RESOLUTION NO. 95-33
A RESOLUTION SETTING FORTH AN EXTENSION OF TIME FOR THE APPROVED
PRELIMINARY SUBDIVISION PLAN FOR WILLOW VALLEY ESTATES 20, TRACT 4134,
BEING A PORTION OF SECTION 21, TOWNSHIP 18 NORTH, RANGE 22 WEST, LOCATED IN
THE SOUTH MORAVE VALLEY AREA, MOHA VE COUNTY, ARIZONA.
WHEREAS, at the regular meeting of the Mohave County Board of Supervisors held on February
6, 1995, a public hearing was conducted to determine whether approval should be granted for an Extension
of Time to Wayne G. McKellips, Jr., McKellips Land Corporation of Phoenix, Arizona, for the above
described approved Preliminary Subdivision Plan for Willow Valley Estates 20, Tract 4134, and
WHEREAS, the owner/developer of this tract is Wayne G. McKellips, Jr., McKellips Land
Corporation of Phoenix, Arizona. The engineer of record is Stovall Engineers, Inc., Bullhead City, Arizona,
and
WHEREAS, Section 21 is located approximately 7.5 miles south of Bullhead City's southernmost
border and one mile west of Highway 95. The project site is accessed from State Highway 95 via King
Street, then west to the site, and
WHEREAS, this site is currently vacant and the surrounding land uses consist of other residential
units of Willow Valley Estates. Unit 20 is proposed as a 22-acre single family development which will
include SO residential lots and 21 small parcels which will have a variety of uses. Parcel A and B are
reserved for the association clubhouse, Parcel C for Willow Valley Water Company's well site, Parcel D
through G have no designated use, and Parcels H through U are from an abandoned ditch easement and may
go to adjoining lots in another unit. The overall density is 3.6 lots per acre, and
WHEREAS, review of Floodplain Map #04005S-2605C indicates this area to be in a designated
minor floodplain, and
WHEREAS, article 3.10-1 states, "Upon application to the Commission and prior to the expiration
of the time limit, extensions in increments of one (1) year may be granted by the Board if the subdivider is
actively processing the Final Plat. If such action is not taken, then all proceedings relating to the plat shall
be terminated," and

WHEREAS, the applicant is requesting an Extension of Time due to "the previous Engineer of
Record became ill and was unable to complete the project" as stated in a letter dated November 29,1994.
This will be the first Extension of Time, and
WHEREAS, at the public hearing before the Mohave County Plarming and Zoning Commission
on January 11, 1995, the Commission recommended APPROVAL for an Extension of Time for a
Preliminary Plan subject to the following:
1. Compliance with all conditions ofBOS Resolution No. 92-67.
2. This Extension of Time will be in effect until March 9, 1995.
WHEREAS, the notice of hearing was published in the Kingman Daily Miner, a newspaper of
general circulation in Kingman, Mohave County, Arizona, January 22, 1995, and posted January 20,1995,
as required by Arizona Revised Statutes and the Mohave County Zoning Regulations.
NOW THEREFORE BE IT RESOLVED, that the Board of Supervisors, at their regular meeting
on Monday, February 6, 1995, APPROVED this Extension of Time as recommended by the Mohave County
Plarming and Zoning Commission and outlined herein.
