Approve the reappointments to the Mohave/La Paz Workforce Development Board: Lisa Brownfield (F.K.A. Lisa A. Black), The GEO Group -Education Manager to a four-year term (Private Business Sector); and Tami A. Ursenbach, Economic Development Director for Mohave County and Gary L. Kellogg, City of Kingman -Director Planning & Economic Development to a four-year term (Governmental, Economic and Development Sector); as recommended by the Workforce Development Board on April 22, 2021. - Community Services 17. Accept the resignation of Mohave/La Paz Workforce Development Board (WDB): Dr. Stacy Klippenstein, President at Mohave Community College, and approve Dr. Kirk Lacy, Dean of Workforce and Regional Partnership Development to replace Dr. Stacy Klippenstein (Higher Education) on the Mohave/La Paz Workforce Development Board (WDB); and approve new appointment of John Bennett, Senior Project Manager, Big Industrial, LLC, to a two-year term (Business Sector) as recommended by the Workforce Development Board on April 22, 2021. - Community Services 18. Approve the Memorandum of Understanding (MOU) regarding conflict of interest between the Mohave County Community Services Department and the Mohave/La Paz Workforce Development Board (WDB), and authorize the Chairman of the Mohave County Board of Supervisors to sign the MOU. - Community Services 19. Approve the revised Partnership Agreement between the Chief Local Elected Officials (CLEO) for the Mohave/La Paz Workforce Development Area (WDA) and the Mohave/La Paz Local Workforce Development Board (WDB) as required by the Workforce Innovation and Opportunity Act of 2014 (WIOA), Public Law 113-128. - Community Services 20. Approve the award and sign Contracts 20-PS-19, Job Order Contract (JOC) for Earthworks and Channel Maintenance to Desert Construction, Kingman, Arizona (-01), Lewis Equipment Services, Kingman, Arizona (-02), McCormick Construction, Bullhead City, Arizona (-03), Rummel Construction, Scottsdale, Arizona (-04), and Perco Rock, Panguitch, Utah (-05), for earthworks and flood channel maintenance services, on behalf of the Development Services Department for a one-year period, commencing upon award, with the County having the right, at its sole option, to renew the contract for up to four (4) additional one (1) year periods. Funding for projects under these Contracts will be provided per budgets approved by the Board of Supervisors each fiscal year as applicable. - Procurement 21. Approve continued utilization of Mohave Educational Services Cooperative Contract No. 20E- CDWG-1002 titled 'Online Source for Computer Hardware, (including recertified and refurbished), Peripherals, Software, A/V Equipment, Accessories and Service" with CDW Government, LLC, Vernon Hills, Illinois, valid through October 3, 2021 with potential renewal periods through October 3, 2025, for the purchase of Office 365 licenses annually throughout the contract term using approved budgeted funds as needed on behalf of the Information Technology Department. - Procurement 22. Approve and sign Amendment No. Seven (7) to Contract No. 13-P-08, Detention Food Services with Trinity Services Group, Inc., Oldsmar, Florida, extending the Contract through December 31, 2021, with the sole option of the County to extend, unless terminated, canceled, or until a new contract has been awarded, whichever comes first; with all other terms and conditions remaining the same, on behalf of the Mohave County Sheriff's Office and the Probation Department. - Procurement 23. Approve and sign Amendment Two (2) to Contracts 19-PS-06 On -Call Development Plan Review Services, with Matrix Design Group, Inc., Phoenix, Arizona (-01) and Woodson Engineering & Surveying, Inc., Flagstaff, Arizona (-02) extending each of the Contracts for their second optional one-year periods, effective August 5, 2021, through August 4, 2022, on behalf of the Development Services Department. Funding will be in accordance with approved budgets per fiscal year as applicable. - Procurement 24. Approve and sign Amendment Two (2) to Contract 19-P-07, Landscape Maintenance Services, with Kingman Landscape Maintenance, LLC, Kingman, Arizona, extending the Contract for the second optional one-year period from June 3, 2021 through June 2, 2022, with all other terms and conditions remaining the same, on behalf of the Development Services Department - Flood Control Division. Funding will be in accordance with approved budgets per fiscal year as applicable. - Procurement 25. Approve on -going miscellaneous surplus auctions from July 1, 2021, through June 30, 2022, authorizing the sale of miscellaneous surplus property at public auction, via Internet auction; authorizing County staff to sign all necessary and convenient documents on behalf of the County as a part of conducting the auctions and completing the sales; and authorizing legal publication in accordance with Mohave County Procurement Code, Article VIII. Materials