A RESOLUTION SETTING FORTH A REZONE OF LOT 9, BLOCK J, GOLDEN SAGE
RANCHOS, UNIT 85, SECTION 23, TOWNSHIP 21 NORTH, RANGE 19 WEST FROM A-R/2A
(AGRICULTURAL-RESIDENTIALffWO ACRE MINIMUM LOT SIZE) ZONE TO A-R/IA
(AGRICUL TURAL-RESIDENTIALfONE ACRE MINIMUM LOT SIZE) ZONE IN THE GOLDEN
VALLEY AREA, MOHA VE COUNTY, ARIZONA.
WHEREAS, at the regular meeting of the Mohave County Board of Supervisors held on March 10,
1995, a public hearing was conducted to determine whether approval should be granted for a Rezone for the
above described property to Jimmy and Lois Smith of Golden Valley, Arizona, and
WHEREAS, the property is located north of Bolsa Drive and east of Estrella Road. This land is
accessed via Highway 68, then south on Estrella Road, then east on Bolsa Drive to the site, and
WHEREAS, the site is flat with two residences. The residence on the west side of the property
appears to be occupied and the eastern residence appears vacant. There are a few scattered residences in the
area, and
WHEREAS, the owner proposes to split the two acres creating an east and west parcel. Power lines
run east to west on the south side of Bolsa Drive, and
WHEREAS, the Mohave County Public Works Department recommends the split line run east-west
to separate the property into north and south parcels. This would eliminate additional access onto the section
line road (Bolsa Drive) and a need for an additional PUE to be established adjacent to Bolsa Drive.
However, an existing residence interferes '.'lith Public Works' proposal, and
WHEREAS, there are no significant washes or drainage that cross the property. Review of FEMA
FIRM Panel #040058-2325B indicates that this parcel lies within Zone C, not in a FEMA Special Flood
Hazard Area. A Floodplain Use Permit is not required, and
WHEREAS, at the public hearing before the Mohave County Planning and Zoning Commission on
February 8, 1995, the Commission recommended APPROVAL for a Rezone subject to the following:
1. The parcels be zoned A-RJlA (Agricultural-Residential/One Acre Minimum Lot Size).
2. Submittal and recordation of a parcel plat prepared in accordance with Article 3.16 of the
Mohave County Subdivision Regulations and 102.04-B of the Standard Specifications.

3. Each parcel shall meet or exceed its respective acreage exclusive of roadways.
4. Each parcel shall have legal access.
5. The parcel plat shall show any surface drainage and FEMA flood zones.
6. That appropriate zoning, building, enviromnental and floodplain permits be obtained prior
to any development. These permits will not be issued until Parcel Plat recordation.
7. The rezone shall not become effective for 30 days after final Board of Supervisors approval
for the change in classification, as per ARS 11-829E.
8. If these conditions are not met within one year this approval will be void. If at the expiration
of this period the property has not been improved to meet the use for which it was
conditionally approved, the Board (after notification by registered mail to the owner and
applicant who requested the rezoning) shall schedule a public hearing to grant an extension,
determine compliance with the schedule for development, or cause the property to revert to
its former zoning classification. This action is in accordance with Arizona Revised Statutes
Annotated, Title 11, Chapter 6, 11-832.
WHEREAS, the notice of hearing was published in the Kingman Daily Miner, a newspaper of
general circulation in Kingman, Mohave County, Arizona, February 19, 1995, and posted on February 17,
1995, as required by Arizona Revised Statutes and the Mohave County Zoning Regulations.
NOW THEREFORE BE IT RESOLVED, that the Board of Supervisors, at their regular meeting
on Friday, March 10,1995, APPROVED this Rezone as recommended by the Mohave County Planning and
Zoning Commission and outlined herein.
