the training provides for certification (s), and if the employee
fails to receive the certification (s), the employee may not be considered for
any future training or educational assistance.
Public Works also provides workshops structured specifically to a variety
of functions performed by the Department. Instructors for these workshops
are selected from the Public Works Department workforce. The Public
Works Director or his/her designee will determine which employees are
qualified to instruct these workshops based on their level of knowledge
and experience pertaining to the subject. A Training Committee which
consists of a representative from each division of Public Works will meet
regularly to coordinate and schedule workshops to meet the needs of the
Department. Members of the Training Committee are selected by and
serve as an advisory qroup to the Public Works Traininq Coordinator.