Management and A.R.S. §11-251. All proceeds from the sales, less pro -rated selling expenses, will be deposited into the County's General Fund, or back into the fund from which they were originally purchased, on behalf of the Procurement Department - Central Services Division. - Procurement 26. Approve and sign Amendment No. Five (5) to Contract No. 17-B-12 (-02), Mohave County Facilities and Parks Landscaping with Vision Landscape & Design, extending the Contract for an additional one (1) year period effective June 5, 2021 through June 4, 2022, with all other terms and conditions remaining the same, on behalf of the Public Works Department. - Procurement 27. Approve Mohave County's warrant register for March 2021 in the amount of $7,324,882.30. - Financial Services 28. Authorize the Public Works Director to approve an application for a special event permit within Mohave County right-of-way on Cottonwood Road for purpose of temporary directional signage and registration table to support patron ingress for Love Fest Finance, Inc.'s "One Love Festival" to be held on private property in the vicinity of 9570 W. Fietz Avenue in northern Golden Valley on Friday, May 28 through Sunday May 30, 2021 from 2:00 p.m. to 3:00 a.m., upon applicant's fulfillment of Mohave County Public Works Special Event Policy requirements. - Public Works 29. Approve and authorize a public waiver of the $10 per vehicle Day Use Fee at Hualapai Mountain Park on Sunday, June 6, 2021, Sunday, July 11, 2021, and Sunday, August 8, 2021, from 9:00 a.m. to 3:00 p.m. for the purpose of promoting attendance to the 2021 Summer Community Craft Fair, on rationale that vendor fee collections significantly exceed average Sunday Day Use Fee collections. - Public Works 30. Approve and authorize the Public Works Department to submit a grant application to the Arizona Department of Forestry and Fire Management, Wildland Fire Hazardous Fuels Program, to receive up to $200,000 for use in hazardous fuel removal activities in the Hualapai Mountain Park, to be matched in kind with $20,000 from Mohave County Parks budget, contingent on approval on the match in the Mohave County Parks Fund 216 FY2022 budget, and authorize the County Manager to sign the appropriate grant application documents. - Public Works 31. Sitting as the Board of Directors for the Golden Valley Improvement District No. 1 of Mohave County, Arizona: Approve increase to GVID Standpipe No. 1 Improvements Project Budget from $75,000 as programmed in the FY21 Adopted Budget to $98,310 to fund the completed site paving and drainage construction under Contract No. 20-B-22 and pending installation of standpipe site fencing, cattle guards, and finish drainage improvements to mitigate onsite livestock encroachment; approve additional funding in the amount of $23,310 sourced to GVID Fund 85614900 for Project completion. - Public Works 32. Approve and adopt a 10-year Intergovernmental Agreement (IGA) for the use of the Western Arizona Law Enforcement Training Academy's (WALETA) facility and virtual training center by Mohave County Parks/ERACE officers, and authorize the Chairman of the Board of Supervisors to execute the IGA on behalf of Mohave County Parks/ERACE as a WALEA member agency. - Public Works 33. Acknowledge receipt of and refer to Public Works, a petition to the Mohave County Board of Supervisors requesting that West Zentiff Drive from South Alexandrite Road to South Topaz Road, located in the South Golden Valley area, a distance of approximately 0.25 miles, be accepted into the Mohave County Road System for tertiary maintenance subject to meeting all applicable requirements and subsequent Board approval. - Public Works 34. Approve the adoption of BOS Resolution No. 2021-056 authorizing, in accordance with the County adopted Manual on Uniform Traffic Control Devices and Arizona Revised Statutes, the establishment of a 35 mile per hour speed limit on a 2.15 mile section of Blake Ranch Road from Interstate 40 south to Sweetwater Road, in the Kingman area. - Public Works 35. Approve the cost -sharing Agreement with the Arizona Secretary of State's Office to authorize Mohave County's portion of the maintenance contract for the statement voter registration database for 2020-2021 in the amount of $11,117.05. - Recorder 36. Approve the Mohave County Elections Department to conduct elections to be held by any Mohave County School District during the fiscal year 2021-2022. - School Superintendent 37. Approve the adoption of BOS Resolution No. 2021-057, the approval of the 2021 Contract 207 Fund (Contract 2021-207-018) with the Mohave County Sheriff's Office and the Governor's Office of Highway Safety (GOHS) effective January 1, 2021 through December 31, 2021; and approve funds in the amount of $29,126.32 for the purchase of on ATV side by side and create a budget as submitted. - Mohave County Sheriff 38. Authorize the use of cost savings for step adjustments for the Kingman/Cerbat Justice Court employees as outlined in the backup materials, while remaining budget neutral. - Kingman/Cerbat Justice of the Peace 39. Accept monetary donations in the amount of $1,127 and accept non -monetary donations with an approximate value of $5,451 for the Mohave County Animal Shelter. - County Manager 40. Approve the report of routine County business authorized by the County Manager for the time period of February 3, 2021 through April 16, 2021, routine personnel actions taken during the pay period of March 27, 2021 through April 9, 2021 and routine Superior Court personnel actions taken during the pay period of March 27, 2021 through April 9, 2021. - County Manager 41. Approve the reappointment of Patricia Alexander to the Mohave County Planning & Zoning Commission, representing Supervisorial District 4; term effective June 6, 2021, expiring June 6, 2023. - Supervisor Bishop 42. Ratify the Declaration of Fire Emergency for Mohave County in the Hualapai Mountain Park and vicinity, signed on April 26, 2021, and to direct the temporary closing of the Hualapai Mountain Park until the emergency is lifted or until the threat to the Park is declared over pursuant to A.R.S. §26-311. - Chairman Johnson PUBLIC HEARINGS: TIM WALSH. Open Public Hearing: Discussion and possible action RE: Approve the adoption of BOS Resolution No. 2021-050 - A REZONE of Assessor's Parcel No. 229-18-022A, from a C-2 (General Commercial) zone to an R-1 (Single -Family Residential) zone, to allow for residential uses and a home occupation, in the Fort Mohave vicinity, Mohave County, Arizona. (Commission recommended approval by 7-1 vote (Meahl)) 45. Open Public Hearing: Discussion and possible action RE: Adoption of BOS Resolution No. 2021- 051 - A resolution Denying a REZONE of Assessor's Parcel No. 354-26-001A, from an A-R/10A (Agricultural Residential/Ten Acre Minimum Lot Size) zone to an A-R/5A (Agricultural Residential/Five Acre Minimum Lot Size) zone, to allow for a minor land division, in the Cedar Hills vicinity, Mohave County, Arizona. (Commission recommended denial by unanimous vote) (Arizona Revised Statutes §11-814.13 relating to County Zoning indicates that if twenty percent (20%) of the property owners by area and number within the zoning area file protests to the proposed change, the change shall not be made except by a three-quarter (3/4) vote of all members of the Board of Supervisors. Per this statute, 29% of owners oppose the rezoning and 42% of the area oppose the rezoning.) 46. Open Public Hearing: Discussion and possible action RE: Approve the adoption of BOS Resolution No. 2021-052 - An AMENDMENT TO THE MOHAVE COUNTY GENERAL PLAN, from an SDA (Suburban Development Area) land use designation to a GC (General Commercial) land use designation, and an AMENDMENT TO THE MARDIAN RANCH AREA PLAN, from a Public Facilities land use designation to a Retail land use designation, for Assessor's Parcel No. 336-01- 043, in the Mardian Ranch vicinity, Mohave County, Arizona. (Commission recommended approval by unanimous vote) 47. Open Public Hearing: Discussion and possible action RE: Approve the adoption of BOS Resolution No. 2021-053 - A REZONE of Assessor's Parcel No. 336-01-043, from a C-2/1A (General Commercial/One Acre Minimum Lot Size) zone to a C-2H (Highway Commercial) zone, to allow for a convenience store, gas station, motel, and future retail and commercial developments, in the Mardian Ranch vicinity, Mohave County, Arizona. (Commission recommended approval by unanimous vote) 48. Open Public Hearing: Discussion and possible action RE: Approve the adoption of BOS Resolution No. 2021-054 - A SPECIAL USE PERMIT for Assessor's Parcel No. 317-49-101 to allow for a billboard in a C-2H/5A (Highway Commercial/Five Acre Minimum Lot Size) zone, in the White Hills vicinity, Mohave County, Arizona. (Commission recommended approval by unanimous vote) 49. Open Public Hearing: Discussion and possible action RE: Adoption of Mohave County Ordinance No. 2021-03, The Building Code Ordinance, replacing Mohave County Ordinance No. 2020-04, adopting the 2018 editions of the International Code Council Codes and the 2017 National Electrical Code along with local amendments. (Building Code Advisory Board and the Planning and Zoning Commission both recommended approval by unanimous vote.) REGULAR AGENDA: ALLEN TEMPERT, ELECTIONS DIRECTOR: 50. Discussion and possible action RE: Approve the purchase of enough additional ballot on demand ballot marking devices to equip the current poll sites to be able to operate as vote centers and approve the purchase of precinct ballot scanners; the purchase of this equipment will be with HAVA Election Security Grant funds awarded to Mohave County by the State of Arizona. Approve the FY21 Equipmen- Replacement fund budget to cover the balance of the equipment purchase after all HAVA funds have been expended towards the purchase; this proposal has no impact to the genera I fund.
